In the same period, 20 applications were unsuccessful.</p><p>The Department has an obligation to ensure that public funds are administered responsibly and to abide by the principles set out in Her Majesty’s Treasury’s guidance on Managing Public Money (which can be found on gov.uk). Waivers are only granted in limited circumstances including where the recovery of an overpayment is causing substantial financial and/or medical hardship and clear supporting evidence of this is provided.</p><p>Rather than waiving benefit overpayments, the Department works to support claimants through the recovery of these overpayments.</p><p>If a claimant is having difficulty repaying a benefit overpayment, they can request a review of the amount that is being taken. Any adjustment to the rate of repayment will be based on the individual circumstances of the claimant.</p><p><em>*All figures in this response have been sourced from internal management information and were not intended for public release. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The Universal Credit Full Service Claimant Survey, published in June 2018, shows that 9 months into a Universal Credit claim, 40% of claimants are working for an employer in a paid role, as opposed to only 23% at the start of their claim. Universal Credit provides more help with childcare costs, a dedicated Work Coach and scraps the 16-hour ‘cliff edge’, removing barriers to work and progressing in work. The support provided by Work Coaches need not stop when the claimant finds a job, unlike the legacy benefit system. People on Universal Credit spend around 50% more time looking for a job than they did under JSA and 86% of people on Universal Credit were actively looking to increase their hours, compared to just 38% of people on JSA. This is because they can take on more hours without losing their benefit. However, an advance can be paid on the same day the claimant applies if they or their household would suffer genuine hardship if they had to wait 72 hours for the payment.</p><p>Applications for a Universal Credit advance payment can be made in person, by telephone or online depending on the claimant’s circumstances. Depending on the type of advance payment application, we will consider whether the claimant satisfies the eligibility conditions for receiving the advance. If the claimant is eligible we will agree the amount of the advance and the period over which the advance will be recovered from their future Universal Credit payments.
