unstar this property answer text <p>In relation to the Resource Department Expenditure Limits (DEL) table on page 10 of the memorandum, the Capital DEL table on page 11 and Resource AME table on page 13:</p><p>A breakdown is provided in the annex under ‘Part II: Subhead detail’.</p><p> </p><p>In relation to ring-fenced budgets on page 14 and 15 of the memorandum:</p><p>The breakdown is to be published as a HM Treasury OSCAR data release later in the 2019 calendar year. Defra’s ring-fenced spend on OSCAR is identified by sub segment codes ending with I, J, M and N within the data release. These Official Statistics are released at the following location:</p><p><a href="https://www.gov.uk/government/collections/hmt-oscar-publishing-from-the-database" target="_blank">https://www.gov.uk/government/collections/hmt-oscar-publishing-from-the-database</a></p><p> </p><p>We send our Estimate and Memorandum (including the Annexes) to our Select Committee and this should all be published on the documents page under commons committee for the Environment, Food and Rural Affairs Committee. Our Annex (attached) has not been published but the Scrutiny Unit is following up on this.</p>

unstar this property answer text <p>The Rural Payments Agency (RPA) took on responsibility for Environmental Stewardship and Countryside Stewardship schemes in October 2018, and has introduced a number of measures on agri-environment schemes to make it easier for farmers and land managers to apply and make it simpler for them to administer.</p><p> </p><p>The RPA has made improvements to the online service, including making more offers available to apply for online and allowing applicants to download application packs. It has simplified both the rules regarding the evidence we require and the guidance manuals. In addition the RPA has made changes to the processing cycle which has reduced completion times for applications, agreements, claims and payments.</p><p> </p><p>Looking forward we are considering ways to drive further online uptake, make improvements to the information on GOV.UK, and whether there are further simplifications we can make to the scheme to support the transition to a new Environmental Land Management Scheme, subject to exit negotiations and funding.</p>

unstar this property answer text <p>The Government has pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy (CAP).</p><p> </p><p>Phasing out Direct Payments over seven years from 2021 is a key part of the transition away from the CAP in England and towards our future domestic agriculture policy. This will free up funding for new domestic policies that will focus on using public money to deliver public goods. We will set Direct Payment reduction percentages taking account of our detailed plans for future schemes and wider decisions about Government spending.</p><p> </p><p>The cornerstone of the new approach is the development of a new Environmental Land Management (ELM) scheme. As we make the transition to the new arrangements, we will be piloting the scheme before its full introduction. Alongside the ELM pilots in the early years of the transition we will continue to offer a simplified version of Countryside Stewardship. We have also set out the intention to develop other offers for the industry including on productivity and animal welfare.</p>

unstar this property answer text <p>Tests and trials allow us to co-design and test the operability of elements of the new system and to understand if and how new elements of the Environmental Land Management (ELM) scheme work in a real life environment. Tests and trials are not analysing methods of delivery of environmental outcomes rather how the scheme or innovative mechanism will operate.</p><p> </p><p>We received 113 proposals from stakeholders to conduct tests and trials of the new ELM scheme in phase one. We identified 49 of these which most closely matched the identified priorities and would help us test critical elements or building blocks of the new scheme. Of these 49, two have subsequently merged with other phase 1 proposals and one has withdrawn from the process, leaving 46.</p><p> </p><p>The national pilot is due to start in 2021. It will test different types of possible approaches to deliver the new ELM scheme, and the underlying scheme mechanics (such as the payments system) before the ELM scheme launches in 2024.</p><p> </p>
