The independent panel will report before the government concludes the overall review.</p><p> </p><p>The current student loan statements are fit for purpose, providing borrowers with the relevant information about their accounts, including loans balance, repayments made and interest accrued over the previous tax year. Student loan borrowers currently receive account statements annually. The government is absolutely committed to widening access for students from disadvantaged backgrounds. We recognise that the barriers to access and success can be particularly high for some groups including students estranged from their families.</p><p> </p><p>However, government plays no direct role in the provision of student residential accommodation, nor does it specifically fund universities to provide such accommodation. As such, it is for HE providers to consider how they can best support all their students with their accommodation needs, including estranged students.</p><p> </p><p>The Office for Students (OfS), the regulator for HE in England, encourages HE providers to sign the ‘Stand Alone Pledge’ and to consider a range of options around accommodation, including offering 365 day options to estranged students, or developing a summer accommodation bursary to act as a buffer for estranged students during the summer months. We currently have around 3GW of storage capacity on our system, of which the vast majority is pumped hydro storage. The Electricity System Operator outlines that, by 2050, there could be 12-29 GW of total storage capacity on our system.</p><p> </p><p>In our Smart Systems and Flexibility Plan, published in July 2017 (and updated in October 2018), Government and Ofgem set out a range of actions to remove barriers to electricity storage. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>The Government believes that carbon capture, usage and storage (CCUS) has the potential to play an important role in meeting the UK’s climate targets. CCUS can add value to the economy and help tackle hard to decarbonise sectors.</p><p>The Government published its CCUS Action Plan in November 2018, designed to progress CCUS in the UK, including enabling the UK’s first CCUS facility to be operational from the mid-2020s. The Government is investing over £50 million in CCUS innovation support between 2017 and March 2021.</p><p>CCUS is also likely to play an important role in achieving our Industrial Clusters Mission, creating the world’s first net-zero industrial cluster by 2040. This is supported by up to £170 million from the Industrial Strategy Challenge Fund to support the deployment of low carbon technologies and enabling infrastructure in one or more clusters. In addition, through our Industrial Energy Transformation Fund we are investing £315 million to support businesses with high energy use to cut their bills and emissions through increased energy efficiency and transition to a low carbon future through the use of lower carbon energy and processes. This may support CCUS projects.</p><p>In March this year, the Government launched the CCUS Advisory Group. Backed by government and industry support, the Group will provide advice on the potential incentives and regulations needed for the development of a new UK market in CCUS.</p><p>The Government is also working with other governments to promote the development of CCUS internationally. Many scholars funded by the UK go on to take up senior leadership positions in their home countries, and the strong bond they have formed with the UK enhances our direct and indirect influence abroad.</p><p> </p><p>This enhances our diplomatic work, our efforts in promoting increased trade and investment and supports our national security through increased goodwill and cooperation.</p><p> </p><p>The Chevening Scholarship, sponsored by the Foreign and Commonwealth Office (FCO), funds between 300-400 scholars a year from across Sub-Saharan Africa (SSA), 400-500 including North Africa. The FCO have awarded scholarships to over 8000 scholars across SSA since the programme began.</p><p> </p><p>In August 2018 my right hon. Friend, the Prime Minister, announced an additional £2.7 million to fund up to an extra 100 scholarships across SSA, and in May 2019 my right hon. The data is collected for compliance and enforcement purposes. OPSS are able to provide a partial postcode for the heat networks in the Borough, should this be requested. However, the names of heat suppliers and the exact locations of heat networks in the Royal Borough of Greenwich cannot be published as it is commercially sensitive information. Additionally, this data will fall within the definition of ‘personal data’ where it includes information relating to an identifiable person who directly, or indirectly, can be identified by the linking of other data sources. This means that everyone with the capability to succeed in HE should have the opportunity, regardless of their background, ethnicity, gender, or where they grew up.</p><p> </p><p>The Office for Students (as the regulator for higher education in England) has a duty to promote equality of opportunity in relation to access and participation in HE and we expect to see further progress, particularly amongst the most selective institutions.</p><p> </p><p>Overall numbers of students studying science, technology, engineering and mathematics (STEM) are rising. The share of students studying science subjects at English HE providers has increased from 41% in 2010/11 to 45% in 2016/17.</p><p> </p><p>Despite rising STEM student numbers, we are far from complacent. The Department for Education is committed to tackling the gender imbalance in STEM subjects, and has invested in programmes to address female participation, particularly in subjects like computing and physics. This includes the Stimulating Physics Network which has a specific strand focusing on increasing the number of girls studying physics A level. A Gender Balance in Computing Pilot Programme will be launched this year to identify practical interventions that schools can implement to improve girls’ participation in computing.</p><p> </p><p>They are also funding a new £84 million programme to improve computing teaching and participation, and the Advanced Maths Premium which aims to support schools and colleges in tackling some of the financial barriers to increase participation in post-16 maths.</p><p> </p><p>The department is improving careers advice in schools so that young people are aware of the high quality options available for both technical and academic routes into STEM and that they have access to information about the variety of careers that STEM pathways have to offer. At the end of May, the Rural Community Energy Fund re-opened to support communities seeking to develop a wide range of low carbon activities. The £10m fund provides grants to communities for feasibility studies to scope out ideas, and where projects are viable, another grant to help develop the project to investment readiness.</p><p> </p><p>The Rural Community Energy Fund will be delivered through the Local Energy Hubs which were created as part of the BEIS Local Energy Programme. There are five Hubs across England, including one in the North West which is managed by Liverpool City Region Combined Authority. The Hubs also provide wider commercial, technical and project management support to enable communities and Local Authorities to develop low carbon energy projects.</p><p> </p><p>BEIS acknowledge the importance of a route to market for small-scale low-carbon generation for communities. On 10 June we launched the Smart Export Guarantee, which will ensure that small-scale low-carbon generators are paid for the power they export to the grid. The SEG provides space for innovative market solutions to come forward, and supports the uptake of flexible technologies such as batteries - reinforcing our smart energy agenda.</p><p> </p><p>Eligible community projects will be able to benefit from the SEG, however we recognise that it may be more suitable for some projects than others. Step Change calls on higher education (HE) leaders to adopt mental health as a strategic priority and adopt a whole-institution approach to mental health, embedding it across all policies, cultures, curricula and practice.</p><p> </p><p>In addition, the government actively backs the introduction of a sector-led University Mental Health Charter, launched in June 2018. This will drive up standards in promoting student and staff mental health and wellbeing. It will invite universities to meet high standards of practice, including in areas such as leadership, early intervention and data collection.</p><p> </p><p>HE institutions (HEI) have legal responsibilities under the Equality Act 2010 to support students, including those with mental health conditions. The government’s target to reach a total of 2.4% of GDP invested in R&amp;D by 2027 will mean increasing the numbers of highly trained people working in research and innovation, including PhD graduates. In 2017/18, UKRI’s direct funding was supporting around 22,000 studentships, about 22% of the UK total. In addition, Research England’s QR Research Degree Programme (RDP) supervision fund provides more than £250 million of annual funding contributing to the costs that universities face in supervising research degree programmes.</p><p> </p><p>In many cases, this investment is also made in partnership, leveraging further support from higher education institutions and industry to maximise the impact from the public investment. For example, in 2019, UKRI invested £100m in 16 new Centres for Doctoral Training (CDTs) in Artificial Intelligence, based at 14 UK universities with 300 partners. Project partners are investing £78 million in cash or in-kind contributions and partner universities are committing a further £23 million, resulting in an overall investment of more than £200 million.</p><p> </p><p>Given the large commitments partner universities make to these investments, we are mindful of the need to maintain sustainability. Through the Industrial Strategy, the Government has committed to increasing overall investment in R&amp;D to 2.4% of GDP by 2027 and 3% in the longer term.</p><p>In order to reach the 2.4% R&amp;D target, we need to continue to attract, retain and develop research talent. This is why the government is investing in talent programmes delivered by the National Academies and UK Research and Innovation (UKRI).</p><p>The Government has increased its investments in PhDs to support the delivery of this target and the Industrial Strategy Grand Challenges including:</p><ul><li>In 2017, we announced funding of £300m over four years to increase the number of PhDs and fellowship programmes which will develop research talent and attract the brightest minds to the UK.</li><li>In April 2018, we announced a sector deal between government and industry that will put the UK at the forefront of the AI industry.
