	answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>We have taken steps to address design quality through the revised National Planning Policy Framework and are in the process of reviewing associated guidance. We have also hosted two National Design Conferences, each attended by around 400 representatives of the sector, and we have launched the Building Better, Building Beautiful Commission; to advise the Government on how to promote and increase the use of high-quality design for new build homes and neighbourhoods. The Commission will report back in December 2019.</p><p>In relation to build quality, we have announced our intention for a New Homes Ombudsman to be established and are considering options for a shadow ombudsman. Furthermore, our building regulations set requirements on a range of issues including health and safety, sustainability and access. The regulations are supported by statutory guidance in Approved Documents. As outlined in the Government response to the consultation on Electrical Safety in the Private Rented Sector, published on 29 January 2019, we are working with industry to produce guidance for landlords setting out the skills and qualifications relevant to determining competence of those carrying out electrical inspections. As of the end of April 2019, there are 175 high-rise private sector residential buildings identified with ACM. Several developers who had committed to fund remediation have agreed to maintain this commitment, and not draw on the fund. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>Town centres and high streets are a crucial part of our communities and the Government is determined to see these areas thriving, both now and in the future.</p><p>The Department receives vacancy rate data on retail units from the Local Data Company which has enabled the Department to monitor the change in these vacancy rates over time at a national level. The data demonstrates that retail vacancy rates peaked at 14.6 per cent in August 2012. Although there have been fluctuations in the rate, it has not reached this high point since and current figures show this rate is at 12.9 per cent in May 2019.</p><p>At Autumn budget we set out ‘Our Plan for the High Street’ to support the sustainable transformation of high streets, including a £675 million Future High Streets Fund, a High Streets Task Force and measures on business rates and planning.
