answer text <p>Home Office officials have now considered the International Civil Aviation Organisation (ICAO) standards.</p><p>Those standards relate to identity documents such as passports and national identity cards that contain a biometric chip. We are aware that a digital ID is being proposed for use in verifying age during the purchase of alcohol which takes the form of a mobile phone app. It does not incorporate a biometric chip into the mobile device. Therefore, the ICAO standards are not applicable for this purpose.</p> more like this

answer text <p>The government announced the creation of a new Digital Identity Unit, a collaboration between the Cabinet Office and the Department for Digital, Culture, Media &amp; Sport (DCMS) on 11 June. The Digital Identity Unit will work closely with other government departments. We will set out the remit of the unit in more detail in the coming weeks. The Home Office will take decisions on areas on which that Department has policy responsibility.</p> more like this

answer text <p>The Licensing Act (2003) regulates the sale of alcohol. It sets out a number of licensing objectives, one of which is the protection of children from harm. This objective informs all licensing authorities’ decisions and all licensed premises should promote it. It is illegal to sell age-restricted products to underage consumers whether that is in person or the sales are online, including home delivery. We expect all retailers to have suitable policies in place to ensure this is the case.</p><p> </p><p>Enforcement of the Licensing Act is locally led. The Act provides Local Authorities with a range of powers to monitor and enforce adherence to all licensing objectives, including instances where underage sales may be occurring. The Government is considering what further steps could be taken to tackle underage sales.</p> more like this

answer text <p>Public Health England commissioned the Delphi study in question alongside their independent review of the evidence on gambling-related harms. As is protocol for studies of this kind, the participants have been kept anonymous but the Commission has not provided any formal advice or notification to the Department on the report’s content or recommendations. DCMS officials have regular discussions with the Gambling Commission on a range of issues relating to gambling regulation and the evidence on gambling.</p><p>Issues around the advertising and marketing of gambling and the rules governing land-based gambling form part of the broad scope of the government's Review of the Gambling Act 2005. We are closely considering all evidence on these and other topics, and will set out our conclusions and proposals for reform in a white paper to be published in the coming weeks.</p><p> </p> more like this

answer text <p>As set out in the 2019 publication, Advancing our Heath: Prevention in the 2020s, the Department is working with industry to deliver a significant increase in the availability of no- and low-alcohol products. Current guidance for the use of low-alcohol descriptors, published by the Department in 2018, sets out that “alcohol-free” products should have an alcohol by volume (ABV) content of no more than 0.05% and “low-alcohol” products should have an ABV of no more than 1.2%.</p><p>In support of the commitment to increase the availability of these products across retail and hospitality settings, the Government published a consultation on updating this guidance in September 2023. A response will be published in due course.</p><p>The Government has also delivered on its commitment to review the outdated and complex alcohol duty system and introduced the biggest reform of alcohol duties in 140 years. As of 1 August 2023, all alcohol is now taxed by strength. This is helping to target problem drinking by taxing products associated with higher alcohol-related harm at a higher rate of duty.</p><p>The new system incentivises the production and consumption of lower strength products by introducing a reduced rate of duty for products of a lower ABV. Additionally, all draught products below 8.5 per cent ABV sold in containers of 20 litres or more now receive a reduced rate of duty, incentivising consumption of lower strength products in pubs.</p>
