	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>The Protection of Freedoms Act 2012 grants keeper liability for vehicles, allowing landowners and parking operators to pursue the registered keeper of a vehicle for breaches of contract related to parking. Private parking companies must be a member of a trade association if they wish to access DVLA data in order to issue parking charges to vehicle owners. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere. The Department for Exiting the European Union is responsible for overseeing negotiations to leave the EU and establishing the future relationship between the UK and EU.</p><p>The department does not hold a central record of the posts or responsibilities occupied by its staff once transferred, loaned or seconded to another department or organisation. We are however able to confirm that in the time since 23 June 2016 there have been seven people transferred or loaned to the Department for Exiting the European Union who have subsequently returned to this department. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>A total of 26 employees in the department were absent due to stress-related reasons in the period 1 April 2018 to 31 March 2019 and this represented less than 1 per cent of the total workforce. The proportion of sickness absence owing to stress related reasons was 6 per cent of all sickness absence for the department for the same period.</p><p>The estimated cost to the department between 1 April 2018 to 31 March 2019 for employees taking sickness absence, is estimated at a total of £1.1 million.</p><p>The department is committed to the health and wellbeing of all our staff, including helping them to manage stress in the workplace. Legislation is already in place specifying the governance of ownership certificates and their use in support of planning applications. Applicants are legally required to notify the owners of a site when they submit their planning application, so that they have the opportunity to comment. An ownership certificate confirming that other owners have been appropriately notified must be signed when submitting a planning application. The Government is committed to introducing a mandatory of code practice for managing agents who administer leasehold contracts on behalf of landlords. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>The Government ran a technical consultation ‘Implementing reforms to the leasehold system’ during 15 October 2018 to 26 November 2018, and will be publishing the response shortly. The consultation received over 1,200 replies from a broad range of stakeholders.</p><p>During the consultation and analysis period, my Department has engaged extensively with freeholders, leaseholders, consumer groups, and other professionals on a wide range of leasehold reform issues including limiting ground rents to £10 per annum.</p><p>In particular, my Department held round table meetings with industry (building developers and investors), and leaseholders and consumer groups in November 2018.</p><p>The Secretary of State also met with developers and investors on 15 November 2018, and leaseholders on 29 January 2019. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.</p><p>The Rough Sleeping Initiative (RSI) does not ‘allocate’ bed spaces and specialist support staff to local authorities, but funds based on the bids that the local authorities themselves submitted (in some cases with the support of our expert rough sleeping advisers). We recognise that rough sleeping impacts different areas in different ways, and so we work to ensure local areas can respond flexibly to the unique challenges they face.</p><p>Barnsley Metropolitan Borough Council, in conjunction with Doncaster and Rotherham, was successful in bidding for RSI funding in 2019/20. This funding is expected to provide a total of 37 additional bed spaces and 9 staff over the two years. As a whole South Yorkshire is expected to deliver 37 bed spaces and at least 17 staff through the RSI in its first two years.</p><p>In its first year, RSI funding provided over 1,750 new bed spaces and 500 staff across the country.
