Medical records and counselling notes will routinely engage an individual’s Article 8 ECHR right to privacy.</p><p> </p><p>CPS guidance is clear that where it is a reasonable line of enquiry in the investigation, the police should obtain the complainant’s informed consent to gain access to these records and, in the limited circumstances where it is appropriate, to enable disclosure of material to the defence. For example, in the period between 2013/14 and 2017/18, there was an increase of over 26% in rape flagged pre-charge decisions referred to CPS West Midlands. 	answer	answer is ministerial correction date of answer 15/05/2019 answer text <p>Given the complex international nature of sovereign debt, we continue to believe that internationally-agreed approaches are the most effective way to improve sovereign debt transparency and sustainability. Sovereign governments are ultimately responsible for their own borrowing, and the UK supports the IMF and World Bank’s efforts to improve the capacity and capabilities of sovereign borrowers to fulfil this responsibility. The UK also recognizes that official and private creditors have an important role to play in securing debt transparency and sustainability. The G20 agreed Operational Guidelines for Sustainable Financing for official creditors in 2017. The UK is now working through the G20 to monitor an industry-led initiative by the Institute of International Finance (IIF) to improve the transparency of lending of private creditors.</p><p>UK-based lenders are also already subject to extensive prudential disclosure requirements under UK law. To deliver on this<br>commitment, the Cabinet Office is co-ordinating such activity under the Places for Growth<br>programme. This programme will take a place-based approach to relocating roles that<br>ensures we have the skills and capacity in the right places to enable organisations and<br>cities to flourish</p><p>The Places for Growth team have been engaging with local stakeholders across the UK,<br>including in Scotland, to build this nationwide picture of skills and specialisms.
