	answer	answer is ministerial correction date of answer 23/05/2019 answer text <p>A welcome pack is issued to each new employer which is followed up with a telephone call to a specific person in payroll to check they understand the Deductions from Earnings Order (DEO) process and the employers obligation, to deduct payments on time from employee salary. Each month thereafter, a target schedule is sent to the employer’s payroll department.</p><p> </p><p>For existing employers a target schedule is also sent and a phone call will have taken place when we initially requested deductions to be taken.</p><p> </p><p>If employers don’t make the payment to CMS on time we will call that employer 5 working days after the missed payment to investigate late payment and re-iterate their obligations to CMS.</p><p> </p><p>Where employers repeatedly fail to send payments, we will work with them to understand what we need to do in order to reach compliance. At this point we also work alongside our Financial Investigations Unit, where we might consider a face to face visit to the employer is appropriate. In addition to a parent’s gross annual income, we can capture income derived from property, savings and investments (including dividends) and other miscellaneous income. This unearned income can be included in the calculation if a request is made to vary the calculation. In December 2018 we introduced new powers which also enable us to target complex earners by a calculation of notional income based on their assets.</p><p> </p><p>Cases involving complex income or suspected fraudulent behaviour can be looked into by the Financial Investigation Unit (FIU). This is a specialist team which can request information from financial institutions to check the accuracy of information the Child Maintenance Service is given. 	answer	answer is ministerial correction date of answer 13/06/2019 answer text <p>In order to make a child maintenance assessment the Child Maintenance Service must identify a receiving parent, a paying parent and at least one qualifying child.</p><p> </p><p>It is not necessary for a person to be receiving Child Benefit for them to be treated as a receiving parent. However, entitlement to Child Benefit is based on an overall care test which is broadly similar to the Child Maintenance policy on day to day care. Payment of Child Benefit is therefore a very good indicator of who should be treated as the receiving parent. Where Child Benefit is not in payment, the Service will request additional evidence from both parents.</p><p> </p><p>For child maintenance purposes, a child must be under 20 years of age and in full time non-advanced education or approved training, and eligible for Child Benefit. They also need to be habitually resident in the UK and usually living in the same household as the receiving parent.</p><p> </p><p>Child Benefit may stay in payment for a period after a child under 20 ceases education or training until a 'terminal date' is reached. Child Benefit will remain payable from the date education or training ceased up to and including the week that includes the first terminal date.</p><p> </p><p>Both paying and receiving parents have a responsibility to inform the Child Maintenance Service of any change in circumstances.
