star this property answer text <p>The majority of funding for Parish and Town Councils is provided through a precept on council tax bills and the Government has no plans to change that arrangement. The precept is calculated based on the Parish or Town Council's assessment of income and expenditure for the following financial year. The funding settlement for principal local authorities takes account of income foregone due to mandatory council tax discounts, including that for full time students.</p> more like this

star this property answer text <p>The Open Doors Pilot was announced in the 2018 Budget and seeks to demonstrate a new way to approach the challenge of vacant commercial properties on high streets by matching landlords of empty commercial properties across England with community groups looking for space. <br> <br> We received 30 applications from landlords offering their properties for use by the deadline of 31 December 2018 and announced the five locations selected for the pilot in April 2019; these are in Slough, Kettering, Stoke-on-Trent, Bradford and Rochford. <br> <br> Applications from community groups wishing to use the spaces are now being accepted on a rolling basis, and we expect to have the first groups in place later this Summer.</p> more like this

star this property answer text <p>The Government is determined to confront hate crime wherever it occurs. Police recorded religiously motivated hate crime has increased in recent years despite a backdrop of a longer-term downward trend in the experience of hate crime overall, according to the Crime Survey of England and Wales. We know that there have been trigger events for increases in hate crime, such as the EU Referendum and the terror attacks in 2017, though data shows that these have been temporary. A significant driver for this overall increase is general improvements in police recording, and through our work with the National Police Chiefs’ Council and third party services such as the Community Security Trust, police are better at identifying whether a crime is a hate crime and victims may be more willing to come forward.</p><p>The Government has a comprehensive plan to tackle hate crime in all its forms, as set out in the refreshed Hate Crime Action Plan published in October 2018, which sets out a programme of work across Government and by the police.</p>

We will shortly be publishing guidance, a copy of which I sent earlier this year to the leaders of county councils and unitary counties, to help local authorities celebrate their counties’ proud histories and identities, including by celebrating Historic County Flags Day and the flying of Historic County Flags. I am also considering other ways in which we can raise the profile of Historic County Flags Day.</p> more like this
