	answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>The UK has been a major supporter of the response to the Ebola outbreak in eastern DRC since it began in August 2018. Community engagement remains one of the most important factors that will help end the outbreak and strengthening this aspect of the response is a key part of the ongoing ‘reset’ pushed for by the UK and other partners. The response, led by the Government of DRC with international support directed by the UN, is increasingly working with religious leaders to help foster community trust and ownership. On top of our wider financial, technical and political support to the response, UK Aid is funding anthropological research into community dynamics in affected areas, which is helping response partners strengthen their engagement with communities, including faith leaders.</p><p>The Secretary of State for International Development met with faith leaders (both Christian and Muslim) in Butembo during his recent visit to eastern DRC. Last summer, the PM announced that CDC Group, the UK’s Development Finance Institution, would invest up to £3.5 billion in businesses in Africa over four years (2018 to 2021). CDC has already committed £1.9bn in Africa over the last 3 years (2016-2018). CDC is invested in 698 different companies in Africa, directly supporting 370,000 jobs.</p><p>Through CDC and other country specific initiatives, we will mobilise a further £4 billion of private investment for Africa. DFID works to address the underlying causes of deforestation, such as stopping illegal logging and related corruption, and ending unsustainable practices in the production of palm oil, cocoa and other agricultural commodities. This helps to protect habitats for the species that live in forests.</p><p>Work to tackle deforestation is funded through the Forest Governance, Markets and Climate programme (£250m, 2011-21), which is tackling illegal logging and promoting trade in legal timber; Investments in Forests and Sustainable Land Use (£107m, 2015-23), which works with companies to develop new and sustainable approaches to growing agricultural commodities, which protect forests and provide sustainable livelihoods; and through the Indonesia country programme.</p><p>The Global Environment Facility (GEF), to which the UK is a major donor, also plays a major role in protecting species which live in tropical rainforests. For example, DFID provides funding to support the installation of more solar power such as through mini-grids in Kenya and Rwanda; helps to establish markets in African countries for small scale, household solar power so poor people have access to affordable clean energy; and funds research and innovation for example in electric vehicles, clean cookstoves and solar battery storage. We also provide support for investments in clean energy through CDC for example supporting hydro-electric power in DRC; and through our funding of multilateral development organisations, such as the World Bank and the Green Climate Fund, the latter of which reports investment of $12.4 billion in renewable energy since 2008.</p><p>Our priority is to help developing countries establish a secure and sustainable energy supply, which is essential for economic growth and poverty reduction. As a founding member of the European Partnership for Responsible Minerals (EPRM), the UK helps promote responsible sourcing of minerals. More recently, DFID has been working with the Carter Centre to improve transparency and governance in the mining sector.</p><p> </p><p>The UK is very committed to addressing the three issues outlined on regulation, health &amp; safety and use of child labour by encouraging compliance with the Organisation for Economic Cooperation and Development (OECD) Due Diligence Guidance for Responsible Mineral Supply Chains from Conflict-Affected and High-Risk Areas. The implementation of this guidance will be made mandatory for the biggest importers in the EU via the EU Regulation on the Responsible Sourcing of Conflict Minerals. This will come into force in January 2021. A 2018 review of DFID’s commercial agriculture programmes found that 31 of DFID’s 65 commercial agriculture programmes aimed to increase the returns received by women working in agriculture.</p><p> </p><p>The Department also assists the development of standards that help smallholder farmers reach a decent standard of living: for example, by providing £3.7 million in assistance to the International Social and Environmental Accreditation and Labelling Alliance (ISEAL Alliance) which supports systems such as Fairtrade. We are supporting governments to consider what practical steps they can take to reduce the pollution of our oceans, such as restricting the use of plastic bags. We are starting to work with businesses and NGOs in Africa and Asia to trial new approaches to increase plastic recycling rates, thereby helping the environment while creating new jobs. This includes our work in Bangladesh where we will work with industry to increase the quality and volume of local plastic recycled and the percentage of locally recycled plastic used, particularly in garment manufacturing.</p><p> </p><p>Through UK Aid Match, we are supporting the Tearfund plastics appeal (up to £3m) to set up recycling hubs across Pakistan. Between March 2015 and April 2019 UKAid provided extensive support that has enabled the delivery of a range of life-saving assistance and protection services. These include providing 1.2 million people with food assistance, 130,000 people with access to clean water, and 342,000 women and children with nutritional support. We have also led efforts to prevent the spread of Ebola into refugee settlements in Uganda.</p><p> </p><p>The UK’s response in Uganda will continue to protect people in crisis and invest in long-term livelihood and self-reliance options. This is a result of poor rainfall across much of the region and political instability and insecurity, including in Sudan and South Sudan.</p><p> </p><p>In Somalia, drought and subsequent widespread crop failure and decline in livestock productivity has resulted in a projected increase in people experiencing acute food insecurity, from 1.7 million to 2.2 million by August 2019. DFID has recently allocated £8 million to support both emergency, life-saving interventions, and longer-term resilience actions focusing on sustainable water supply and the protection of livelihoods. This brings our total humanitarian spend in Somalia in 2019 to £40 million.</p><p> </p><p>In Ethiopia, the humanitarian situation remains challenging. The 2019 Humanitarian Response Plan (HRP) seeks US$1.314 billion to reach 8.3 million people with emergency food and non-food assistance. DFID has currently allocated £30 million to meet emergency food and non-food needs. The Department supports the Government of Ethiopia’s Productive Safety Net Programme (PSNP) that reaches 8 million chronically food insecure people in drought affected regions with conditional cash transfers. DFID plans to contribute £16.7 million to the PSNP this year.</p><p> </p><p>DFID will continue to monitor the situation and press the international community to commit further support where it is needed. DFID will also continue to support communities and states in the east and Horn of Africa to build resilience to crises and shocks. DFID works to address the underlying causes of deforestation, such as stopping illegal logging and related corruption, ending unsustainable practices in the production of palm oil, cocoa and other agricultural commodities, and helping local communities to secure recognised legal rights to the forests which they depend on for their livelihoods.</p><p>For example, support to the Mapping for Rights initiative has helped over 1,000 communities in the Congo Basin map their forest lands covering more than seven million hectares. The communities use these maps as the basis for claims to secure their rights and to help ensure that the forests they depend on are not allocated to logging concessions.</p><p>Work to tackle deforestation is funded through the Forest Governance, Markets and Climate programme (£250m, 2011-21), which is tackling illegal logging and promoting trade in legal timber and Investments in Forests and Sustainable Land Use (£107m, 2015-23), through which DFID funds Partnerships for Forests (P4F). P4F works with companies to develop new and sustainable approaches to growing agricultural commodities, which protect forests and provide sustainable livelihoods. 	answer	answer is ministerial correction date of answer 25/06/2019 answer text <p>The UK government is committed to supporting the Government of Bangladesh’s generosity in hosting the Rohingya refugees. Although the aim is the voluntary return of the refugees to Myanmar, the current conditions and continued conflict in Rakhine State preclude this.</p><p> </p><p>As the crisis moves into a protracted phase, we will remain a leading donor to the humanitarian operation and increase our support to the development needs of affected communities in Cox’s Bazar. This requires working with the UN, World Bank and others to help the Government develop and finance medium-term plans for the district. It also requires continuous consultation with the refugees to make sure that their needs and aspirations are, as far as possible, met.
