As a result, we are ensuring some of the most vulnerable in society are protected from the pandemic. This includes those rough sleeping or who have been living in accommodation with communal sleeping spaces such as night shelters.</p><p>We have overhauled statutory homelessness data collection alongside the introduction of the Homelessness Reduction Act. This will give us better insights into the causes of homelessness and the support people need. The new statutory homelessness data collection is called H-CLIC.</p><p>MHCLG publishes the H-CLIC data return on homelessness applications on a quarterly basis. This includes £60 million that has been distributed between all local authorities in England, and an additional £8.15 million allocated to further support councils which either have, or are near to, a major air, land or sea port to ensure they continue to operate efficiently. <br> <br> The additional funding for councils with ports is to boost those councils’ capacity and help them put in place measures that will protect the services that residents, communities and businesses rely upon. The allocations for this funding have been based on a number of factors including the expected impact on the local area, the amount of EU goods received by port areas into the country and the areas’ wider importance to the UK’s trade network. My Department will seek to utilise this where possible, enabling all data users to have a well-rounded view on information that relates to each building</p><p><br> However, local authorities already have a range of tools available to them to take the most appropriate enforcement action including placing landlords on to the Database of Rogue Landlords and Property Agents where the landlord meets the criteria. Where a landlord has received a Banning order the local authority must place them on the database, where the landlord has received a conviction for a banning order offence or 2 or more civil penalties for housing related offences then the local authority has discretion to make an entry</p><p><br> For properties that require an annual gas safety check (under regulation 36 of the Gas Safety (Installation and Use) Regulations), there is already a requirement to include details of the property address on the associated records. There are no plans to extend the requirements to include the UPRN on the safety check record and there has been no assessment of the potential merits of introducing targeted enforcement measures for the compulsory inclusion of a UPRN for gas safety certificates. The self-employed are eligible for a taxable grant worth 80 per cent of their average monthly profits over the last three years, up to £2,500 per month, through the coronavirus (Covid-19) Self-employment Income Support Scheme.</p><p>Eligible market stalls with a rateable value will also benefit from flat rate payments of £10,000 under the grant scheme for the retail, hospitality, and leisure sectors announced on 17 March 2020.</p><p>On 1 May 2020 the Business Secretary announced that a further up to £617 million is being made available to Local Authorities in England to allow them to provide discretionary grants. The role of local authorities is both strategic and specific to projects within their area, and they are best placed to decide what measures are best aligned with local opportunities and needs. We will continue to work with councils to enable them to build back greener and better locally, through an effective planning framework and devolution. <br> <br> The Department for Transport and the Department for Business, Energy and Industrial Strategy have provided much guidance and significant funding to enable councils to deliver local action that meets the high level of local ambition. For example, the £1 billion Public Sector Decarbonisation Scheme was launched last month to help public sector bodies fund energy efficiency and heat decarbonisation measures. We have been working together closely with councils to ensure they have the resources and support they need to support their communities. This has included issuing guidance, including:</p><ul><li>Guidance for local authorities on the Small Business Grants Fund and Retail, Hospitality and Leisure Fund was published by the Department for Business, Energy and Industrial Strategy on GOV.UK on 24 March. For example, each year, we conduct an assessment of the equality impacts of the annual Local Government Finance Settlement and publish a statement on the Gov UK website. As the equality statement makes clear, this year the Government made available an increase in overall Core Spending Power of 4.6% in cash terms and ensured that no local authority saw a reduction in Core Spending Power compared to 2020-21, which benefitted all those with protected characteristics. These increases build on the largest year-on-year increase in spending power in a decade in 2020-21.</p><p>Reducing health inequalities will also be a core aim of the new Office of Health Promotion (OHP). The OHP will systematically tackle the top preventable risk factors, improving the public's health and narrowing health inequalities. This means new homes will be fit for the future proofed, with low carbon heating and lower energy use through high levels of energy efficiency. We propose that new homes built to the Future Homes Standard from 2025 should have carbon dioxide emissions up to 80 per cent lower than those built to current building regulations standards.</p><p>We are currently consulting on a meaningful and achievable increase to the energy efficiency standards for new homes to be introduced through the Building Regulations in 2020, as a stepping stone to this commitment. The preferred option is to set a standard that should result in a 31 per cent reduction in CO2 emissions. The consultation is open until 7 February and we welcome further evidence.</p><p>The Future Homes Standard consultation is considering local planning authority powers in respect of energy efficiency. Our current proposals consider setting a stringent minimum standard for energy efficiency through the Building Regulations, meaning that there may no longer be any need for local planning authorities to set higher standards. 	answer	answer is ministerial correction date of answer 27/01/2020 answer text <p>The Government has committed to eliminating rough sleeping in the term of this parliament and to fully enforcing the Homelessness Reduction Act, committing over £1.2 billion to tackle homelessness and rough sleeping over the current spending review period to April 2020.</p><p>In December 2019 we announced the allocation of £263 million in funding for 2020/21 to local authorities designed to support them to deliver services to tackle homelessness. This is an uplift of £23 million on the previous year. The funding has been allocated through a formula which reflects relative homeless pressures, while at the same time aiming to protect local authorities which currently have high levels of temporary accommodation.</p><p>We have committed to reviewing the implementation of the Act, including the resourcing of it and how it is working in practice, by March 2020. We will make decisions about future funding beyond 2020/21 after the review has concluded.</p><p>Since 2018, the Rough Sleeping Initiative has provided a total of £76 million to 246 councils across the country, supporting rough sleepers off the streets and into secure accommodation, where they can get the help they need to rebuild their lives. In its first year, the initiative delivered over 1,750 new bed spaces as well as enabling areas with the highest levels of rough sleeping to hire more than 500 new staff.
