This represented 3.6% of DFID’s workforce and 21% of the overall sickness absence for the department during this period. The estimated cost to DFID due to sickness absence during the period 1 May 2018 to 30 April 2019 was £217,350.</p><p> </p><p>DFID is committed to the health and wellbeing of all our staff, including helping them to manage stress in the workplace. DFID offers a range of guidance and services in place to support staff, including our Employee Assistance Programme (EAP), which offers telephone and face to face counselling for all staff. This service also provides a wide range of online information and advice on work/life issues. DFID’s HR teams and Occupational Health Services provide support and advice for staff and managers to ensure a successful return to work after a period of mental ill health. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>The British Government is deeply disturbed by the UN Panel of Expert's findings that Dong Samuel Luak and Aggrey Idri were abducted from Kenya and executed in South Sudan by the South Sudanese national security service in 2017. We call on the South Sudanese Government to respond to these findings, and ensure that its defence and security forces are subject to the rule of law, to prevent future disappearances. <br> <br>The disappearance of these individuals and concerns for their safety have been raised by the British Ambassador, and by the UK Special Envoy for South Sudan with senior members of the South Sudanese Government on a number of occasions. The case has also been raised in Nairobi with the Kenyan authorities. This is part of a troubling pattern of harassment and intimidation of civic actors by South Sudanese authorities. The British Government regularly calls for the release of all political prisoners in accordance with the 12 September peace agreement. We also led efforts to renew the mandate of the UN Commission on Human Rights in South Sudan in March, and support the renewal of the Panel of Experts mandate due at the end of May. However, in the absence of information from the South Sudanese authorities, it is not possible to determine precise figures. <br> <br>We regularly press the Government of South Sudan for the release of all political prisoners in accordance with its commitments. An end to restrictions on freedom of expression is vital if South Sudan is to realise the opportunity of peace the September agreement offers. The Government of South Sudan's failure to comply with this provision of the agreement undermines confidence in their commitment to achieving a meaningful peace. The latest Integrated Food Security Phase Classification (IPC) report for South Sudan was published in January 2019. This projected that 6.87 million people, 60% of the population, would experience severe levels of food insecurity (IPC phases 3 to 5) between May and July 2019 – including 50,000 people experiencing ‘Catastrophe’, or famine-like, levels of food insecurity (IPC Phase 5). The food security crisis in South Sudan is man-made, and driven by conflict. Without peace, the humanitarian crisis will continue to worsen.</p><p> </p><p>We are at the forefront of the international response to the crisis, and UK aid is saving lives. Between 2016 and 2020, the UK is providing £122.3 million of emergency food assistance and £56 million of food security and livelihoods assistance to South Sudan. Our food aid is provided to the most vulnerable populations and reached more than 330,000 people in 2018. Where the context is more stable, we build resilience and tackle the underlying causes of food insecurity by working with traders and small producers to kick-start and scale-up markets, and with households to diversify their income sources. In most cases perpetrators of sexual violence are men who are known to the victims. Rape is also regularly used as a weapon of war by all parties. The UK strongly condemns all forms of sexual and gender based violence (SGBV). We continue to lobby the Government of South Sudan to address SGBV and end impunity for perpetrators, and support organisations working to tackle the prevalence of SGBV in the country.</p><p> </p><p>This includes a four-year, £14.8 million programme with the International Medical Corps, which has reached more than 850,000 women, men, girls and boys with SGBV interventions in South Sudan. Through this we are supporting survivors of SGBV, including in seeking justice, as well as trying to change damaging attitudes within communities. DFID is working closely with other government departments to facilitate the return of staff deployed to other government departments, following the extension of Article 50. As of 21 May 2019, 100 of these staff have returned.</p><p> </p><p>To release staff for deployment, DFID undertook a detailed prioritisation exercise to assess the internal resource required to maintain essential delivery. For DFID, this meant meeting the legal commitment to spend 0.7% of GNI (Gross National Income) on international development in an effective and value for money way and the ability to respond to humanitarian emergencies. Violence is driving people from their homes and impacting on the lives of ordinary civilians, particularly women and children. The UN assesses that over 530,000 people have been internally displaced as a result of the conflict and has recorded over 35,000 refugees in Nigeria. The UK is providing lifesaving assistance to thousands of people following a £2.5m contribution in December 2018 to the UN emergency appeal to address the crisis.</p><p>The UK welcomes the visit to Cameroon by the UN High Commissioner for Human Rights and the Government of Cameroon's reported openness to working with the UN to address the severe humanitarian and human rights situation in the Anglophone regions. It is imperative that urgent action is now taken by the Government of Cameroon, with the support of regional partners and the wider international community, to prevent further escalation of the crisis. This includes the establishment of a credible political dialogue to address the root causes of the crisis. The UK stands ready to support.</p><p>The British Government regularly raises concerns about Cameroon at the highest levels including at the UN Security Council on 13 May and when I met with Cameroon's High Commissioner to the UK on 30 April. An estimated 400,000 Malawians will benefit from these facilities.</p><p>DFID Malawi has funded UNICEF to improve hygiene facilities in 13 Cholera-prone districts. Peace settlements are 35% more likely to endure for more than 15 years if women have been involved in negotiations.</p><p> </p><p>Increasing women’s political participation and leadership is a foundational pillar of DFID’s Strategic Vision for Gender Equality, launched in March 2018, and is a top priority in the current cross-Government National Action Plan on Women, Peace and Security.</p><p> </p><p>Just 24% of national parliamentarians around the world are women. DFID programmes are supporting women to participate in politics.</p><p> </p><p>In Nigeria, DFID’s ‘Women in Politics’ programme supports women elected to the National Assembly, including establishing the first women’s caucus as a forum for advocacy, policy development and training. In Afghanistan, DFID support has helped women provincial councillors who often face intimidation and violence in their work.</p><p> </p><p>Women’s voice and leadership can make a real difference on issues that matter to them.</p><p> </p><p>DFID has supported Amplify Change to fund women-led organisations that help women to claim their sexual and reproductive health rights (SRHR). Although a challenging security context is significantly hampering response activities, an experimental vaccine has been deployed throughout the response to good effect, and has likely saved thousands of lives.</p><p>The UK Government is committed to promoting respect for International Humanitarian Law. We strongly condemn repeated attacks and threats of violence directed towards health facilities and health workers who are working towards ending this outbreak. Health workers are not a target. This is something that the UK has been advocating since the beginning of the outbreak. This enables them to better identify, support and refer children at risk.</p><p> </p><p>Over the last six months, DFID has also worked closely with Education Cannot Wait, the first global fund on education in emergencies, to strengthen mental health and psychosocial support in schools. The Least Developed Country group (a bloc of 48 nations particularly vulnerable to climate change) were among those calling on the United Nations Secretary General to convene a climate summit in September this year to raise global ambition on tackling climate change. The UK and Egypt, alongside Malawi, Bangladesh, the Netherlands and St Lucia, are leading work to secure international commitments to take more action to help countries cope with climate change impacts.</p><p> </p><p>Developing country governments are already taking action themselves. For example, Bangladesh has introduced a National Resilience Programme to ensure it has the capacity to respond to extreme weather events, and the UK is assisting them with that. The UK government invests significantly in the Global Fund to fight AIDS, TB and Malaria (GF), which works closely with the provincial government in Sindh.</p><p> </p><p>There has been an intensive effort to test the population for HIV to establish the extent of the outbreak. Over 20,000 people have been tested to date. Through our bilateral programme, we have developed the Investments in Forests and Sustainable Land Use programme, which runs from 2015-2023, with current committed funding of £113 million from DFID and BEIS. It was designed to accelerate progress on delivery of the Amsterdam Declaration commitments, and operates in Southeast Asia, East Africa, West and Central Africa (with DFID support), and in Latin America (with BEIS assistance). The programme is pioneering new approaches which both promote economic growth and livelihoods and protect forests. We made this clear in the E8 statement issued following the Sudan briefing at the UN Security Council and alongside Troika partners (US, Norway and UK) in our statement of 4 June. The following day I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to set out the grave concerns of the United Kingdom at the use of violence by the Sudanese authorities against civilians this week.</p><p>We have stressed to the Sudanese authorities the need for an agreed transfer of power to a civilian-led government, followed by a process of reform leading to eventual free and fair elections, as demanded by the people of Sudan. Violence is driving people from their homes and impacting on the lives of ordinary civilians, particularly women and children. The UK is providing lifesaving assistance to thousands of people following a £2.5m contribution in December 2018 to the UN emergency appeal to address the crisis. We continue to call on the Government of Cameroon to take urgent action, with the support of regional partners and the wider international community, to prevent further deterioration, including the establishment of a credible political dialogue to address the root causes of the conflict. We welcome the leadership of the AU has shown in suspending Sudan from the AU, in condemning the recent violence and in calling for a swift move to civilian-led government.
