	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Ministry of Justice has partnered with police forces, Police and Crime Commissioners and the Mayor’s Office for Policing and Crime in London to develop pilots of a Chance to Change (‘deferred prosecution’) model in London (North West Borough Command Unit), Surrey and West Yorkshire. Cumbria are no longer pursuing a pilot.</p><p> </p><p>Pilots are yet to fully commence, however, once they are operational we will share updates on progress within wider updates on tackling racial disparity work. Pilot areas have been asked to assess the effectiveness of their schemes. 	answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>MoJ is committed to working in collaboration with the Department of Health and Social Care (DHSC), NHS England (NHSE), Public Health England (PHE) and HM Prison and Probation Service (HMPPS) to deliver safe, decent, effective healthcare for offenders.</p><p> </p><p>Over 4,000 new prison staff are now in post, enabling us to implement initiatives like the key worker role, which allows staff to dedicate time to support individual prisoners. These initiatives and others mean that we will be able to better support individuals with mental health needs in prison.</p><p> </p><p>We have also agreed a Community Sentence Treatment Requirement (CSTR) protocol to support the greater use of community sentences with treatment requirements, including Mental Health Treatment Requirements helping to improve access to treatment for offenders who need it and divert vulnerable offenders away from custody where appropriate. 	answer	answer is ministerial correction date of answer 10/07/2019 answer text <p>People who are sentenced by a court to imprisonment after conviction may be assessed by a psychiatrist in prison if it is thought that their mental disorder is of a nature or degree that requires treatment in hospital. Section 47 of the Mental Health Act 1983 is considered when transferring prisoners. Proposed changes are being made to the way in which inpatient secure beds are commissioned with the aim of improving timely allocation. Time scales are monitored by NHS England and include an expectation of 14-day prison transfers. The transfer time starts on completion of the first medical assessment and stops once the prisoner has been admitted to hospital.</p><p> </p><p>HMP Northumberland has a professional and supportive Mental Health team engaged in supporting men with both mental health and complex needs. The Mental Health team, delivered by Tees, Esk and Wear Valley NHS Trust are actively engaged with men who are subject to Assessment, Care in Custody and Teamwork (ACCT) procedures and those who reside within the Separation and Care (SCU), as well as other men across the site, with a variety of needs.</p><p> </p><p>Through The Gate (TTG) services have created an opportunity for early identification of individuals who may have complex mental health needs and gives a framework for cooperation and joined up working, as well as release planning. The aim of the pilots, when they begin, will be to develop an evidence base for how we might reduce the numbers of women entering and re-entering custody for short periods.</p><p> </p><p>We want to make sure the models we take forward are sustainable, scalable and appropriate for the local context of each site. We have recently concluded our first phase of consultation with stakeholders, partners and providers to inform our scoping. We will continue to consult with partners as we refine the design and delivery of the pilot.</p><p> </p><p>We are currently reflecting on the findings from our scoping work to develop a delivery plan for the pilots. The 2012 Scheme provides that a person is eligible for an award only in relation to a criminal injury sustained on or after 1 August 1964. The review will examine whether the Scheme reflects the changing nature of violent crime and effectively supports victims in their recovery, and consider the impact of the Scheme on particular groups, including victims of child sexual abuse.</p><p> </p><p>We are also removing the pre-1979 same roof rule from the 2012 Scheme, under which applicants were not entitled to compensation for injury from incidents that occurred between 1964 and 1979 if they were living with their assailant as members of the same family at the time of the incident. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>In January 2017 we established a programme of reform to consider how we can deliver improvements across the youth justice system (YJS) and take account of the recommendations made by Charlie Taylor in his review of the YJS, published in December 2016.</p><p> </p><p>Since then we have established the Youth Custody Service to bring oversight of the whole youth secure estate under a single Executive Director directly accountable to me, and worked in partnership with DfE, DHSC and NHSE to develop the secure schools model. We hope to appoint the provider of the first secure school this summer. The Youth Justice Board has developed a new performance assessment process for Youth Offending Teams and we have increased the availability of liaison and diversion services across England.</p><p> </p><p>Work is also underway to review our criminal records processes and we have established a dedicated youth justice disproportionality team who are taking forward work to explain or address disproportionate representation and outcomes within the system.
