Section 105a of the Communications Act 2003 requires telecoms operators to have appropriate measures in place to manage risks to the security of networks and services. The 5G Testbeds and Trials Programme has allocated £10 million to create capabilities where the security of 5G networks can be tested and proven, working with the National Cyber Security Centre.</p><p> </p><p>Furthermore, the Government has recently announced a strengthened security framework for 5G infrastructure following a thorough, evidence-based review of the 5G supply chain, which can be found here: https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/819469/CCS001_CCS0719559014-001_Telecoms_Security_and_Resilience_Accessible.pdf. This raises the security bar through new, strengthened security requirements that will ensure telecoms providers meet new challenges as 5G technology evolves. This will complement the forthcoming DCMS review of online advertising regulation and government's response to the recommendations made by the Cairncross Review.</p><p> </p><p>This CMA study comes at a pivotal time, as we look to promote competition in digital markets while ensuring that consumers benefit from new technology and innovation. Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The Government has not made any assessment of the immediate response from the aviation industry to the Final Report from the independent Airline Insolvency Review, which was published on 9 May 2019.</p><p> </p><p>In the Written Ministerial Statement (HCWS 1546) on the 9 May 2019, the Secretary of State for Transport noted that Government is considering the range of options put forward by the review and will work swiftly to introduce the reforms that are needed to ensure a strong level of consumer protection and value for money for the taxpayer. Friend for Runnymede and Weybridge, announced in his budget speech in October 2018, that we have been seeking views from a range of employers on the operation of the levy after 2020.</p><p>Over the past few months, we have used a number of channels, including a survey and regional roundtables across England, to work with a range of different employers, providers and representative organisations. We will continue to listen to the views of employers and providers, and use this evidence to support our planning for the forthcoming Spending Review.</p><p>To further support employers to make a long-term, sustainable investment in training, we have increased the amount that levy-paying employers can transfer to other employers from 10% to 25%. Some studies suggest that artificial intelligence could add 10% to the UK GDP by 2030. Other studies highlight the benefits that artificial intelligence and automation could bring to specific sectors.</p><p> </p><p>For example, the independent “Made Smarter” review, published in October 2017, estimated that digital technologies, such as robotics, artificial intelligence, and additive manufacturing, could add £455bn to the UK manufacturing economy over the next decade.</p><p> </p><p>For that reason, under our modern Industrial Strategy, we have taken the following steps to support automation where and when it is appropriate and is for the betterment of society:</p><p> </p><ul><li>£558m of the £1.7bn Industrial Strategy Challenge Fund is related to automation;</li><li>Investment across UKRI partners for robotics, autonomous systems and AI for physical systems since 2014 totals £366m and has attracted a further £153m leverage from private sector or other public bodies;<br></li><li>The AI Sector Deal, published in April 2018, is worth up to£950m and is already delivering pioneering skills and data initiatives to create the jobs and markets of tomorrow; <br></li><li>Government is backing Made Smarter as our key industrial digitalisation programme, including through up to £121m investment into the Made Smarter digital manufacturing challenge to increase manufacturing productivity by up to 30%;</li><ul><li>In addition, Government is investing £20m into the Made Smarter North West pilot for adoption of digital technology, which includes robotics and automation;</li><li>Growth Hubs provide an important one stop shop for businesses seeking to improve their productivity. The £20m Made Smarter North-West Pilots will engage 3,000 SME manufacturers across the north west to improve their productivity, administered through Growth Hubs; and <br></li></ul><li>The UK’s Catapult network helps bridge the gap between businesses and the expertise of the UK’s world-class research in automation. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The Strong Customer Authentication Regulatory Technical Standards (“the SCA RTS”), which are intended to reduce fraud and increase payments security, came into force on 14 March 2018 in EU law. The majority of its provisions will apply from 14 September 2019, and will apply in full in the UK.</p><p> </p><p>The EU (Withdrawal) Act (“the Act”) will bring into UK law all directly applicated EU regulations which are operative at exit day, as defined by the Act, or at the end of the proposed Implementation Period if the withdrawal agreement reached between the Government and the EU is ratified. This includes operative Regulatory Technical Standards (RTS). The Act also permits ministers to make amendments which correct deficiencies in these regulations, if that is necessary to ensure they operate effectively in the UK.</p><p>The Financial Regulators’ Powers (Technical Standards etc.) (Amendment etc.) (EU Exit) Regulations 2018, made under the Act, delegated responsibility for fixing deficiencies in the SCA RTS to the FCA. Under the Electronic Money, Payment Services and Payment Systems (Amendment and Transitional Provisions) (EU Exit) Regulations 2018, the FCA is also the competent authority for the SCA RTS after EU Exit.</p><p> </p><p>The FCA consulted on its approach to the SCA RTS after the UK has left the EU (see CP18/44, published on 19 December 2018). However, the decision to close a branch is a commercial one for a firm, and Government does not intervene in those decisions.</p><p> </p><p>However, the Government is equally clear that as banking providers seek to respond to technological advances and changes in customer behaviour, they must also consider carefully the needs of those who still rely on their local bank branch. Since May 2017, the major high street banks have been signed up to the Access to Banking Standard, which commits them to work with customers and communities to minimise the impact of branch closures and put in place alternative banking services.</p><p> </p><p>The Government also supports the Post Office Banking Framework Agreement which enables 99% of the UK’s personal and 95% of the UK’s small business customers to withdraw money, deposit cash and cheques and check balances at any one of the Post Office’s network of 11,500 branches.</p><p> </p><p> </p><p>While banks do have to comply with competition law, there is no specific regulation that prevents banks from sharing branches or other premises where their strategies align. The Government therefore has no plans to update competition law on this basis. Government does not intervene in these commercial decisions, but will continue to encourage banks to think creatively about how they can ensure that consumers can access a wide range of banking services on a sustainable basis.
