star this property answer text <p>As the Prime Minister has said before, everyone working in Parliament deserves to be treated with dignity and respect. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The Commission agreed the establishment of a Steering Group of staff, members and others to embark on the process of moving forward with Naomi Ellenbogen QC’s recommendations, and the new Conduct Committee will examine those which relate to the Code of Conduct.</p>

In the 2016-17 session, the Government published 3 draft bills. star this property answer text <p>An option to move Parliament out of the Palace of Westminster to a new purpose-built building was included in the <a href="https://restorationandrenewal.parliament.uk/wp-content/uploads/2018/08/Pre-Feasibility-Study-Oct12.pdf" target="_blank">Restoration and Renewal Pre-Feasibility Study</a> published in 2012. The House of Lords Commission, then known as the House Committee, reviewed that study on 30 October 2012. It decided to rule out the option of constructing a new building away from Westminster and agreed that no further analysis would be undertaken on this option. The House of Commons Commission had already taken a similar view. These commitments were reaffirmed by the Joint Committee on the Palace of Westminster in 2016 and in the resolutions of both Houses following the debates in 2018.</p> more like this

Due to small numbers of staff at each of the requested grades, we have grouped these together in our response below.</p><p> </p><p>Including those on temporary promotion at the grades requested, there are 16 members of staff in scope. Of these, only five have input their ethnicity details onto the HR system. star this property answer text <p>The Attorney General’s Office offers a flexi time policy to support time off in lieu on an individual basis. Flexi time is individually agreed with line managers to maintain working hours in line with the Working Time Regulations 1998. As there is no central record of working hours, the Attorney General’s Office has no accurate way to estimate the amount of time off in lieu taken by staff in each of the last five years without disproportionate cost.</p> more like this

star this property answer text <p>The Government is committed to helping people make good financial decisions, establishing the Money and Pensions Service to provide free support and guidance on all aspects of people’s financial lives. It has increased funding for the provision of debt advice in each of the past two years rising to almost £56million this year in England, which will deliver 560,000 debt advice sessions.</p><p> </p><p>Where individuals do get into problem debt the government has announced it will deliver its manifesto commitment for a Breathing Space scheme, which will protect debtors from creditor action, help them get professional advice on their debt problems, and enable them to find an appropriate and sustainable debt solution.</p><p> </p><p>The regional personal insolvency rate increased in 2018, driven mainly by individual voluntary arrangements (IVAs), with all regions following the national trend.</p><p> </p><p>Historically, males had a higher rate of insolvencies per 10,000 adults than females, but the gender gap noticeably narrowed from 2009 onwards and, by 2014, females began to have higher insolvency rates than males. This change coincided with a decline in the number of bankruptcies (where males have a higher rate of insolvency), the introduction and growth in the number of debt relief orders (where the rate for women is higher), and the narrowing and subsequent reversal of the gender gap for IVAs.</p><p> </p><p>The latest data providing a breakdown of individual insolvencies can be found in Individual Insolvencies by Location, Age and Gender, England and Wales, 2018; released on 17th July 2019 on the GOV.UK website.</p>
