star this property answer text <p>​The British Government has raised Mr Öcalan’s case with the Turkish authorities a number of times. The Minister for Europe and the Americas raised the issue most recently with the Turkish Ambassador on 13 May. While strongly condemning the ongoing violence perpetrated by the PKK, a proscribed terrorist organisation in the UK, we have encouraged the Turkish authorities to implement the recommendations made by the Committee for the Prevention of Torture following their visit to Imrali prison. In this regard, I welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May. I also note the comment made by Mr Öcalan, via his lawyers, that individuals should not pursue these hunger strikes to the point of serious illness or death.</p> more like this

star this property answer text <p>​We have studied both the documentary film and report. Our position on the Kurdish issue is unchanged. Mr Öcalan, the leader of the Kurdistan Workers' Party, is in our view a convicted terrorist. We hope that a peace process can be resumed in the future and have provided funding to a number of civil society organisations in Turkey seeking to build dialogue between different relevant actors on the Kurdish issue.</p><p>Regarding Mr Öcalan's imprisonment, we expect Turkey to respect its international obligations with regard to prison conditions. This includes acting on the recommendations of the Committee for the Prevention of Torture (CPT) of the Council of Europe concerning prisoner association, isolation and access. When raising Mr Öcalan's case with the Turkish authorities, we have encouraged them to implement the recommendations made by the CPT following their visit to the prison in 2016. In this regard, we note the fact that Mr Öcalan was granted access to two lawyers on 2 May. We also note that the CPT paid a further visit to Imrali prison in mid-May, and that the Turkish Minister of Justice has this month lifted the court restriction on lawyers' visits to Imrali prison. We welcome these positive developments.</p>

star this property answer text <p>The department, including ministers and officials, have held no detailed discussions with the Academies Enterprise Trust on a benchmarking exercise for their London Academies. We have not approved a benchmarking process, as this is for the trust to determine, and do not have a copy of any benchmark London Academies are currently being assessed against.</p><p>The department does publish a range of financial benchmarking tools, and signposts trusts to these. star this property answer text <p>The Government has not made any assessment of the immediate response from the aviation industry to the Final Report from the independent Airline Insolvency Review, which was published on 9 May 2019.</p><p> </p><p>In the Written Ministerial Statement (HCWS 1546) on the 9 May 2019, the Secretary of State for Transport noted that Government is considering the range of options put forward by the review and will work swiftly to introduce the reforms that are needed to ensure a strong level of consumer protection and value for money for the taxpayer. In doing so the Secretary of State also acknowledged a need to consider the challenges faced by the aviation sector.</p><p> </p><p>The Secretary of State also indicated in the Written Ministerial Statement (HCWS 1546) on the 9 May 2019, that he would welcome views on the independent Airline Insolvency Review recommendations, including those from the aviation industry, as part of the ongoing consultation on Aviation 2050 and is encouraging stakeholders to respond by the 20 June 2019 when the consultation closes.</p><p> </p><p> </p><p> </p>

star this property answer text <p>The Government is giving local authorities £16 billion over the current five-year spending review to fund public health activities and services. Local authorities shall receive over £3.1 billion in 2019/20, ring-fenced exclusively for use on public health. As part of the Public Health Grant conditions, services must have due regard for the uptake, investment and improvement of their local services. Decisions on investment in particular services are a matter for individual local authorities. Future investment will be determined by the forthcoming Spending Review.</p> more like this

star this property answer text <p>Under the Animal Welfare Act 2006, local authorities, the Animal &amp; Plant Health Agency and the police all have powers of entry to inspect complaints of suspected animal cruelty and take out prosecutions where necessary. Local authorities must be able to make decisions based on local needs and resource priorities and the arrangements that work best for them. It is for local authorities to determine how to prioritise their resources. We do not hold data centrally on the number of inspectors appointed under the Act.</p><p> </p><p>Local authorities will often work in close partnership with others, such as the RSPCA, to ensure that the welfare of animals is protected. The Animal Welfare Act 2006 allows anyone to be able to investigate allegations of animal neglect and if necessary take forward a prosecution and it is on this basis that the RSPCA have been enforcing animal welfare legislation in this country. Although they have no specific powers under the 2006 Act, the RSPCA do investigate allegations of cruelty and successfully prosecute 800 to 1,000 people each year.</p><p> </p>

star this property answer text <p>The Government is determined to confront hate crime wherever it occurs. Police recorded religiously motivated hate crime has increased in recent years despite a backdrop of a longer-term downward trend in the experience of hate crime overall, according to the Crime Survey of England and Wales. We know that there have been trigger events for increases in hate crime, such as the EU Referendum and the terror attacks in 2017, though data shows that these have been temporary. A significant driver for this overall increase is general improvements in police recording, and through our work with the National Police Chiefs’ Council and third party services such as the Community Security Trust, police are better at identifying whether a crime is a hate crime and victims may be more willing to come forward.</p><p>The Government has a comprehensive plan to tackle hate crime in all its forms, as set out in the refreshed Hate Crime Action Plan published in October 2018, which sets out a programme of work across Government and by the police.</p>

star this property answer text <p>The hexavalent chromate compound used in paints for vehicle servicing was banned in January 2019 under the Registration, Evaluation, Authorisation and Restriction of Chemicals regulations. Work had been ongoing since 2006 to remove paints containing hexavalent chromate compounds, and the Ministry of Defence implemented this ban for the remaining few uses when it came into force. Updated instructions were provided to personnel and any remaining paints were recalled for safe disposal.</p> more like this
