unstar this property answer text <p>Defra takes the issue of farmers and agricultural workers’ wellbeing very seriously. I am aware that rates of suicide are higher across the agricultural sector generally than they are for the general population. I know that they often have a solitary lifestyle, it is hard work and their businesses are subject to unpredictable factors such as the weather. As part of the Future Farming programme we are looking at the impact of policies on wellbeing, and we are also working with partners to foster personal and business resilience.</p><p> </p><p>As part of our on-going work using data on the farming sector, we monitor the published ONS statistics on suicides by employment group. As well as headline mortality numbers, we keep under review the issues that may affect broader experiences of positive and negative wellbeing.</p><p> </p><p>Officials meet regularly with farming and rural charities to hear first-hand about resilience in the farming sector. This provides an indication of how farmers and farm workers are responding to any pressures affecting the sector.</p><p> </p><p>Government launched its first ever Loneliness Strategy in October 2018. One of Defra’s commitments is to hold regular stakeholder roundtables to tackle the issues of loneliness and isolation in rural areas. The next roundtable, to be chaired by Lord Gardiner, is being held on 11 June 2019. Defra also provides financial support through an annual grant of £1.7 million to Action with Communities in Rural England (ACRE), whose network of 38 rural community councils work on housing and transport issues that we know can affect farming communities.</p><p> </p><p>Defra works closely with the Department of Health and Social Care (DHSC) on this issue. The National Suicide Prevention Strategy highlights the higher risk of suicide experienced by certain occupational groups, and this includes agricultural occupations. Through the Strategy, DHSC has ensured that every local authority has a suicide prevention plan in place to implement tailored approaches to reducing suicides based on the needs and demographics of local communities.</p><p> </p><p>In October 2018, the Prime Minister announced the first Minister for Suicide Prevention, and she recently met the Farming Community Network to understand better the issues facing farmers.</p><p> </p><p>It is important that farmers are aware of the people they can turn to if they are going through difficult times. In particular, the farming charities – the Farming Community Network, the Royal Agricultural Benevolent Institution and the Addington Fund – all do a brilliant job in supporting farmers and their families. The National Farmers Union also has a regional network of advisers who can provide support.</p>

unstar this property answer text <p>Article 130 of the Withdrawal Agreement provides for the relative stability keys for the allocation of fishing opportunities to be maintained during the implementation period. This provision is intended to ensure that the UK’s share of quota cannot be reduced and that the UK will continue to be able to invoke Hague Preference during the implementation period. The recitals to the basic Common Fisheries Policy Regulation (Regulation 1380/2013) make clear that relative stability should take account of the Hague Resolution and therefore this would be included in the reference to ‘relative stability keys’ in Article 130.</p> more like this

unstar this property answer text <p>The Government has made a clear commitment that the UK’s high level of environmental protection will be maintained outside the EU. We will ensure that the regulation of pesticides continues to be robust and fit for purpose, so as to protect people and the environment. This includes maintaining controls on endocrine disrupting chemicals.</p><p> </p><p>We are promptly addressing a drafting error in an EU Exit Statutory Instrument to make it clear that these controls are maintained. We will submit a draft instrument to Parliament for sifting imminently.</p> more like this

unstar this property answer text <p>Defra is currently reviewing feedback from stakeholders, including from a public consultation exercise, on the implementation of I-VMS for the under 12 metre fleet. The Government response was published on 2 April 2019. Defra is reviewing the implementation timetable with the Marine Management Organisation (MMO) and will provide information on the plan shortly.</p><p> </p><p>I-VMS will be required on all under 12 metre British registered vessels fishing in English waters. The MMO is aware of some of the practical issues that can affect vessels that have no wheelhouse or irregular onboard electrics. It is working with potential suppliers to explore all possible options in order to implement a fit for purpose solution for these boats.</p><p> </p> more like this

unstar this property answer text <p>In the event of the UK leaving the EU without a withdrawal agreement in place, the EU will require UK exporters to provide a Catch Certificate and an Export Health Certificate (EHC) when exporting most fish and fisheries products to the EU. Direct landings made by UK fishing vessels into EU ports will need to be accompanied by a Catch Certificate but will not require an EHC.</p><p> </p><p>Export health certification is a devolved matter. Responsibility for Scottish exports to third countries lies with the Scottish Government. The Animal and Plant Health Authority issues EHCs for Scotland. Charges for signing EHCs vary by local authority and are made on a cost recovery basis. The consolidation of export consignments into larger consignments covered by a single certificate could reduce this cost burden.</p><p> </p><p>The UK Government and the Marine Management Organisation have developed an IT system to allow exporters to obtain a Catch Certificate around the clock at no cost to the exporter. Assuming that the information submitted is correct, the Catch Certificate will be issued immediately without the need for further checks before export.</p><p> </p>
