star this property answer text <p>The Government published guidance for employers on ethnicity pay reporting in April, which sets out best practice on measuring, analysing and reporting ethnicity pay gaps. Alongside this, we are supporting employers who wish to measure their pay gaps and are identifying examples of good practice.</p><p> </p><p>We also launched an Inclusion at Work Panel earlier this year. The Panel, made up of academics and practitioners in business, will develop and disseminate resources that can help employers achieve fairness and inclusion in the workplace.</p><p> </p><p>These actions are part of our ambitious Inclusive Britain strategy, published in March 2022, which set out 74 bold actions to tackle entrenched ethnic disparities in employment, education, health and criminal justice.</p><p> </p> more like this

star this property answer text <p>The Government published guidance in April which sets out how employers can measure, report on, and address any unfair ethnicity pay gaps within their workforce. This was an action from our ambitious Inclusive Britain strategy, published in March 2022.</p><p>We have no plans to introduce mandatory ethnicity pay reporting. Instead, we want to encourage and support employers who want to use ethnicity pay reporting to improve transparency and build trust among their employees. We are engaging with employers and representative bodies to promote the new guidance. We will also seek case studies from those that are already reporting on their ethnicity pay data, so that others can benefit from their experience.</p><p> </p> more like this

star this property answer text <p>The Equality Act’s definition of disability automatically covers people with HIV when they are in or seeking employment or seeking to access services, whether in the public or private sectors.</p><p> </p><p>As well as providing protection from discrimination, the Act requires employers and service providers to make reasonable adjustments for people living with HIV. For example, an employer would be expected to allow such an employee reasonable time off work to visit hospital in connection with their condition. Employers and service providers who fail to meet their legal obligations can face legal action, should the disabled person opt for this.</p><p> </p><p>In addition, the public sector equality duty (section 149 of the Act - 'PSED') requires public authorities, in the exercise of their functions, to have due regard to the need to:</p><ul><li><p>eliminate unlawful discrimination, harassment, victimisation and any other unlawful conduct prohibited by the Act;</p></li><li><p>advance equality of opportunity between people who share and people who do not share a relevant protected characteristic; and</p></li><li><p>foster good relations between people who share and people who do not share a relevant protected characteristic.</p></li></ul><p> </p><p>A raft of guidance and codes of practice are available to help employers and service providers comply with their legal obligations under the Act. People with HIV who think they have experienced discrimination may contact the Equality Advisory and Support Service (EASS), the government helpline established to provide free bespoke advice and in-depth support to individuals with discrimination concerns. The EASS can be contacted via their website - <a href="http://www.equalityadvisoryservice.com/" target="_blank">http://www.equalityadvisoryservice.com/</a>, by telephone on 0808 8000082 or text phone on 0808 8000084. The EASS has the ability to intervene on an individual’s behalf with a service provider to help resolve an issue. The EASS can also advise people who wish to take their complaint further on their options.</p><p> </p>

star this property answer text <p>The UK delegation to the Commission on the Status of Women (CSW) was led by Lord Ahmad of Wimbledon. Officials from FCDO and the Cabinet Office were also part of the delegation. The UK does not include civil society and youth representatives on the delegation, instead we hold regular briefing sessions with them to keep them updated. The relationship that the Government delegation has with civil society representatives at CSW is often held up as a model of good practice.</p><p>Some other visitors to CSW from the UK are allowed to attend and are thus provided with delegate passes for the purpose of access to the UN building. This year this included a number of parliamentarians, a civil society speaker at one of our side events and a UN Women Youth delegate. We do not, though, consider them members of the official HMG delegation.</p> more like this

Since we last went through the reporting cycle there has been a change in process, and we now follow the simplified reporting procedure.</p><p>Under the simplified reporting procedure, the Committee sends a list of issues to the state party, to which the state party sends a reply. This reply constitutes the periodic report. This change came into effect after the Committee issued their concluding observations on our eighth periodic report in 2019.</p><p>The Committee has not yet indicated when they will send the list of issues.</p> more like this

star this property answer text <p>The Inclusive Britain action plan, published in March 2022, sets out the UK Government’s most comprehensive strategy ever to tackle unjust ethnic disparities across education, employment, health and criminal justice.</p><p>In April, we published a report to Parliament on the substantial progress we have made in delivering this action plan, with 32 of the 74 actions now completed just one year into the strategy. The report documents how this work is making a real difference to people’s lives and reducing unfair racial disparities.</p><p>We intend to deliver the remaining actions over the course of the next year and will update Parliament next spring on the progress we have made with this.</p><p> </p> more like this

star this property answer text <p>Such refusals would be potentially unlawful under the Equality Act 2010. This legislation provides that it is unlawful age discrimination for a service provider such as a car hire company to refuse, on age grounds, to lease a vehicle to an otherwise qualified person, unless the company can, when challenged, objectively justify its decision.</p><p>Where a company cannot, in those circumstances, show that their leasing age policy is a proportionate means of achieving a legitimate aim, the individual affected can bring a claim to the County Court, or Sheriff’s Court in Scotland. The court may determine whether the “objective justification test” has been satisfied, and may award costs and compensation if the claimant wins their case. star this property answer text <p>We are committed to reducing unfair pay disparities and ensuring everyone is able to succeed in their career.</p><p> </p><p>Under this Government the gender pay gap has narrowed significantly, having fallen by approximately a quarter in the last decade. In 2017, we introduced regulations requiring large employers to publish gender pay gap data every year, ensuring employers are aware of their gaps and take steps to close them.</p><p> </p><p>To accelerate progress we have supported legislation to: enhance flexible working, extend redundancy protection for those on maternity leave, introduce carers leave, and, strengthen the protections against harassment in the workplace.</p><p> </p><p>The Government published guidance for employers on ethnicity pay reporting in April 2023, which sets out best practice on measuring, analysing and reporting ethnicity pay gaps. We are supporting employers who wish to measure their pay gaps and are identifying examples of good practice.</p><p> </p><p>In terms of supporting fair compensation practices, the National Living Wage will be increasing by a record cash amount in April – from £10.42 to £11.44 an hour. Through this, the Government protects the lowest paid in society, with women and people from an ethnic minority background among those more likely to benefit.</p><p> </p>

In response to this, the Department for Work and Pensions has recently appointed a Menopause Employment Champion. star this property answer text <p>The Equality Act 2010 (the Act) provides for protection of disabled people, including those needing assistance dogs, in employment and the supply of goods, services, public functions and in clubs and associations. It does not have universal application to the public, or in other settings, and general public education campaigns about it would not be proportionate. However, the Government runs under contract the Equality Advisory and Support Service (EASS), an equalities and human rights helpline, which receives about 35,000 customer contacts a year, more than 60% of which concern disability issues. The EASS can intervene directly with or assist the complainant to take the problem up with the relevant service provider in many cases, including those involving assistance dogs.</p><p>It is the responsibility of all businesses to ensure that they are aware of their obligations to their customers and employees under the Act. To help them in this, Government and relevant independent bodies offer a range of technical guidance and statutory codes of practice that clearly explain what businesses should and should not do to ensure that their conduct is lawful and not discriminatory.</p><p>The Act places a duty on businesses and service providers to make reasonable adjustments to improve disabled people’s access to goods and services so they are not placed at a substantial disadvantage compared to non-disabled people. This reasonable adjustment duty is an anticipatory duty therefore those who provide goods, facilities and services to members of the public are expected to anticipate the reasonable adjustments that disabled customers may require, including auxiliary aids.</p><p>The Equality and Human Rights Commission (EHRC) is the public body responsible for enforcing the Act. In 2017, the EHRC published two pieces of guidance - a guide to help businesses understand what they can do to meet their legal duties to assistance dog owners, and a guide to help tourism businesses welcome people with access requirements. The EHRC supports disabled individuals who have experienced discrimination to take their cases to court.</p><p>In recent years, case law has strengthened the equalities law for people with assistance dogs. There have been a number of significant cases brought under the Equality Act involving assistance dogs, which have been successfully litigated, for example, Bloch v Kassim (assistance dogs in taxis); Clutton and Williams v Pen-y-Bryn Group (assistance dogs in restaurants); and McCafferty v Miah (assistance dogs in shops).</p>

star this property answer text <p>The Inclusive Equal Rights report provides some interesting insights into racial disparities in York, although this is just a snapshot, as the report acknowledges, and does not analyse the causes of these disparities.</p><p>The government is taking steps to address negative ethnic disparities through the ground-breaking Inclusive Britain action plan. Published in March 2022 in response to the report by the Commission on Race and Ethnic Disparities, Inclusive Britain sets out 74 actions designed to tackle disparities, promote unity and build a fairer Britain for all.</p><p>The Minister for Women and Equalities has committed to reporting back to Parliament on progress with the action plan after 12 months, and will do so shortly.</p> more like this

star this property answer text <p>The ‘Burnt Out Britain’ Onward report raises a number of important issues, particularly in relation to the ways in which modern life has a disproportionate impact on women. The report highlights areas of particular concern to women including pay disparities and more time spent on domestic tasks and childcare (in comparison to men). It attributes overarching issues regarding the pace of modern lifestyles to digital technology and different choices that people make with regards to employment and domestic arrangements. The report also recognises that, while Government does have a part to play in responding to and tackling particular aspects of these issues, this is a limited role in many cases.</p><p><strong> </strong></p><p>Government is committed to enabling all women to thrive and to reach their full potential, which is why steps have been taken to ensure that all parents are able to balance work and family life.</p><p><strong> </strong></p><p>Actions include:</p><ul><li><p>Over £3.5 billion in each of the past 3 years on our early education entitlements to support families with the cost of childcare. At this year’s Budget, the Chancellor announced that by 2027-28, this Government will expect to be spending in excess of £8bn every year on free hours and early education. This represents the single biggest investment in childcare in England ever.</p></li></ul><p><strong> </strong></p><ul><li><p>Shared parental leave and pay, so that both parents can be part of those crucial early years. Our online tool is now making it easier for parents to check if they are eligible for leave and pay, and plan their leave and pay.</p></li></ul><p><strong> </strong></p><ul><li><p>Making it easier for everyone to access flexible working. We have committed to give all employees the right to request flexible working from their first day of employment, through support for the Employment Relations (Flexible Working) Private Members’ Bill. This will ensure that an additional estimated 2.2 million people will be able to request changes to the hours, times, or place of work; so that they can also have more control over their free time.</p></li></ul><p><strong> </strong></p><ul><li><p>The Government’s Women’s Health Strategy, published last year, set out our 10 year ambitions for boosting the care of women and girls. One of the priority areas identified by the strategy was mental health and wellbeing, with the report outlining how the Government will ensure delivery partners are equipped to develop tailored plans and interventions that meet the needs of different groups.</p></li></ul><p><strong><p><p></strong></p>

These are ‘<a href="https://www.gov.uk/government/publications/research-publications/the-relationship-between-pornography-use-and-harmful-sexual-behaviours" target="_blank"><em>The relationship between pornography use and harmful sexual behaviours’</em></a><em> </em>and <em>‘</em><a href="https://www.gov.uk/government/publications/research-publications/the-relationship-between-pornography-use-and-harmful-sexual-attitudes-and-behaviours-literature-review" target="_blank"><em>The relationship between pornography use and harmful sexual attitudes and behaviours: a literature review’</em></a>.<em> </em>These are available on <a href="http://gov.uk/" target="_blank">GOV.UK</a>.</p><p>The reports indicate that there is not one single factor that leads someone to engage in harmful sexual behaviour, rather it is a combination of factors which interact with one another to differing effects on each individual. No causal link could be established between porn use and harmful sexual practices as the evidence can not establish if the use of porn leads to harmful sexual practices, or if it is the other way round. Conclusively establishing such a link would require impractical and unethical study conditions (exposing individuals who have never seen it, to porn).</p>

star this property answer text <p>Age discrimination in the provision of services is generally unlawful under the Equality Act 2010. There are, however, situations where a service provider can show that differential treatment between, for example, adults aged under and over 75 is a proportionate means of achieving a legitimate aim, which the 2010 Act permits.</p><p>Whilst the Government does not comment on particular cases, it is for individuals to consider whether they wish to take action where they feel they are being unlawfully treated on age grounds. Where a company cannot show that their leasing age policy is a proportionate means of achieving a legitimate aim, the individual affected can bring a claim to the County Court, or Sheriff’s Court in Scotland. The court may determine whether the “objective justification test” has been satisfied, and may award costs and compensation if the claimant wins their case.</p><p> </p> more like this

star this property answer text <p>This research is a welcome addition to the canon of research on the efficacy of diversity and inclusion (D&amp;I) training.</p><p>We removed central unconscious bias training following the 2020 Behavioural Insight Team report which concluded that unconscious bias training was ineffective. This is supported by the recent report on the Inclusion at Work Panel’s recommendations for improving D&amp;I practice in the workplace (published 20 March 2024). We are currently considering these recommendations, including the recommendation to develop a digital tool kit to assess the rigour, efficacy and value for money of a range of D&amp;I practices, including training interventions.</p><p> </p> more like this

This includes regularly translating public health communications into other languages and formats, including Easy Read, and working with local authorities to translate assets according to local need. We are committed to upholding Britain’s long-standing record of protecting the rights of individuals against discrimination. The UK Government is committed to promoting equality for LGBT people at home and abroad and we continue to be recognised as one of the top 10 countries in Europe for LGBT rights. star this property answer text <p>We want all LGBT people to be free to be themselves and remain committed to banning conversion therapy. The ban on conversion therapy will protect everyone and will apply to attempts to change a person to or from being transgender.</p><p>Under our proposals, people who are transgender or are exploring their transgender status, including under 18s, will remain able to access the support they need from qualified health professionals without change. Parents and teachers will, of course, continue to be able to have conversations with young people or others about whether they are transgender or not. It is important that people are able to have open and explorative conversations that allow them to come to the right decision for themselves.</p><p>We will work with the relevant authorities to ensure that our legislative interventions operate effectively.</p> more like this

star this property answer text <p>The Government announced its response to the consultation on the Gender Recognition Act via Written Ministerial Statement, and published the analysis report on 22 September. The announcement was that there will be no changes to the GRA legislation, but that we will be making the process less bureaucratic by digitising the application process and reducing the fee. There is therefore no need to review policies of all departments, police forces, schools, NHS trusts or other public bodies as the law will not change.</p><p>The Government believes that the protection of single-sex spaces, as provided for in the Equality Act, is important. The Government reiterated in their recent response to the Gender Recognition Act consultation that the Equality Act provides crucial protections for sex and gender reassignment as protected characteristics.</p> more like this

star this property answer text <p>The NHS has already started a series of long-term studies to better understand the outcomes of children and young people who are referred to gender identity services. NHS England are also currently reviewing the evidence base related to young people on the gender dysphoria pathway, including the evidence base that underpins the use and administration of puberty blockers and cross-sex hormones.</p><p>Dr Hilary Cass, OBE, is leading an independent review into gender identity services for children and young people. This will examine the recent rise in the number of children seeking treatment and how care can be improved for children and young people.
