	answer	answer is ministerial correction date of answer 24/05/2019 answer text <p>We have undertaken significant reform of Access to Work, but there are still further opportunities for improvements and we are committed to listening to our customers and stakeholders.</p><p> </p><p>For example, to address points raised about the Access to Work self-employment customer journey in the DWP research report ‘Access to Work: Qualitative research with applicants, employers and delivery staff’, published in November 2018, we worked closely with customers and stakeholders to identify the issues and develop a new self-employment customer journey for freelancers and contractors.</p><p> </p><p>To support this work, we are also developing an Access to Work ‘Workplace Adjustments Passport’, comprising a current record of an Access to Work customer’s support needs. The categories we use are consistent with the categories used in the Labour Force Survey. This is so we can compare our data to the disability employment rate.</p><p> </p><p>As explained in the Answer of 27 November 2018 to Question 193494, when a person with Autism Spectrum Disorders receives support through Access to Work, it will be for a specific issue or condition – e.g. a Mental health condition, difficulty in speaking, etc. – rather than Autism Spectrum Disorder. Access to Work customers may have more than one disability or condition, and it is the condition for which they are receiving support that is recorded on the Access to Work system as their primary health condition.</p><p> </p><p>The Access to Work statistics have been developed using guidelines set out by the UK Statistics Authority, but are still undergoing development and are therefore designated as experimental statistics. As part of this, in November 2018, we started to pilot video recording of PIP assessments. The pilot is examining the potential benefits of video recording face-to-face assessments. We will be evaluating this pilot and will use the findings to inform our approach to video recording in the future.</p><p> </p><p>There is an existing process for those who wish to audio record their face-to-face assessment. The MR process was introduced as an opportunity to review the original decision and consider any additional evidence provided by the claimant since the original decision was made.</p><p>There has been an increase in outstanding PIP MR clearance times in recent months. Measures to reduce the number of outstanding MRs include:</p><ul><li>Age profiles of outstanding work are managed at a national level to ensure that cases which have been outstanding for longest are actioned first.</li><li>Resource levels dedicated to the clearance of MRs have been regularly reviewed with significant recruitment, training and redeployment undertaken to support reduced clearance times.</li></ul><p>MR is a key element of the decision making process for both the Department and claimants, and whilst ensuring they make quality decisions, decision makers work hard to clear applications without delay. 	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>Under the Health and Safety at Work Act 1974 employers are legally required to assess the risk of ill health that may result from activities undertaken in the workplace, and act on that assessment. The approach applies to all employers and directs them to take preventative action. The Health and Safety Executive (HSE) sets standards and provides a range of resources and guidance for employers. As part of this work, the HSE is undertaking a programme of targeted activity with employers to help them put in place suitable and proportionate preventative measures designed to address three key work-related ill health issues; musculoskeletal disease, work-related stress and occupational lung disease. This programme involves a substantial body of cross-cutting interventions (including publicity and awareness-raising activities, sector-specific initiatives, and regulatory interventions) and forms part of HSE’s contribution to the health and safety strategy – <em>Helping Great Britain Work Well – </em>launched in 2016<em>.</em></p><p>We plan to consult later this year on measures to encourage and support all employers, including small and medium enterprises (SMEs), to play their part in retaining and reintegrating employees who are struggling with their health or who are off sick.
