The Department for Work and Pensions does not offer financial support or raise awareness for this sector.</p><p> </p><p>As the Government does not directly deliver these services, it does not centrally collect data estimating the prevalence of need for assistance dogs, or record the numbers who have access to one.</p><p>The services and standards of assistance dogs are currently and historically maintained on the basis of a voluntary regulatory framework. There is no specific legislation for the regulation of assistance dogs and no legislation is planned.</p><p>Assistance dogs must be allowed access to premises and services as a reasonable adjustment under the Equality Act 2010. There is also an obligation on service providers to ensure that staff receive disability awareness training. Guidance for service providers on their duties and responsibilities already exists and is available from both the Gov.uk website and from the EHRC – for example:</p><p><a href="https://www.equalityhumanrights.com/en/publication-download/assistance-dogs-guide-all-businesses" target="_blank">https://www.equalityhumanrights.com/en/publication-download/assistance-dogs-guide-all-businesses</a></p><p>The Government continues to encourage service providers to do their utmost to provide the fullest possible access for disabled people.</p><p>Officials at the Office for Disability Issues (part of my Ministerial portfolio) initiated and helped convene different members of the assistance dogs sector to look at access, quality and supply issues for assistance dogs, with a view to creating a UK standard. In June 2018 it began an administrative exercise to identify claimants assessed using previous guidance to identify those who may be entitled to more support under PIP.</p><p> </p><p>Claimants who have had a tribunal decision since the judgments are not being reviewed as part of the MH RJ administrative exercise. The tribunals are obliged to apply the law as it stands (including the MH and RJ Upper Tribunal judgments) to all appeals, and to award claimants accordingly. However, analyses of national mortality data based on the last occupation of the deceased recorded on death certificates, such as the mesothelioma analyses published by HSE, do not include deaths beyond age 74. This is because it is known that the accuracy of occupational information recorded on death certificates declines for older ages. However, last year we published the results of survey research, commissioned from Ipsos MORI, which explored the effect that signing up to the Disability Confident scheme has had on employers’ recruitment and retention attitudes and practices with regards to disabled people.</p><p> </p><p>The researchers interviewed employers of all sizes, ranging from very small organisations with low levels of staff turnover to large companies employing thousands. Across all employers interviewed, half said they had recruited at least one person with a disability, long-term health or mental health condition as a result of joining the scheme. This framework was developed in partnership with large employers and expert partners (including leading charities) to support organisations to record and voluntarily report information on disability, mental health and wellbeing in the workplace.</p><p> </p><p>The government believes that transparency and reporting are effective levers in driving the culture change required to build a more inclusive society.
