star this property answer text <p>Universal Credit payments are designed to mirror the world of work, with monthly payments reflecting the way many working people are paid. This model of monthly payments allows claimants to take responsibility for budgeting their own income and helps prepare them for getting back to work.</p><p> </p><p>Many claimants are capable of managing their own financial affairs and for these claimants a Managed Payment to Landlord is not appropriate. However, we recognise that additional support is sometimes necessarily to ensure rent is paid on time.</p><p><strong> </strong></p><p>Our Trusted Partner scheme allows social landlords to play a key role in engaging with their tenants who are on Universal Credit, helping those who cannot manage their housing payments to access the support available and to help put managed payments in place where appropriate. We are rolling out the scheme alongside the Landlord Portal, which provides social landlords with the ability to submit information directly to the Universal Credit online system, supporting the timely and accurate payment of housing costs to Universal Credit claimants.</p><p> </p><p>The Department is developing a facility whereby social landlords whose tenants are on the landlord portal are able to advise Universal Credit about an annual rent change through the platform. This will help reduce administration for landlords and ensure the correct housing costs are paid.</p>

star this property answer text <p>The Help To Claim support is not a contract arrangement with Citizens Advice and Citizens Advice Scotland. They are funded by a grant agreement to deliver the Help To Claim service that runs alongside the national Jobcentre offer, and provides additional and alternative support for claimants who need help making their first claim. This personalised support helps to ensure that there is no need for a claimant to have their claim backdated to the point of contact. Instead, through either Citizens Advice or DWP, claimants are able to access immediate support to make their claim in a timely manner.</p><p> </p><p>There are some specific, designated circumstances in which the Department has the ability to backdate a claim, for example if someone is taken ill. However, there is not a legal basis whereby a third party, including Citizens Advice and Citizens Advice Scotland, can ‘protect the date of claim’ for Universal Credit claimants based on first contact. A Universal Credit claim begins when a completed claim is submitted.</p>

star this property answer text <p>No Universal Credit (UC) claimant has to wait five weeks for their first payment and there are many reasons why people use foodbanks.</p><p> </p><p>If required, advances of up to 100 per cent of their expected UC award are available to claimants from day one of their claim. Advances are paid back over a maximum of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, allowing claimants up to 16 months.</p><p> </p><p>This is just one of a number of measures the Department has put in place to support claimants such as paying those claimants moving from Housing Benefit onto UC a two week ‘transitional housing payment’. We are also introducing a two-week run on for eligible claimants of Income Support, Jobseeker’s Allowance and Employment and Support Allowance from July 2020.</p> more like this

star this property answer text <p>DWP is committed to doing all we can do support victims of domestic and economic abuse, including giving split payments when requested, easements in benefit conditionality, and referrals to local support.</p><p> </p><p>When an individual suffering from economic abuse requests a split payment, the Department will make split payments available to them. Whilst we are not intending to introduce split payments by default, we respond positively to such requests.</p><p>Both members of a couple do not need to be present to arrange a split payment and consent is not required from the other partner to authorise a split payment. Claimants can request a split payment during a face to face meeting, a phone call, or online via their journal and do not have to provide evidence of abuse in order to be granted a split payment.</p><p>If a victim of abuse feels able to flee their relationship, we can implement same-day advances to support them.</p><p>The Department can take other actions to support those experiencing economic abuse, such as making a managed payment of rent direct to landlords. We also ensure that claimants who disclose abuse are signposted to specialist organisations for support. All work coaches undergo mandatory training regarding how to support vulnerable claimants, including recognising the signs of domestic abuse. We are also looking at what more we can do to ensure that the main carer more often receives the Universal Credit payment direct.</p>

star this property answer text <p>Applications for a Universal Credit advance payment can be made in person, by telephone or online depending on the claimant’s circumstances. Depending on the type of advance payment application, we will consider whether the claimant satisfies the eligibility conditions for receiving the advance. If the claimant is eligible we will agree the amount of the advance and the period over which the advance will be recovered from their future Universal Credit payments. If the claimant has made the application in person or by telephone, the outcome of the application is explained to the claimant face to face or over the phone and then their online journal is updated. If they have made the application online the outcome will be displayed on screen.</p><p> </p><p>The Department has taken a number of steps to ensure that advances meet the needs of claimants and that the recovery arrangements are personalised and reasonable. Affordability is managed by ensuring the recovery rate will not be more than the equivalent of 40% of the claimant’s standard allowance. The claimant is given the choice over the repayment period and it is explained to them exactly how much will be deducted each month depending on the option they choose. If the claimant is making the advance application online, these options are clearly displayed on screen for them to choose from.</p><p> </p><p>Help is available for those struggling to meet the recovery rate. In exceptional circumstances, recovery can be deferred for up to three months from the start of the recovery period. If the claimant tells us that due to unforeseen circumstances they are experiencing hardship and are having difficulty repaying the advance over the agreed recovery time, we would explain that repayment can be deferred by a maximum of three months.</p><p> </p><p>From October 2019 the maximum rate of deductions from a claimant’s standard allowance will be reduced from 40% to 30%. star this property answer text <p>Universal Credit is designed to react and respond quickly to feedback from our stakeholders and claimants to improve the service we offer. This means that any report based on a view of the service at a given date may well be inaccurate only a short period afterwards.</p><p> </p><p>This is the case with this Child Poverty Action Group (CPAG) report. The report does not take into account recent changes to the Universal Credit Statement which ensures that claimants receive detailed information about any deductions which have been made to their Universal Credit award, including a clear breakdown of what each deduction is for. Consequently, the Department has written to CPAG about the report, outlining the up to date position on these issues and inviting CPAG and his Honour Judge Sir Stephen Sedley, who wrote the report’s foreword, to meet to discuss these matters.</p><p> </p><p>The Department will continue to make improvements to Universal Credit to ensure that we provide claimants with the information they need to understand their Universal Credit award.</p>
