	answer	answer is ministerial correction date of answer 23/04/2019 answer text <p>The Government has invited all Mayoral Combined Authorities and Local Enterprise Partnerships (LEPs) in England to develop Local Industrial Strategies. We aim to agree these with all places by early 2020. For Kent, the South East LEP will set out an ambitious long-term vision for the area to increase its productivity, build on its established strengths, and create new opportunities for people and businesses in emerging sectors and industries.</p><p> </p><p>The government know that regions across the UK have different skills needs, so will build on local strengths to deliver opportunities for people wherever they live. One way we will achieve this is through Skills Advisory Panels which bring together local employers and skills providers to pool knowledge on skills and labour market needs and work together to understand and address key local challenges. These Panels will be led by the Local Enterprise Partnership, and will influence Local Industrial Strategy development.</p><p> </p><p>In Kent, and the wider South East LEP area, the government is working in partnership with local business and civic leaders to grow skills and opportunities for workers across the area by:</p><p>- Delivering an increase of 198,900 jobs since 2010 and 31,080 apprenticeship starts last year.</p><p>- Investing £590 million of Growth Deal funding to the South East LEP since 2014. delivering 78,000 jobs, 29,000 homes and attracting a further £960 million extra investment into the South East, including £22 million spent on 29 skills projects.</p><p>- Investing £6.5 million for the Kent and Medway EDGE Hub. .</p><p>- Backing the Innovation Park Medway, within the Kent Enterprise Zone with £4.4 million funding to help attract high quality technology, engineering and manufacturing companies to the area.</p><p>Supporting the Local Enterprise Partnership’s Kent and Medway Growth Hub to help small and medium sized enterprises in the areas access the support they need to grow and thrive.</p> answering member constituency Rochester and Strood answering member printed Kelly Tolhurst question first answered 23/04/2019 16:29:21 answering member 4487 label Biography information for Kelly Tolhurst

Calls are free from payphones.</p><p>The public have always paid to contact the police by telephone for non-emergencies and the 15p charge per call is a transparent rate that fully funds the 101 non-emergency service. Police non-emergency numbers (such as 0845 numbers) which were used before 2011 could cost members of the public up to 40p per minute. While it may not be an option for everyone, the public can also report non-emergency crimes online via forces’ websites, free of charge.</p><p>The Home Office is supporting the digital transformation of policing through programmes such as the Digital Policing Portfolio (DPP), led by the NPCC. Calls to 101 cost 15p from a mobile device or landline phones, from anywhere in the country and regardless of duration. Calls are free from payphones. The public have always paid to contact the police by telephone for non-emergencies and the 15p cost of the call goes to the telephony providers to cover the cost of carrying the calls. Similar concerns were also considered by the Council of Europe's Committee for the Prevention of Torture (CPT) in their report, published in March 2018, of their April 2016 visit to the prison in which Mr Öcalan is held. We encourage Turkey to adopt the CPT's recommendations. With regard to the decades of conflict in Turkey, we have consistently urged an end to PKK violence and for both sides to return to a peace process. In 2017/18 expenditure rose to £110.8 million, a 4% increase in real terms on 2016/17, and support was provided to nearly 34,000 disabled people, an increase of 13% on 16/17. Record numbers of people with learning disabilities (up 22%) and mental health conditions (up 34%) were supported by the scheme. While migrants have been accommodated by the Government of Sudan, their policy of encampment limits durable solutions. Integration is very challenging and most African migrants do not have the right to legally work in Sudan; third country resettlement is not viable as the UNHCR programme is currently suspended. Return is not possible for Eritreans due to human rights concerns. Protection is weak and many migrants are exploited.</p><p> </p><p>In Libya, we remain deeply concerned over the appalling conditions for migrants in detention centres, particularly given the current escalation in violence. We urge all sides to ensure the safety of civilians, including vulnerable refugees/migrants; and continue to pressure the Libyan authorities to pursue alternatives to detention and implement a better functioning migration system that respects human rights. These efforts are part of our wider approach to protecting those who are travelling on the dangerous migration route into Libya.</p><p> </p><p>There is insufficient data on border crossings between Sudan and Libya to be able to assess whether there has been any recent change in the direction of migration between those countries.
