The Department for Transport has taken the decision to deliver new bi-mode trains for MML intercity services. However, this is the minimum requirement of the Invitation to Tender, which bidders are incentivised to exceed.</p><p> </p><p> </p><p>Regarding a punctual and reliable service, the successful bidder will need to meet stringent contractual targets for operational performance in the life of the franchise. The Office of Rail and Road (ORR), as the industry regulator, is responsible for approving and monitoring train operator’s complaint handling procedures under which compensation claims are managed and deciding whether action is necessary.</p><p> </p><p>We are mandating increased use of technology through the introduction of simple and speedy ‘one-click’ automated claims systems, available via smartphones and smartcard registration. The department recently produced guides, aimed specifically at commercial drivers, to help reduce the severity and impact of a diesel spill. Highways England is also looking at ways to improve how our own staff and service providers respond and deal with spillages. In April 2019, the department commenced a research project to understand the causes of fire in commercial vehicles.</p><p> </p><p>The department does not have evidence of what role litter plays in these incidents.
