We have set out our aim to end electricity generation from unabated coal by 2025 and we are also taking action to reduce coal use in industry and heating.</p><p>Our world leading plans to end electricity generation from unabated coal by 2025 are expected to further this trend, and I am delighted that 30 countries, 22 states and cities, and 28 businesses have signed up to our Powering Past Coal Alliance.</p><p>The National Planning Policy Framework makes clear that planning permission should not be granted for the extraction of coal unless the proposal is environmentally acceptable or the national, local or community benefits outweigh its likely impacts. The Framework is a material consideration in the determination of all applications for coal extraction in England. answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>The Protection of Freedoms Act 2012 grants keeper liability for vehicles, allowing landowners and parking operators to pursue the registered keeper of a vehicle for breaches of contract related to parking. Private parking companies must be a member of a trade association if they wish to access DVLA data in order to issue parking charges to vehicle owners. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere. The Department for Exiting the European Union is responsible for overseeing negotiations to leave the EU and establishing the future relationship between the UK and EU.</p><p>The department does not hold a central record of the posts or responsibilities occupied by its staff once transferred, loaned or seconded to another department or organisation. We are however able to confirm that in the time since 23 June 2016 there have been seven people transferred or loaned to the Department for Exiting the European Union who have subsequently returned to this department. answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>A total of 26 employees in the department were absent due to stress-related reasons in the period 1 April 2018 to 31 March 2019 and this represented less than 1 per cent of the total workforce. The proportion of sickness absence owing to stress related reasons was 6 per cent of all sickness absence for the department for the same period.</p><p>The estimated cost to the department between 1 April 2018 to 31 March 2019 for employees taking sickness absence, is estimated at a total of £1.1 million.</p><p>The department is committed to the health and wellbeing of all our staff, including helping them to manage stress in the workplace. answer	answer is ministerial correction date of answer 11/06/2019 answer text <p>The Government is committed to promoting fairness and transparency for leaseholders and residential freeholders and ensuring that consumers are protected from abuse and poor service.</p><p>The Government believes that service charges should be transparent, communicated effectively and that there should be a clear route to challenge or redress if things go wrong. That is why we have established a working group chaired by Lord Best to raise standards across the property sector and consider how fees such as service charges should be presented to consumers and to explore the best means to challenge fees which are unjustified. The Framework acknowledges that essential local workers, including teachers, nurses and social workers, are a group that may require access to affordable housing. Local authorities should consider this when setting local policies. Where there is identified need, local authorities may seek to introduce policies that support the delivery of affordable housing for essential local workers.</p><p>The Department for Health and Social Care have taken specific steps to support essential staff in accessing affordable housing in high cost areas.
