Mental health support services provided by trusts could include access to occupational health services, employee assistance programmes, confidential counselling helplines, processes for open sharing of experiences, crisis and trauma response provision and team and peer support structures.</p><p>The Department is supporting them in this through the NHS staff health and wellbeing framework and NHS Improvement’s NHS staff health and wellbeing collaborative. The programme includes modules on safeguarding adults and children. The requirement to complete this training is part of the employment contract for each employee and it is the responsibility of individual health and social care employer organisations to ensure that their workforce complete it.</p><p>In addition, the Department has also put £2 million over 2018/19 and 2019/20 behind expanding a pathfinder programme, which will create a model health response for survivors of domestic violence and abuse in general practice, mental health services and hospitals. This expands the number of clinical commissioning groups which are pathfinder sites from three to eight providing health services to approximately 18,000 survivors.</p><p>In March 2017 the Department published an online Domestic Violence and Abuse resource for health professionals to improve awareness of domestic violence and abuse. It advises health staff on how they can support adults and young people over 16 who are experiencing domestic abuse, and dependent children in their households, by showing how they can respond effectively to disclosures of abuse.</p><p>The Department has also funded the successful Identification and Referral to Improve Safety (IRIS) project. This provides staff training and a support programme to bridge the gap between the voluntary sector and primary care, to harness the strengths of each, and to provide an improved domestic violence service. 	answer	answer is ministerial correction date of answer 16/04/2019 answer text <p>The Department has not deprioritised any European Union exit Statutory Instruments (SIs).</p><p> </p><p>Our objective has always been to have a functioning statute book in place by ‘exit day’ and to ensure that the most critical secondary legislation was made by this point. Each SI was carefully considered on a case-by-case basis, enabling the Department to lay the critical secondary legislation required before we exit the EU.</p><p> </p><p>Given the extension to Article 50, the Department will consider whether any further EU exit SIs will need to be brought forward to amend any EU Regulations which have come into force since the original EU Exit SI programme was finalised, to ensure a functioning statute book ahead of a potential ‘no deal’ exit. We are putting in place a range of mitigations, these include:</p><p>- leading a procurement exercise to secure an ‘express freight service’, with the aim to secure transport of small medical supply consignment into the United Kingdom within the 24 hours if the UK leaves the European Union without a deal;</p><p>- changing or clarifying regulatory requirements so that companies can continue to sell their products in the UK if we have ‘no deal’;</p><p>- working with industry to improve trader readiness in preparation for the new customs procedures that will come into force on day one if we leave the EU without a deal; and</p><p>- advising travellers to ensure they have comprehensive travel insurance.</p><p>HM Treasury has allocated over £4.2 billion of additional funding to departments and devolved administrations for EU exit preparations so far. This breaks down as £412 million over the spending review period for the Department for Exiting the European Union, Department for International Trade and the Foreign and Commonwealth Office (Autumn Statement 2016); £286 million of additional funding for 2017/18 (a full breakdown of which can be found in Supplementary Estimates 2017/18); over £1.5 billion for 2018/19 (Supplementary Estimates 2018/19); and over £2 billion for 2019/20 (Main Estimates 2019/20).</p><p>This funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK’s departure from the EU. This includes access to treatment that becomes necessary during the course of a visit to Spain.</p><p><br> This means that in Spain, UK-issued European Health Insurance Cards (EHICs) or the equivalent would continue to be accepted as proof of UK cover in a ‘no deal’ scenario. The UK EHIC or its equivalent would need to be presented with a valid passport. It is important to note that UK EHICs will be accepted in Spain for 21 months after EU exit.</p><p><br> The Government of Portugal’s ‘no deal’ unilateral offer is only extended to UK nationals. This means that other nationals, including EU citizens, resident in the UK who presently enjoy UK EHIC cover would be fully charged for accessing public healthcare when they visit Portugal. Only UK passports, and not UK EHICs, would be accepted as providing proof of UK cover. This is subject to negotiations, which are ongoing. For UK nationals that live in EU Member States, the UK cannot unilaterally guarantee the continuation of current arrangements, as this depends on decisions by Member States.</p><p>Individuals are always responsible for ensuring they have sufficient healthcare insurance. Spend against this allocation will be included in the 2018/19 financial accounts in due course.</p><p>Preparations for the United Kingdom’s departure from the EU will continue through 2019/20 and £50 million of additional funding from HM Treasury has been made available for this purpose, as set out in the Chief Secretary’s Written Ministerial Statement (<a href="https://www.parliament.uk/business/publications/written-questions-answers-statements/written-statement/Commons/2018-12-18/HCWS1205/" target="_blank">HCWS1205</a>) laid before Parliament on 18 December 2018.</p><p>This Government funding is to cover all exit scenarios and is in addition to departmental efforts to reprioritise from business as usual toward preparations for the UK’s departure from the EU.</p><p>The Department is preparing for all eventualities and we will continue to review resources required as events develop. The threshold was raised from £142,500 per annum to £150,000 per annum in January 2018.</p><p>National Health Service posts are not ‘ministerial appointments’ and are therefore not subject to the approvals process set by HM Treasury. However, in 2015 the then Secretary of State set out his policy on taking forward senior pay in the NHS which included the requirement for NHS trusts to seek ministerial approval and NHS foundation trusts and clinical commissioning groups to seek ministerial comment for senior executive pay over the same pay threshold set by HM Treasury.</p><p>NHS organisations are not required to seek Departmental approval or comment on salaries of less than £150,000.</p><p>As at 1 July, the longest period of time for which the Department have been aware of a proposed NHS post with a salary above £150,000 dates back to 13 March 2019. 	answer	answer is ministerial correction date of answer 30/04/2019 answer text <p>The Department fully understands that maintaining access to treatments for epilepsy and bipolar disorder is vitally important to many people in this country.</p><p>The Government remains committed to leaving the European Union with a deal. We have now reached agreement with the EU on an extension to the Article 50 period until 31 October at the latest, with the option to leave earlier as soon as a Withdrawal Agreement has been ratified.</p><p>Under the terms of the Withdrawal Agreement, there will be an implementation period running till the end of 2020, during which there will be no changes to the current trading arrangements with the EU. Therefore, if the Withdrawal Agreement is ratified, the supply of medicines will continue on the same basis it does now during this period.</p><p>Leaving without a deal remains the legal default at the end of the extension period if no Withdrawal Agreement is agreed. Therefore, as a responsible Government, we will continue to prepare to minimise any disruption to the supply of medicines and medical products in a potential ‘no deal’ scenario. We are considering what impact this longer extension may have on our EU exit preparations, and are working closely with our stakeholders to review our position.</p><p>While we never give guarantees, we are confident that if everyone does what they need to do, the supply of medicines and medical products including treatments for epilepsy and bipolar disorder should be uninterrupted in the event we leave the EU without a deal.</p><p>The Department has a long-established pharmacist-led team and dedicated processes to deal with medicine shortages, whatever the cause. In the Spending Review later this year, the Government will consider proposals from the NHS for a multi-year capital plan to support the health service as outlined in the NHS Long Term Plan.</p><p> </p><p>Separate from the STP capital programme, the Department has also supported a variety of other investments in new NHS facilities. Eligible students can apply for annual payments of £1,000 for child dependants allowance, reimbursement of all clinical placement travel costs above their usual daily travel and exceptional hardship payments of up to £3,000.</p><p>Eligible undergraduate medical students can access Student Loans Company tuition fee and living cost support for the first four years of their degree. In cases where treatment is non-urgent, providers are required to recover costs in advance of treatment.</p><p>In order to assist providers in doing this, the Department has issued guidance to providers of NHS funded secondary care ‘Guidance on implementing the overseas visitors charging regulations’ which set out the rules and best practices processes to follow to recover costs for treatment, including identifying those who may be chargeable and ensuring they are charged the relevant fee. This includes identifying those patients whose treatment costs may be subject to reciprocal healthcare arrangements, including the European Health Insurance Card. This provides targeted support to trusts on key issues affecting retention, such as flexible working, supporting new starters and older workers, and development and career planning. Trusts’ commitment has enabled a national improvement in nursing turnover rates from 12.5% to 11.9% since the beginning of the programme (June 2017).</p><p>Around 1 million NHS workers are already benefiting from the Agenda for Change (3 year) pay and contract reform deal agreed last year. Where clinical private practice gives rise to a conflict of interest then the general management actions outlined in guidance should be considered and applied to mitigate risks</p><p><br> In addition, the General Medical Council is the independent regulator of doctors in the United Kingdom and sets the professional standards that all doctors must follow to practice in the UK. Doctors planning to refer a patient to an organisation in which they have a financial or commercial interest must tell the patient about that interest and make a note of this in the patient’s medical record. Doctors must be prepared to explain and justify their decisions and actions. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The Department has been working directly with the Welsh Government and the other devolved administrations at Ministerial and official-level to minimise any disruption in the event of ‘no-deal’.</p><p>I met with the Welsh Minister for Health and Social Services, the Scottish Cabinet Secretary for Health and Sport, and the Permanent Secretary of the Department of Health for Northern Ireland in March. ‘No deal’ contingency preparations were discussed, and the Department has continued to update all the devolved administrations as plans develop.</p><p>Recently, I wrote to Ministers in Wales and Scotland and senior officials in the civil service in Northern Ireland to update all the devolved administrations on ‘no-deal’ contingency planning assumptions for continuity of supply of medicines and medical products. 	answer	answer is ministerial correction date of answer 16/07/2019 answer text <p>The Government recognises the need for the National Health Service to be able to continue to recruit effectively from abroad when freedom of movement ends. The Immigration White Paper, ‘The UK’s future skills-based immigration system’, published in December 2018, sets out the foundation for a single immigration system, where it is workers’ skills that matter, not where they come from.
