The reason for this is two-fold, firstly because the NRM referral is not an immigration route by which individuals should regularise their stay in the United Kingdom and, secondly, because a person’s status in immigration detention is not permanent and can change.</p><p>The use of immigration detention in all cases is subject to regular reviews and consequently a change in circumstance may result in a different consideration. Each case is carefully considered on its individual facts and merits in accordance with our international obligations under the Refugee Convention and European Convention on Human Rights (ECHR).</del></p><p><del class="ministerial">Each individual assessment is made against the background of the latest available country of origin information and any relevant caselaw.</del></p><p><del class="ministerial">Our assessment of the situation in Sudan is set out in the relevant country policy and information notes, which are available on the Gov.uk website.</del></p><p><del class="ministerial">Where someone establishes a well-founded fear of persecution or serious harm in their country they are normally granted protection and are not expected to return there.</del></p><p><ins class="ministerial">No EU citizens have been or will be prevented from obtaining settled status due to the technical inability of the EU Settlement Scheme app to convert pre-settled status to settled status. The online process which will allow an applicant to convert their pre-settled status to settled status is on track to be available from the end of July 2019. During this period the Advice, Issue Reporting and Eligibility (AIRE) Provider, Migrant Help, will assist newly recognised refugees to access local housing and benefit services through their dedicated ‘Move-On’ service. Within one working day of notification of the decision by the Home Office, Migrant Help will contact newly recognised refugees to help prepare them for their new lives in the UK.</p><p>This improved service includes: providing information on the length of ‘grace period’ and next steps on support, accommodation and employment; booking an appointment with the local Department of Work and Pensions office for a ‘work focussed interview’; signposting Service Users to the relevant Local Authority housing team; and providing information on, and signposting Service Users to, relevant public services, local support networks and voluntary sector organisations.</p><p>As part of the AIRE contracts, this service, will include clearly defined performance standards measured through a set of Key Performance Indicators (KPIs) set within a wider Performance Management Regime (PMR). 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>According to the 2018/2019 report produced by the Combined Homelessness and Information Network (CHAIN), which is publicly available online and can be accessed by anyone, 32 people were seen sleeping rough in Havering across the course of that year. CHAIN is a multi-agency database recording information about rough sleepers and the wider street population in London.</p><p>The Rough Sleeping Support Service, which was first announced in August 2018 as part of the Government’s Rough Sleeping Strategy, was introduced to help non-UK nationals sleeping rough resolve their immigration cases and access the support that they need. It does not undertake any enforcement action. It has an administrative role, conducting status checks, identifying priority cases and ensuring that we can help those who require evidence of their immigration status or assistance in leaving the UK.</p><p>The Home Office may take action on a case-by-case basis where individuals have exhausted all other avenues and are unwilling to leave the UK voluntarily. This is in line with existing immigration law.</p><p>Removals of non-UK rough sleepers cannot be disaggregated in the published statistics on the removal of those without lawful status. It is also not possible to directly attribute removals to interaction with the RSSS because a range of factors will have affected how decisions were reached in these cases.
