	answer	answer is ministerial correction date of answer 17/07/2019 answer text <p>The Government is committed to making sure consumers have secure, affordable and clean energy now and in the future.</p><p>The Capacity Market secures the capacity required to meet peak demand, including demand for electric vehicles, in a range of scenarios through auctions held four- and one-year ahead of delivery. Although currently in a standstill period, the Capacity Market has already procured the bulk of the electricity capacity we need up to 2022.</p><p>In addition, the Government has taken powers in the Automated and Electric Vehicles Act 2018 to mandate that charge points sold or installed in the UK must be smart enabled – allowing demand for charging of electric vehicles to be shifted, where appropriate, to off-peak times.</p><p>Finally, Ofgem regulates network companies to ensure that they deliver a safe, reliable network whilst investing for the future and providing value for money for consumers. 	answer	answer is ministerial correction date of answer 24/07/2019 answer text <p>The Environment Agency (EA) regularly tracks water company performance and was concerned that sufficient improvements were not being made to meet our targets prior to this year’s poor results.</p><p> </p><p>In response to these results, the EA is taking action and there will be:</p><p> </p><ul><li><p>An increased number of audits and inspections.</p></li><li><p>Requests for companies to produce root cause analysis reports for serious pollution incidents in order to learn from them.</p></li><li><p>Requests for each company to produce a pollution reduction plan signed off at Chief Executive Office (CEO) level which they will be accountable for.</p></li><li><p>Requests for the companies to share good practice proactively as an industry wide response to the problems we are facing.</p></li></ul><p> </p><p> </p><p>In addition, in July 2019, the EA has set up a new ‘Improving Water Company Performance’ programme which will tighten regulation to encourage water companies to meet their environmental targets. The Government has a range of policies, in particular the Industrial Strategy, to enable UK firms to compete in global markets.</p><p> </p><p>The Export Strategy, launched in August 2018, sets out how the Government will enable UK businesses to take advantage of international demand for UK goods and services. These are delivering transformational opportunities for officers including mobile communications, biometrics and programmes to improve contact with the public. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>Front line police officers in England and Wales</p><p>Each Chief Constable has a duty to manage and support their workforce effectively, ensuring the welfare of all officers and staff. It is therefore for Chief Constables to determine the appropriate wellbeing and occupational health provision within their police forces, including access to counselling.</p><p>The Government takes the issue of police welfare very seriously and has invested in programmes which offer help directly to officers and staff. In July 2017 the Home Office awarded £7.5 million from the Police Transformation Fund to the College of Policing over three years to pilot and, if these pilots were successful, roll out a dedicated national service to help provide enhanced welfare support to serving police officers and staff.</p><p>Following two years of development and piloting, the National Police Wellbeing Service (NPWS) was launched in April 2019. The Department encourages these organisations to identify car parks that are at capacity and work with local partners. The result may be physical car park expansion, or a more innovative approach such as promoting car-sharing. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>In our response to the Health and Social Care Select Committee the Government committed to undertake a review of deaths under post release supervision during 2019-20. Scoping work has been undertaken, and the full review is on track to be completed within this time period. This is in addition to the existing requirement on all probation providers to conduct an internal review following each death, and to share learning from these reviews.</p><p> </p><p>The number of deaths of offenders under post-release supervision decreased from 401 in 2016/17 to 367 in 2017/18, a fall of 8%. The National Suicide Prevention Strategy identifies people in contact with the criminal justice system as a high-risk group, and we recognise that the time following release from prison can be a particularly high-risk period for suicide and for deaths from other causes. The primary role of probation is to protect the public and prevent re-offending, and people under supervision in the community are not in the care of HM Prison and Probation Service in the way that they are when in custody. While probation staff do everything they can to help offenders find access to vital services including healthcare, housing, and treatment for drug and alcohol problems, they do not have sole responsibility for caring for them. The national review aims to identify what further actions may be appropriate to prevent offenders’ deaths, while recognising that a range of other organisations share responsibility for their wellbeing.</p><p> </p><p>We are also investing an extra £22m in ‘through-the-gate’ assistance for offenders, to help them find the support they need on issues such as housing, healthcare and employment, and they have the same access to these services as any other person in the community.</p> answering member printed Lord Keen of Elie question first answered 31/07/2019 12:01:29 answering member 4538 label Biography information for Lord Keen of Elie

Subject to the regulations and any guidance from the respective services, drivers of emergency vehicles are expected to use their professional judgment to decide when and where the use of sirens is appropriate.</p><p>Drivers ought to be fully aware that sirens must be used with restraint, particularly at night, so as not to cause a nuisance to residents or other road users. The aim is to identify how best to commission services that deliver the right care at the right place and right time and reduce inequalities in access to specialist and specialised care when required.</p><p>The programme will focus on specialised neurology and how to organise services such that patients receive access to specialist care and input at key points in the pathway. However, while specialised services for people living with neurological conditions are commissioned by NHS England the bulk of care is funded locally by clinical commissioning groups. The programme will therefore work with wider policy and services across the National Health Service to deliver holistic improvements in care.
