And the personal allowance has increased to £12,500, meaning a typical basic rate taxpayer will pay £130 less tax than in 2018-19 and £1,205 less tax than in 2010-11.</p><p> </p><p>Economic growth is key to growing wages. That’s why we’re investing record amounts in infrastructure, supporting businesses to grow and keeping taxes low. Employment is at a record high, unemployment is at its lowest rate since the 1970s, and wages have outstripped inflation for a year.</p><p> </p><p>As a result of UK Government decisions at Budget, the Welsh Government benefited from a £550 million funding boost. This includes over £25 million resulting from a 5% uplift in Barnett consequentials as agreed in the Welsh Government’s Fiscal Framework. A key component of this is the welfare annually managed expenditure (AME) forecast, which estimates future government expenditure on social security benefits and tax credits.</p><p>The current welfare freeze, which was announced in 2015, runs from 2016/17 to 2019/20. As such, the cost of resuming the uprating of frozen benefits from 2020/21 is already accounted for in the welfare forecast – which combines DWP, HMRC and BEIS AME expenditure. Public service workers are entitled to defined benefit pension schemes, which are among the best schemes available. Since 2010, the Government has made reforms to limit pensions tax relief for those on the highest incomes that save over £6 billion per year, and are necessary to deliver a fair system and protect the public finances.</p><p> </p><p>The pension tax rules apply equally across all registered public and private sector defined benefit schemes. In April 2016, the lifetime allowance (LTA) was reduced to £1,000,000. However, from April 2018 it has increased in line with CPI. This means for 2019-20 the LTA increased to £1,055,000. This allows savers to continue to make significant amounts of pension savings tax-free, while ensuring incentives to save are targeted across society.</p><p> </p><p>The LTA affects only the wealthiest pension savers. The consultation published on 10 April 2019 seeks views on the draft regulations to implement this policy.</p><p>An equalities impact assessment was conducted and published in the 2016 consultation ahead of the primary legislation. Following the current consultation, a further equalities assessment will be conducted on the final version of the legislation.</p><p>The government is aware of concerns about the impact of the cap on long serving workers and workers that cannot be categorised as amongst the best paid. The government was clear during the passage of the primary legislation that the cap will have no impact on the large majority of public sector workers. The proposed cap, amounting to six times the maximum statutory redundancy entitlement, will still offer a significant level of compensation and support to employees who must support their families, find new employment or as a bridge until retirement age. We accept that there will be some circumstances where it is necessary or desirable to relax the cap. 	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>The Chancellor has regular discussions with his Cabinet colleagues on a range of topics.</p><p> </p><p>The government is committed to helping parents into work, and recognises that childcare costs can affect their decisions to take up work or increase their hours. That is why we are spending almost £6 billion in 2019-20 on childcare.</p><p> </p><p>Universal Credit claimants are able to claim up to 85% of their childcare costs, compared to 70% under the legacy benefit system. This can be claimed up to a month before starting a job, and is worth up to £13,000 a year for a family with two children. Where claimants face difficulty in paying their costs upfront, Jobcentres will use the Flexible Support Fund, which is a non-repayable award.
