	answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>In September 2018, alongside the Agriculture Bill and policy statement, the Government published an ‘Analysis of the impacts of removing Direct Payments’. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. 	answer	answer is ministerial correction date of answer 31/07/2019 answer text <p>The Government has pledged to continue to commit the same cash total in funds for farm support until the end of this Parliament, expected in 2022; this includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy (CAP). This commitment applies to the whole of the UK.</p><p> </p><p>The Government has further guaranteed that the current level of agricultural funding under CAP Pillar 1 will be upheld until 2020, as part of the transition to new domestic arrangements.</p><p> </p><p>To deliver this, Defra has made a number of statutory instruments under the powers in the European Union (Withdrawal) Act 2018. 	answer	answer is ministerial correction date of answer 05/08/2019 answer text <p>Tests and trials allow us to co-design and test the operability of elements of the new system and to understand if and how new elements of the Environmental Land Management (ELM) scheme work in a real life environment. Tests and trials are not analysing methods of delivery of environmental outcomes rather how the scheme or innovative mechanism will operate.</p><p> </p><p>We received 113 proposals from stakeholders to conduct tests and trials of the new ELM scheme in phase one. We identified 49 of these which most closely matched the identified priorities and would help us test critical elements or building blocks of the new scheme. Of these 49, two have subsequently merged with other phase 1 proposals and one has withdrawn from the process, leaving 46.</p><p> </p><p>The national pilot is due to start in 2021. 	answer	answer is ministerial correction date of answer 05/09/2019 answer text <p>The Rural Payments Agency (RPA) took on responsibility for Environmental Stewardship and Countryside Stewardship schemes in October 2018, and has introduced a number of measures on agri-environment schemes to make it easier for farmers and land managers to apply and make it simpler for them to administer.</p><p> </p><p>The RPA has made improvements to the online service, including making more offers available to apply for online and allowing applicants to download application packs. It has simplified both the rules regarding the evidence we require and the guidance manuals. This includes all funding provided for farm support under both Pillar 1 and Pillar 2 of the current Common Agricultural Policy (CAP).</p><p> </p><p>Phasing out Direct Payments over seven years from 2021 is a key part of the transition away from the CAP in England and towards our future domestic agriculture policy. This will free up funding for new domestic policies that will focus on using public money to deliver public goods. We will set Direct Payment reduction percentages taking account of our detailed plans for future schemes and wider decisions about Government spending.</p><p> </p><p>The cornerstone of the new approach is the development of a new Environmental Land Management (ELM) scheme. As we make the transition to the new arrangements, we will be piloting the scheme before its full introduction. Alongside the ELM pilots in the early years of the transition we will continue to offer a simplified version of Countryside Stewardship.
