The review will consider all existing evidence on the project and consider a number of aspects of the programme, including its benefits and impacts; affordability and efficiency; deliverability; and scope and phasing, including its relationship with Northern Powerhouse Rail. The Review’s full terms of reference are available on gov.uk. Allan Cook’s findings will be part of the evidence for this review.</p><p> </p><p>A final report will be sent to the Department in the autumn to inform the Government’s decision on the next steps for the project. 	answer	answer is ministerial correction date of answer 14/11/2023 answer text <p>Winter fuel payments are an age-related payment payable this winter to all people who have reached State Pension age on or before 24 September <del class="ministerial">1957</del> <ins class="ministerial">2023</ins> and who are ordinarily resident in the UK, including Ukrainian refugees. There is no need to be in receipt of a social security benefit in order to qualify.</p><p> </p><p>Winter fuel payments are made on a household basis. If there is more than one eligible person in a household, the payment will be divided between them. We spent £1.6bn last year on legal aid for the most vulnerable – of which £545m was in family law.</p><p>Legal aid is also part of a bigger picture and so we are now making changes to enhance the breadth of legal support available for everyone in society.</p><p>The Legal Support Action Plan, published on 7 February, announced that we would be changing the legal aid eligibility criteria to provide non-means tested legal aid for parents, or those with parental responsibility, who wish to oppose applications for placement orders or adoption orders in public family law.
