The Government assesses all export licence applications against the Strategic Export Licensing Criteria. We will not licence the export of equipment where to do so would be inconsistent with these Criteria.</p><p>(c) None. The Procurement Act is not due for commencement until Autumn 2024.</p><p>(d) Huawei</p><p>(e) Eight final orders (which imposed conditions on, or blocked or unwound deals) issued involved acquirers linked to China. star this property answer text <p><del class="ministerial">The Government recognises the unique challenges Northern Ireland departments are facing in delivering plans for REUL reforms in the continued absence of a functioning Executive and Assembly. The Brexit Opportunities Unit has established regular intergovernmental meetings intended to support devolved counterparts with identification of which REUL is devolved or reserved, as part of the REUL Reform Programme.</del></p><p> </p><p><del class="ministerial">My officials are working with the Northern Ireland Office (NIO), other Whitehall departments and Northern Ireland Civil Service (NICS) counterparts to determine the overall catalogue of REUL and develop an approach that accounts for the political situation in Northern Ireland ahead of the sunset date. We stand ready to assist our NICS counterparts and NIO as and when required.</del></p><p><ins class="ministerial">Departments will analyse their retained EU law carefully to determine what should be preserved as part of domestic law, as well as retained EU law that should be repealed, or amended.</ins></p><p><ins class="ministerial"> </ins></p><p><ins class="ministerial">The Government recognises the unique challenges Northern Ireland departments are facing in delivering plans for REUL reforms in the continued absence of a functioning Executive and Assembly. star this property answer text <p><strong> </strong></p><p>The Government has taken a leading role at the International Maritime Organization (IMO) to both secure improvements in UK air quality, and to ensure that the IMO’s global requirements for marine fuel enter into force later this year.</p><p> </p><p>On 1 January 2020 the IMO’s global 0.5% limit on sulphur in marine fuel will enter into force, the UK has played a significant role in both supporting this limit, and working with industry to develop guidance to ensure it enters into force effectively.</p><p> </p><p>On 1 Jan 2021, following work undertaken at IMO by the UK and neighbouring states, the North Sea and English Channel will become a Nitrogen Oxide (NOx) Emissions Control Area, applying the highest levels of NOx controls available under international maritime law.</p><p> </p><p>The Government is also active at the IMO in an ongoing work programme to quantify and ultimately regulate emissions of black carbon (a major constituent of particulate matter) from international shipping.</p><p> </p>

star this property answer text <p><strong> </strong></p><p>The effect on seafarer employment of the UK Ship Register’s decisions to expand its criteria for shipowner eligibility could be positive and should provide employment opportunities for UK Nationals as more ships would be UK registered, likewise bareboat charter-out is regarding vessel ownership and does not have an adverse impact on seafarer employment opportunities.</p><p> </p><p>The effect on the maritime cluster in the UK of the UK Ship Register’s decisions to expand its criteria for shipowner eligibility could have a positive impact on maritime clusters within the UK as there is potential for more ships to visit the UK. There would also be an increase in revenue for the UK Flag which would be positive to UK PLC.</p><p> </p><p>For bareboat charter-out, there would be an impact in that the ship is suspended from the UK Flag and therefore revenue is impacted but only for the time that the vessel is chartered out. When the vessel returns to the UK Flag, revenue would increase as the vessel does not leave the UK Flag which has previously been the case.</p><p><strong> </strong></p><p><strong> </strong></p>
