star this property answer text <p>HMRC Trade Information (<a href="https://www.uktradeinfo.com/trade-data/" target="_blank">www.uktradeinfo.com/trade-data/</a>) currently provides data up to and including January 2024. In the first month of 2024, China represented c.6% of all UK steel imports in volume terms.</p><p>We recognise that global economic conditions continue to be challenging for the steel industries across the globe.</p><p>This is why we have put in place a robust trade remedies framework to provide appropriate protection for domestic industries, including steel, against surges of imports and unfair practices. The UK has 10 anti-dumping and anti-subsidy measures on 8 different steel products from China.</p><p> </p><p>This year, the UK is chairing the Global Forum on Steel Excess Capacity, which seeks to find shared international solutions to the issue of over-capacity.</p> more like this

star this property answer text <p>Our support to the UK steel sector is clear, we have introduced effective safeguards against non-market economies, helped public projects procure more UK made steel and we are launching the British Industry Supercharger to bring energy costs closer in line with those charged across the world’s major economies.</p><p>This Government has agreed a £500m grant as part of a larger £1.25bn commitment by Tata Steel to transform and secure a sustainable future at their Port Talbot works. We have also offered a generous support package to British Steel.</p><p>More widely, the UK has a highly skilled workforce, a supportive tax and business environment which is more competitive than our EU neighbours, an increasingly decarbonised energy grid for green steel, and plentiful supplies of steel scrap.</p> more like this

As such, no formal request for transfer of powers or associated budget is required. We expect and support UK businesses to take steps to reduce their risk and comply with sanctions.</p><p>We regularly engage with exporters, have published statutory and non-statutory guidance, and issued notices to exporters on due diligence and circumvention risk.</p><p>We recently announced that we are creating the Office of Trade Sanctions Implementation, which will strengthen the implementation and enforcement of our trade sanctions once operational, including through additional business outreach and guidance.</p> more like this

star this property answer text <p>The Export Control Joint Unit strives to meet its licensing targets by concluding 70 per cent of standard individual export licence applications within 20 working days and 99 per cent within 60 working days. We publish comprehensive Official Statistics every quarter about the decisions we make on licence applications including processing times. This data is available at: https://www.gov.uk/guidance/strategic-export-controls-licensing-data.</p><p>As of 12 March 2024, the processing of export licence applications was being delivered by 48.61 full-time equivalent (FTE) officials within the Department for Business and Trade. star this property answer text <p>The Cross-Government Fraud Landscape: Annual Report 2022, published on 21 March 2023 does not mention Department for Business and Trade.</p><p>The Fraud Landscape Report figures were reported to the Public Sector Fraud Authority (formerly the Counter Fraud Centre of Expertise) as part of established reporting cycles.</p><p>The government defines error as losses arising from unintentional events, processing errors and official government errors - such losses are judged as without fraudulent intent.</p><p>Since 2014, Fraud Landscape Reports show an increase in both detected fraud and error across government. This is in line with the government's explicit objective to find more fraud in the system. star this property answer text <p>All staff within the Export Control Joint Unit (ECJU) undergo a programme of training and development to equip them with the knowledge and skills required to thoroughly and efficiently process export licence applications.</p><p>New recruits are given the opportunity of a mentor and to work alongside more experienced colleagues for between 12 and 18 months, depending on the nature of their role and the team they work in, to enable them to develop a detailed understanding of the process and their responsibilities.</p><p>They are also able to attend the courses ECJU runs for exporters to develop their broader understanding of export controls and the licensing process. To support them in performing their day to day roles ECJU is developing a comprehensive suite of desk-based instructions to underpin its standard operating procedures.</p><p>Learning and Development is a key priority for this Department and an extensive suite of training opportunities is readily available to all civil servants, including officials in ECJU.</p>

star this property answer text <p>We continue to work with industry via the Automotive Transformation Fund to support the creation of an internationally competitive electric vehicle supply chain in the UK, including gigafactories. With Government support, completion of AESC’s second Sunderland gigafactory and Tata-Agratas' £4bn gigafactory announcement will increase the UK’s committed battery capacity to over half of estimated 2030 demand.</p><p>We are also investing record sums in battery R&amp;D through the Faraday Battery Challenge, to establish the UK as a battery science superpower, with £610m committed since 2017.</p><p>In November 2023, the Advanced Manufacturing Plan announced over £2bn of capital and R&amp;D funding over five years to 2030, unlocking investment in zero emission vehicles, batteries and the wider supply chain. Alongside the AMP, we published a UK Battery Strategy, which outlined the Government’s vision for the UK to achieve a globally competitive battery supply chain by 2030 that supports economic prosperity and the net zero transition.</p>

star this property answer text <p>In making decisions on whether to grant a licence to permit something otherwise prohibited by sanctions legislation &amp; regulations, the Export Control Joint Unit (ECJU), comprised of subject matter experts and officials in the Department for Business and Trade, the Foreign, Commonwealth &amp; Development Office and the Ministry of Defence, acts on behalf of the Secretary of State. ECJU is obligated to consider applications on a case-by-case basis, determining whether granting a licence would be consistent with the stated purposes of the sanctions regime, licensing grounds, and United Nations or international law obligations. When assessing applications ECJU also consults and considers views from a range of other government departments.</p> more like this

star this property answer text <p>The Government is proud of its record in proactively seeking to find and prevent more fraud in the system. We have established the dedicated Public Sector Fraud Authority (PSFA). In its first year it delivered £311 million in audited counter fraud benefits.</p><p>The PSFA produces a Fraud Landscape Report. This provides data on fraud and error detection, loss and recoveries in central government, outside of the tax and welfare system. The 2020/21 Report was published in March 2023.</p><p>Due to the recent Machinery of Government changes, the Department for Business and Trade have not yet published any fraud and error estimates.</p><p>The latest published figures available for the Department for International Trade are available in the 2022 Cross-Government Fraud Landscape Annual Report.</p><p>The latest Government figures made available in the BEIS Annual Report and Accounts (2022/2023), for all BEIS activities, indicated that estimated expected losses due to fraud and error within the Bounce Back Loan Scheme will be £1.74bn. There are not material levels of fraud and error within the Coronavirus Business Interruption Loan Scheme or the Coronavirus Large Business Interruption Loan Scheme.</p><p>Other losses include £4 million in relation to 2 suspected fraudulent payments within the Future Fund Scheme.</p>

star this property answer text <p>Following a machinery of government in February 2023, the Department for Business, Energy &amp; Industrial Strategy and the Department for International trade were replaced by the Department for Energy Security and Net Zero, the Department for Science, Innovation and Technology, and the Department for Business and Trade.</p><p>As the Department for Business and Trade did not exist between September 2021 and January 2023, we are unable to provide data on payment towards the apprenticeship levy and spend of levy funds for this period.</p><p>Since the creation of the Department for Business and Trade the apprenticeship levy account has remained shared between the Department for Energy Security and Net Zero, the Department for Science, Innovation and Technology, and the Department for Business and Trade. Therefore, the Department for Business and Trade is unable to accurately provide the amount paid in apprenticeship levy fees between February 2023 and August 2023 and is unable to accurately provide the amount spent from the levy over the same period.</p>

We have published guidance with HMRC for exporters on circumvention with recommendations for due diligence and internal controls. star this property answer text <p>We have sanctioned the export of all chemicals and biochemicals of concern to Russia.</p><p>This is in addition to our existing export controls, which already restrict the export of certain chemicals, pathogens and toxins.</p><p>Sanctions and export controls are impacting Russia’s economy and depriving its military of key components, but we are not complacent.</p><p>My department has recently announced the creation of the Office of Trade Sanctions Implementation (OTSI) to strengthen enforcement and support industry compliance.</p><p>We are also working closely with Ukraine and international partners to coordinate efforts to thwart Russia’s efforts to circumvent sanctions to gain access to technology to support its invasion.</p> more like this
