Over forty thousand responses were received from a wide range of people including farmers, environmental and food/farming related organisations and the general public. All responses have been analysed and are being used to inform our policies on future farm support.</p><p> </p><p>The Government published its policy response on 14 September setting out a future for food, farming and the environment in a green Brexit, together with reports on its analysis of the impacts of removing direct payments and economic rationales for future government intervention.</p><p> </p><p>The Government’s assessment was to adopt a gradual transition from the current approach to the new, avoiding a cliff-edge for farm businesses - noting the negative experiences in New Zealand when rapid changes were adopted. Our proposals therefore outline a 7 year transition period.</p><p> </p><p>We are applying reductions to Direct Payments in a fair way, with higher reductions initially applied to amounts in higher payment bands. All farmers will see some reductions from the start of the transition. We plan to begin making these reductions in 2021, with the final year for Direct Payments being 2027. We believe that this approach balances the views of those who feel recipients of the highest payments should initially face higher reductions, with the strong calls for the reductions to be shared amongst all farmers from the start of the transition and in a way that prepares the industry for change. The transition period also needs to be long enough to give farmers sufficient time to adapt and prepare for the new Environmental Land Management (ELM) scheme, which starts in 2024.</p><p> </p><p>The ELM National Pilot, starting in late 2021, will assess the end to end operability and deliverability before the scheme is rolled out in 2024. This will allow us to identify and refine any issues or barriers that occur in practice. We are working closely with a range of agricultural and environmental stakeholders to collaboratively design the new scheme, and to test and trial new approaches and investigate innovative mechanisms for the delivery of environmental outcomes.</p><p> </p><p>Defra recognises the challenges around the uncertainty and outcome of the timing of leaving the EU. On CS 2018, 95% of eligible claimants received an advance payment by early April; 30% of eligible claims have received their final payment and we expect to pay 95% of eligible claims by August 2019.</p><p> </p><p>On ES, around 92% of 2017 eligible claims have now received a payment and we are on track to complete 95% by the end of July 2019. 	answer	answer is ministerial correction date of answer 17/06/2019 answer text <p>These questions have been answered as one to enable the Environmental Land Management Scheme (ELM) approach to be outlined in full in a single place.</p><p> </p><p>An ELM is being developed to pay land managers public money for delivering environmental public goods. This is a large programme of work with 81 full time staff with grades ranging from Administrative Officer to Deputy Director.</p><p> </p><p>The Government has taken a number of steps to ensure it has strong risk and programme management foundations in place and will continue to assess and manage these as appropriate. It is not Government policy to publish departmental risk registers given the inherent risks involved.</p><p> </p><p>ELM is scheduled to be rolled out from late 2024, with a National Pilot beginning in late 2021. Detailed planning of the pilot is in train. The pilot will run for three years, and will aim to assess the end-to-end operability and deliverability of the scheme and allow us to identify and refine any issues or barriers that occur in practice.</p><p> </p><p>To support the development of ELM we are undertaking a number of test and trials. The work is being facilitated by a range of stakeholders, including farmer groups, representative bodies and non-governmental organisations, and covers a range of geographies and sectors. 47 proposals are being taken forward in phase 1. We are working closely with stakeholders to finalise these. Depending on the complexity of the test or trial we anticipate the first of these commencing in Autumn 2019. We have received over 200 proposals for phase 2. The Great Yorkshire Show demonstrated the strengths that British farming has to offer with a record-breaking number of entries for sheep and cattle, and great produce from Wensleydale cheese to North Yorkshire game.</p><p> </p><p>I know very well the importance of supporting these farmers in Yorkshire and Humber, home to my own constituency and farm, as well as my Rt Hon friend’s constituency, Haltemprice and Howden. As we prepare to leave the EU, the UK Government is taking a number of steps to support our farmers and industry in England and across the UK.</p><p> </p><p>For the UK as a whole, the Government has pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022; this includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy.</p><p /><p>The Government has also guaranteed that any projects where funding has been agreed before the end of 2020 will be funded for their full lifetime. This means, in the event the UK leaves the EU with no deal, the UK Government would fund any remaining payments to farmers, land managers and rural businesses due after October 2019. This would ensure continued funding for these projects until they finish. The guarantee also means that Defra and the devolved administrations can continue to sign new projects after the UK leaves the EU during 2019 and 2020.</p><p> </p><p>As agriculture is devolved, each administration will have the flexibility to develop agricultural policy suited to their own unique circumstances, once the UK has left the EU. It is for the Scottish, Welsh and future Northern Ireland Governments to decide upon future agricultural policies for their respective nations.</p><p> </p><p>For farmers in England, the Agriculture Bill marks a decisive shift in our support. We will create an ambitious new system based on paying “public money for public goods”. Public goods will include improving air and water quality, and habitats for wildlife. By paying for things the public value, we can also improve animal welfare and reduce the use of antibiotics in our food chain. Financial support for innovations like precision farming can help farmers become more productive, reduce the use of expensive chemicals and protect the environment.</p><p> </p><p>Critically, our Agriculture Bill also includes a seven year transition period of 2021–2027 for Direct Payments to help farmers in England to plan for the future. Phasing out Direct Payments in England will free up money so we can reward farmers for delivering public goods, including environmental outcomes. We will phase out Direct Payments gradually over a transition period of 7 years. This will give time for farmers to adapt and prepare for the new environmental land management system, which will allow farmers to decide how best they can deliver environmental benefits from their business and their land.</p><p> </p><p>We will pay Direct Payments for the 2019 scheme year on the same basis as for 2018 and plan to allocate the money paid in Direct Payments for 2020 in much the same way that we do now. The Government has also pledged to continue to commit the same cash total in funds for farm support until the end of the Parliament, expected in 2022. The figure includes all EU and Exchequer funding provided for farm support under both Pillar 1 and Pillar 2.
