The only food which is disposed of consists of products that are not safe to be consumed, following guidance from, for example, the Catering Services’ Food Safety Policy and in relation to use-by dates.</p><p>Measures taken to monitor and reduce food waste from our catering venues includes:</p><ul><li>Menu plans and cycles are used which enables orders to be planned in advance;</li></ul><ul><li>Most dishes are made fresh in-house, which allows for improvisation if products need to be used up, and enables short life products to be used in smoothies, soups and salads;</li></ul><ul><li>Stock is regularly counted, and order volumes consider the level of stock-in-hand;</li></ul><ul><li>Dates are checked regularly on ambient food products and any short life products are issued to the kitchens for immediate use;</li></ul><ul><li>Many of the high-volume protein items are ordered by unit (rather than weight) which makes portion control more accurate and reduces the likelihood of over ordering;</li></ul><ul><li>Venue orders are checked by a purchasing team for accuracy, to ensure that orders and volumes are correct and in-line with historic figures;</li></ul><ul><li>The kitchens make salad items in-house, meaning venues can cook-off and utilise any surplus protein products effectively;</li></ul><ul><li>Stock is always rotated using ‘first-in, first-out’ principles;</li></ul><ul><li>Various smart storage methods and materials are used to help prevent premature spoilage;</li></ul><ul><li>Some products are frozen if not used on the day;</li></ul><ul><li>Products which show high levels of wastage are changed (for example, some high frequency/low volume lines are now frozen which enables portion control);</li></ul><ul><li>Any hot food which is re-usable is transferred immediately to where it can be sold (or blast chilled within food safety requirements and used the following day).<br></li></ul><p><br>The Sustainable Restaurant Association has rated the House of Commons as a good practice organisation in respect of food waste.</p> answering member constituency Carshalton and Wallington answering member printed Tom Brake question first answered 21/05/2019 18:06:47 answering member 151 label Biography information for Tom Brake previous answer version 118570 answering member constituency Carshalton and Wallington answering member printed Tom Brake answering member 151 label Biography information for Tom Brake

This information is held by the relevant suppliers. Whilst suppliers are able to provide full traceability on any given product, for logistical reasons they would not be able to provide information to the level of detail requested because where our products are sourced may change from time to time.</p><p>The vast majority of fresh products, such as meat, poultry, dairy, eggs, bread, ice cream, and most fruit and vegetables when in season are sourced from within the UK. Catering services will continue to support National Vegetarian week and Vegan Month. Some chefs have also attended a two day training course looking at new ideas in plant-based foods to enhance the menus, with further development opportunities planned.</p><p>Catering prices are reviewed on an annual basis and amended to reflect one year’s change in the food price index (a subset of the consumer price index) and applied as a standard percentage increase across the whole product range. New prices come into effect in April, at the beginning of each new financial year.</p><p>The Finance Committee sets the overall budget direction and targets, and the Administration Committee confirms that the pricing percentages work within the overall budget direction and target once they have been presented to them on an annual basis. The House of Commons Commission is asked for a final decision if agreement cannot be reached with both Committees.</p><p>The catering budget set for 2019/20 for food gross profit is to achieve a 62% gross profit margin. These consultations include regular meetings between House staff and MPs’ staff representative bodies, and invitations to focus groups to feed into service design. A sample of Members’ staff have also recently been surveyed on how effective the services provided by the House are for them. There is also an annual meeting between House staff and MPs’ staff bodies (specifically Members and Peers Staff Association and Unite) at which service issues can be raised.</p><p>More recently, the House of Commons Commission has discussed the Gemma White review, and it welcomed the broad thrust of the recommendations made, which included better HR services for Members’ staff and how the sense of isolation that they feel can be addressed. The sanction will depend on the nature of the behaviour that has been found to have taken place and can include:</p><ul><li>Letter of apology to the complainant</li></ul><ul><li>Appropriate training e.g. dignity in the workplace</li></ul><ul><li>A behaviour agreement</li></ul><ul><li>A referral by the Parliamentary Commissioner for Standards to the Committee on Standards where a stronger sanction is warranted, up to and including a recommendation that a Member be suspended or expelled from the House.</li></ul><p /><p>Further possible sanctions, including withdrawal of services (e.g. catering or library services), or a ban on select committee membership or participation in overseas travel on parliamentary business, are being considered as part of the Committee on Standards’ current inquiry into sanctions. 	answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>The House of Commons provides a range of British Sign Language (BSL) interpretation services for visitors to the Palace of Westminster and currently holds the Action on Hearing Loss ‘Louder than Words’ charter mark, which is re-accredited every three years.</p><p>Visitors on a commercial, ticketed tour can choose a BSL self-guided option which has been tested and approved by a range of deaf groups.</p><p>Visitors on a democratic access tour can also choose a BSL self-guided option, although in most cases a BSL signer would be booked and made available. The bicameral Visitor Services team has booked 35 BSL interpreters for visitors attending tours or watching parliamentary business, such as select committees, since the start of 2018. BSL interpretation can also be provided for visiting schools, although in most cases the schools themselves will bring their own interpreter.</p><p>The House is investigating the provision of a basic level of BSL training across the Visitor Services team. Training staff to a sufficiently high level of expertise to lead or interpret tours or other visiting activities has to date proved difficult due to the level and duration of training required combined with the frequency of staff turnover. A studio area has now been established in 7 Millbank where filming of BSL interpreters can take place.</p><p>I am pleased to inform the hon. Member that funding has been approved for BSL interpretation of Prime Minister’s Questions for the period November 2019 to March 2020 and funding for BSL interpretation beyond this period is being considered. In the absence of any such decision, the Commission's position on the sounding of Big Ben remains unchanged.</p><p>For the Bell to ring on 31 January, the temporary striking mechanism used for Remembrance Sunday and New Year's Eve would need to be reattached and tested to ensure the timing is correct. Alongside this work, a temporary floor of the belfry where Big Ben is housed would also need to be installed, as extensive work is currently taking place in this area. The cost for the temporary floor and installing, testing and striking Big Ben would be approximately £120,000.</p><p>In addition to the set-up, the delay to work in the belfry would push back the planned programme of works by two to four weeks, with each week of delays costing approximately £100,000 a week. As such, the minimum cost of sounding Big Ben would be £320,000 but could be much higher (up to £500,000). These costs are based on a notice period of approximately two weeks. These will shortly be supplemented by provisions associated with the Modern Slavery Act where contractors will be obligated to assist Parliament with an investigation should Parliament harbour a reasonable suspicion that a “Specified Offence” has been or is being committed by any member of the supply chain, directly or indirectly in connection with the performance of the contract in question. There are thirteen places on this Scheme and at least three of these places are ringfenced for disabled people. However, in reality more than three places are offered to disabled people each year.</p><p>This placement scheme opens up Parliament to talented individuals who would not have access to the traditional routes into Westminster by providing them with a nine-month paid internship in a Member’s office. At the outset of the expansion of the scheme in 2018 to include disabled people, the House worked closely with Disability Rights UK to ensure that the scheme was inclusive for disabled people.</p><p>An accessibility plan is developed for each disabled intern to ensure that they are supported whilst on the programme. All interns are supported by their Member who is their line manager and the Member’s office manager. 	answer	answer is ministerial correction date of answer 03/03/2020 answer text <p>The cost estimate for the restoration and renewal (R&amp;R) programme, including the restoration of the Palace and temporary accommodation for the House of Lords, will be determined as part of an outline business case (OBC), which is being prepared by the R&amp;R Sponsor Body. The OBC is being developed in line with the resolutions agreed by both Houses in early 2018, which endorsed the Joint Committee on the Palace of Westminster's recommendation that a full and timely decant of the Palace was the best and the most cost-effective delivery option.</p><p> </p><p>In June 2015 the Independent Options Assessment (IOA) was published. It was produced by a Deloitte-led consortium in 2015, and was then considered by the Joint Committee on the Palace of Westminster which published its report in 2016. Both these events predated the establishment of the shadow Sponsor Body in September 2018. For full decant, the IOA estimated indicative costs for comparative purposes at between £3.52 billion and £3.87 billion, and assumed a construction start date of 2020. It cautioned that no budget could be set until a detailed design brief and means of delivery were agreed, and that these figures should not be taken as setting or estimating a budget for the Restoration and Renewal Programme. The IOA was not intended to provide fully costed estimates for the programme as they would be contingent upon full surveys, inspections, designs and the agreement of requirements. To provide these is the purpose of the shadow Sponsor Body's outline business case.</p><p> </p><p>Once the programme's scope, requirements and forecast benefits have been determined the proposed approach to the works, including a funding envelope and schedule, will be put before both Houses for decision in 2022 as required by section 7 of the Parliamentary Buildings (Restoration and Renewal) Act 2019. This covers Public Bills from the 2002–03 session and Private Bills from the 2001–02 session. Additionally, Bills are indexed in the Parliamentary Search tool on the Parliamentary intranet.
