The GCA’s statutory functions are to investigate suspected breaches of the Code based on issues raised and information received and to arbitrate, where requested, in disputes between suppliers and designated retailers. Since June 2013 the GCA has concluded two investigations and seven arbitrations. In each investigation the GCA found the relevant designated retailer had breached the Groceries Supply Code of Practice. Friend, the Member for Runnymede and Weybridge, announced in his Spring Statement on 13 March 2019 that the Department for Education will lead a scheme to provide access to free sanitary products in all secondary schools and colleges across England. On 16 April 2019, the former Parliamentary Under Secretary of State for Children and Families (Nadhim Zahawi). my hon. Friend, the Member for Stratford-upon-Avon, announced that funding would be extended to cover need in primary schools and that national roll-out would take place in early 2020.</p><p>The invitation to tender for the period products scheme closed on 15 July 2019. Decisions on funding for 2020-21 onwards are a matter for the Spending Review, which will take place this year.</p><p>The Government recognises that the community-led housing sector offers significant potential for helping to meet housing need across England. In addition to helping increase the rate of delivery of new housing, it will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. These opportunities should be explored in both local plans and neighbourhood plans that look to allocate housing.</p><p>The Framework also makes it clear that in rural areas housing development that reflect local needs should be supported. Decisions on the future funding for the RHI will be set out in the Spending Review.</p><p> </p><p>As announced by the Chancellor in the Spring Statement, Government also intends to introduce a Future Homes Standard by 2025, for new build homes to be future-proofed with low carbon heating and world-leading levels of energy efficiency. We also intend to increase the proportion of green gas in the grid. 	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>The Government wants patients to be able to benefit from access to effective new treatments as quickly as possible.</p><p>Through its technology appraisal and highly specialised technologies guidance, the National Institute for Health and Care Excellence (NICE) makes authoritative, evidence-based recommendations on whether medicines and other treatments represent a clinically and cost effective use of National Health Service resources. NHS organisations are legally required to make funding available for NICE recommended treatments, usually within three months of final guidance.</p><p>Wherever possible, NICE currently aims to publish recommendations on new drugs as soon as possible after licensing, with draft guidance on cancer drugs published in advance of licensing. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>Defra takes the issue of farmers and agricultural workers’ wellbeing very seriously. I am aware that rates of suicide are higher across the agricultural sector generally than they are for the general population. I know that they often have a solitary lifestyle, it is hard work and their businesses are subject to unpredictable factors such as the weather. As part of the Future Farming programme we are looking at the impact of policies on wellbeing, and we are also working with partners to foster personal and business resilience.</p><p> </p><p>As part of our on-going work using data on the farming sector, we monitor the published ONS statistics on suicides by employment group. As well as headline mortality numbers, we keep under review the issues that may affect broader experiences of positive and negative wellbeing.</p><p> </p><p>Officials meet regularly with farming and rural charities to hear first-hand about resilience in the farming sector. This provides an indication of how farmers and farm workers are responding to any pressures affecting the sector.</p><p> </p><p>Government launched its first ever Loneliness Strategy in October 2018. One of Defra’s commitments is to hold regular stakeholder roundtables to tackle the issues of loneliness and isolation in rural areas. The next roundtable, to be chaired by Lord Gardiner, is being held on 11 June 2019. Defra also provides financial support through an annual grant of £1.7 million to Action with Communities in Rural England (ACRE), whose network of 38 rural community councils work on housing and transport issues that we know can affect farming communities.</p><p> </p><p>Defra works closely with the Department of Health and Social Care (DHSC) on this issue. The National Suicide Prevention Strategy highlights the higher risk of suicide experienced by certain occupational groups, and this includes agricultural occupations. Through the Strategy, DHSC has ensured that every local authority has a suicide prevention plan in place to implement tailored approaches to reducing suicides based on the needs and demographics of local communities.</p><p> </p><p>In October 2018, the Prime Minister announced the first Minister for Suicide Prevention, and she recently met the Farming Community Network to understand better the issues facing farmers.</p><p> </p><p>It is important that farmers are aware of the people they can turn to if they are going through difficult times. In particular, the farming charities – the Farming Community Network, the Royal Agricultural Benevolent Institution and the Addington Fund – all do a brilliant job in supporting farmers and their families. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>The British Government is deeply disturbed by the UN Panel of Expert's findings that Dong Samuel Luak and Aggrey Idri were abducted from Kenya and executed in South Sudan by the South Sudanese national security service in 2017. We call on the South Sudanese Government to respond to these findings, and ensure that its defence and security forces are subject to the rule of law, to prevent future disappearances. <br> <br>The disappearance of these individuals and concerns for their safety have been raised by the British Ambassador, and by the UK Special Envoy for South Sudan with senior members of the South Sudanese Government on a number of occasions. The case has also been raised in Nairobi with the Kenyan authorities. This is part of a troubling pattern of harassment and intimidation of civic actors by South Sudanese authorities. The British Government regularly calls for the release of all political prisoners in accordance with the 12 September peace agreement. We also led efforts to renew the mandate of the UN Commission on Human Rights in South Sudan in March, and support the renewal of the Panel of Experts mandate due at the end of May.
