star this property answer text <p>A range of DWP initiatives are supporting disabled people and people with health conditions to live independent lives and start, stay and succeed in work. These include the Work and Health Programme, the Intensive Personalised Employment Support programme, Access to Work, Disability Confident. and support in partnership with the health system, including Employment Advice in NHS Improving Access to Psychological Therapy services.</p><p> </p><p>Over the next three years we will invest £1.3bn in employment support for disabled people and people with health conditions.</p><p> </p><p>In 2017 the Government set a goal to see one million more disabled people in employment between 2017 and 2027. The latest figures released for Q1 2022 show that between Q1 2017 and Q1 2022 the number of disabled people in employment increased by 1.3m – meaning the goal has been met after only five years.</p><p> </p><p>The disability employment gap was 28.2 percentage points in Q1 2022. This is a decrease of 0.2 percentage points on the year, a decrease of 0.5 percentage points since Q1 2020 and an overall decrease of 5.6 percentage points since the same quarter in 2014.</p>

star this property answer text <p>A range of Government initiatives are supporting disabled people and people with health conditions, including fluctuating medical conditions, to start, stay and succeed in work.</p><p> </p><p>These include: increasing Work Coach support nationally for people with health conditions receiving Universal Credit or Employment Support Allowance; Disability Employment Advisers in Jobcentres offering advice and expertise on how to help disabled people into work; the Work and Health Programme and Intensive Personalised Employment Support, providing tailored and personalised support for participants; Access to Work; Disability Confident; and support in partnership with the health system, including Employment Advice in NHS Improving Access to Psychological Therapy services<em>.</em></p><p> </p><p>We are spending £1.3bn in employment support for disabled people and people with health conditions over the next three years.</p><p> </p><p>The Government recognises the benefits of flexible working arrangements and is committed to supporting all individuals and businesses to work flexibly.</p><p> </p><p>Since 2014, all employees with 26 weeks’ continuous service have the statutory right to request a change to the hours, timing, or location of their work. The framework is clear that a request to work flexibly can only be rejected where there are sound business reasons for doing so – and those business reasons are set out in law.</p><p> </p><p>Last year, the Government took forward a manifesto commitment to consult on making changes to the right to request flexible working a ‘day one’ right and whether the business reasons for refusing requests remain valid. The Government response will be published in due course.</p>

New investment focuses on providing faster access to joined-up work and health support, including for mental health and musculoskeletal conditions, the two leading causes of economic inactivity due to long term sickness.</p>

star this property answer text <p>Access to Work is a demand-led discretionary grant which supports the recruitment and retention of eligible disabled people aged 16 and over in sustainable, paid employment. Access to Work plays an active role in supporting the transitions of young disabled people into employment, by providing funding for in work support including vocational programmes such as Supported Internships, Traineeships and Apprenticeships.</p><p> </p><p>To help raise awareness of support available when young disabled people move into employment, identify adjustments and reduce the need for multiple assessments, a series of passports and planners have been developed, with the Adjustments Planner focusing on transitions from education to employment.</p><p> </p><p>The Adjustments Planner provides students with a transferable record of their adjustments, support, and work requirements and can help the student settle into college/university life. It can also offer support beyond education by smoothing the transition into employment - reducing the burden when applying for Access to Work, enabling support to be put in place quickly and removing the need for the student to repeat personal details.</p>

star this property answer text <p>According to the latest figures from the Labour Force Survey (LFS) on working age (16-64) employment, there were 4.9 million disabled people in employment in the UK in Q3 2022. This is an increase of 240,000 on the year and an overall increase of 2.0 million since the same quarter in 2013.</p><p> </p><p>The Government set a goal to see a million more disabled people in employment between 2017 and 2027.</p><p> </p><p>Figures released for Q1 2022 showed that between Q1 2017 and Q1 2022 the number of disabled people in employment increased by 1.3 million – meaning the goal was met after only five years.</p><p> </p><p>Estimations suggest that the rise in the total number of disabled people in employment between 2013 and 2021 has been driven by several factors. star this property answer text <p>All DWP Disability Employment Advisors (DEA) undergo comprehensive learning to support customers with additional or complex needs, particularly disabilities, and they continue to build on this in the workplace through accessing point of need learning products.</p><p> </p><p>The learning provides DEAs with the knowledge and skills to enable them to:</p><ul><li>Treat each claimant as an individual;</li><li>To be aware and support claimants with their disability and the impacts of their condition;</li><li>Help overcome any barriers; and</li><li>Support them into moving closer to the working environment.</li></ul><p> </p><p>Technical learning enables DEAs to determine what is required and never assume to know and to cultivate effective communication skills, including the sensitive use of questions, to reach joint decisions with the claimant.</p><p> </p><p>In addition to this, all Disability Employment Advisors (DEA) are provided with learning products in the workplace to enable them to continue to build their knowledge and skills; these products include supporting customers with additional or complex needs.</p><p> </p><p>The learning also provides them with an understanding of assisted digital, and how they can effectively coach claimants who find using digital services a challenge.</p><p> </p><p>They are also signposted to tools, guidance support and websites to effectively use resources from both internal and external sites. This ensures that they access the most up to date advice and expertise on a particular health condition.</p>

star this property answer text <p>All employers have a duty under the <a href="https://www.legislation.gov.uk/ukpga/2010/15/contents" target="_blank">Equality Act 2010</a> to make ‘reasonable adjustments’ in the workplace where a disabled person would otherwise be put at a substantial disadvantage compared with their colleagues. The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Equality Act and providing guidance on reasonable adjustments.</p><p> </p><p>For disabled people who require adjustments which are beyond reasonable adjustments, Access to Work (AtW) can provide a grant for the disability related extra costs of working a disabled employee may face. To support employers an AtW case manager will contact the customer’s employer ahead of making an AtW award to offer advice on reasonable adjustments an employer can provide and the support available under the AtW scheme.</p><p> </p><p>DWP has worked with stakeholders to develop a series of Adjustments Passports and Planners to support disabled people, and those with a health condition, with the transitions into employment and between jobs. The Adjustments Passport and Planners provide individuals with an up to date document of their adjustments and working requirements and empower the holder to have more structured conversations about their disability with their employer. They also raise awareness of Access to Work, and where an application is made, help to reduce the need for another assessment, enabling support to be put in place more quickly.</p><p>The Disability Confident scheme provides employers with the knowledge, skills, and confidence they need to attract, recruit, retain and develop disabled people in the workplace. When an employer signs-up to the Disability Confident scheme, they agree to commitments which include anticipating and providing reasonable adjustments as required. They also agree to support any existing employee who acquires a disability or long-term health condition, enabling them to stay in work. The scheme provides resources for members including the recently published <a href="https://www.gov.uk/government/publications/disability-confident-and-cipd-guide-for-line-managers-on-employing-people-with-a-disability-or-health-condition" target="_blank">Disability Confident Manager’s Guide</a> which explains how managers can make and review reasonable adjustments, consider flexible working, and includes examples of other types of adjustments.</p><p>As part of the government's response to the Health is Everyone’s Business Consultation, DWP has developed a digital service for employers, offering tailored guidance on health and disability. The service is called <a href="https://www.support-with-employee-health-and-disability.dwp.gov.uk/support-with-employee-health-and-disability" target="_blank">Support with Employee Health and Disability</a> and is live across GB, testing very well with employers. Developed with small and medium enterprise (SME) employers, using user centred design principles, the service offers a simple, interactive and highly usable resource which helps employers to feel more confident having conversations about health and disability, as well as understanding and fulfilling their legal obligations on topics such as reasonable adjustments, and signposting to sources of expert support.</p><p>The fit note includes an option to allow a healthcare professional to indicate that a patient ‘may be fit for work subject to the following advice’ and provide general details of the functional effect of the individual’s condition and recommend common types of workplace adjustments. However, over 10 million fit notes each year are issued in England without any such advice, resulting in a missed opportunity to help people get the appropriate support they may need to remain in work.</p><p>That is why we announced funding in the 2023 Autumn Statement to test new ways of providing individuals receiving a fit note with tailored support, including referral to support through their local WorkWell service pilot. To support this, we launched a Call for Evidence to seek views on how the current fit note process works and the support required to facilitate meaningful work and health conversations and help people start, stay and succeed in work.</p>
