In 2017/18 the Department paid £13m in New Burdens funding and paid £14m in New Burdens for 2018/19. We have a responsibility to advertise Universal Credit and have been doing so for some time. This helps ensure people understand the benefits they may be entitled to and that they have the information they need when it comes to making a claim.</p><p>The Department has a responsibility to ensure claimants do not miss out on their full entitlements and to encourage people to make their claim as quickly as possible.</p><p>To identify complaint cases concerning the Universal Credit campaign in the Metro newspaper would require every complaint case to be examined. So, this data could only be collated at a disproportionate cost to the Department.</p><p>In November 2018 Ministers agreed to the principle of national media partnership. The specific Metro campaign was taken forward by Departmental officials. They are funded by a grant agreement to deliver the Help To Claim service that runs alongside the national Jobcentre offer, and provides additional and alternative support for claimants who need help making their first claim. This personalised support helps to ensure that there is no need for a claimant to have their claim backdated to the point of contact. Instead, through either Citizens Advice or DWP, claimants are able to access immediate support to make their claim in a timely manner.</p><p> </p><p>There are some specific, designated circumstances in which the Department has the ability to backdate a claim, for example if someone is taken ill. However, there is not a legal basis whereby a third party, including Citizens Advice and Citizens Advice Scotland, can ‘protect the date of claim’ for Universal Credit claimants based on first contact. The Government has no further plans to review provision.</p><p> </p><p>The Local Government Finance Settlement for 2015-16 identifies a notional amount relating to local welfare provision in each upper-tier and unitary authority’s general grant, totalling £129.6 million for England. The notional allocation for local welfare provision remains at £129.6 million in England in the Local Government Financial Settlement until 2019/20.
