star this property answer text <p>The Female Offender Strategy sets out our vision of fewer women entering the justice system and serving short custodial sentences, and better conditions for those women in custody. Support for women to help them address the often complex needs that underlie their offending is essential to delivering the vision of the female offender strategy. This is why, across government, we are investing £5 million of funding over two years in community provision for women. This funding will help to sustain and enhance existing services, and will create new services where there is currently a gap.</p><p> </p><p>Services such as women’s centres receive funding from a range of sources. We will look at the scope to increase the sustainability of the sector as we take forward implementation of our strategy.</p> more like this

star this property answer text <p>Employers in England who pay the levy can access funds for apprenticeship training via registering for an apprenticeship service account. Many levy-paying employers operate in more than one location, and they are free to spend the funds in their accounts on apprenticeship training across England. The Education and Skills Funding Agency cannot therefore disaggregate levy drawdown to individual regions or locations.</p><p>In 2019-20 funding available for investment in apprenticeships in England will be over £2.5 billion, double what was spent in 2010-11.</p><p>There were 850 apprenticeship starts in Birkenhead in 2017/18, and there have been 10,980 starts in the constituency since 2010.</p> more like this

star this property answer text <p>The apprenticeship levy is collected by Her Majesty’s Revenue and Customs (HMRC) from all UK employers with a pay bill above £3 million. Monthly receipts data for the apprenticeship levy is published by HMRC in its tax and National Insurance contributions receipts publication which can be found at: <a href="https://www.gov.uk/government/statistics/hmrc-tax-and-nics-receipts-for-the-uk" target="_blank">https://www.gov.uk/government/statistics/hmrc-tax-and-nics-receipts-for-the-uk</a>.</p><p>Between April 2018 and February 2019, £2.5 billion was raised from the levy.</p><p>Employers’ levy funds are distinct from the Department for Education’s ring-fenced apprenticeship budget, which is set to fund apprenticeships in England only. The budget has been set in advance by Her Majesty’s Treasury for the current spending review period (to 2019-20). The budget was £2.2 billion for the 2018-19 financial year and it will rise to over £2.5 billion in 2019-20 – double what was spent in 2010. It is used to fund new apprenticeship starts in levy and non-levy paying employers and to cover the ongoing costs of apprentices that are already in training. A detailed breakdown of spending for 2018-19 will be published in the Education and Skills Funding Agency Annual Report and Accounts.</p><p>In the 12 months from February 2018 to January 2019, the most recent month for which data are available, £2.36 billion in levy funds were received into employers’ apprenticeship service accounts. These funds are available for employers to use for 24 months before they begin to expire on a rolling, month-by-month basis. In the same time period, a total of £523 million of payments were made from apprenticeship service accounts to cover training costs for learning. This figure does not include other costs, such as incentives and additional payments for disadvantaged apprentices.</p><p>We don’t anticipate that all levy-payers will use all the funds in their accounts. Income from the levy is also used to fund apprenticeship training for non-levy paying employers.</p>

star this property answer text <p>There are no plans to review regulations governing the netting of bird nesting places.</p><p> </p><p>The use of netting to exclude birds from potential nesting sites is justified in certain circumstances, for example when protecting crops or restricting pest species’ access to buildings. However, we all have a responsibility to our local environment and we would expect those using netting to do so only when truly necessary and in compliance with the relevant legislation.</p><p> </p><p>My colleague, the Secretary of State for Housing, Communities and Local Government has written to leading developers to remind them of their obligations in this regard, which includes existing planning practice guidance on the natural environment, and standing advice for local planning authorities to assess the impacts of development on wild birds.</p> more like this

star this property answer text <p>The National Health Service blood supply chain has rigorous safety standards making the United Kingdom blood supply one of the safest in the world. Every donor completes an extensive donor health check questionnaire before each donation. This is designed to identify donors who have a recognisable risk of infection who can then be excluded or subject to further testing. Those considered at risk are asked to defer donation until it is safe for them to do so.</p><p>All blood donations are routinely tested for hepatitis B, hepatitis C, hepatitis E, HIV, syphilis and for first time donors, human T-lymphotropic virus, before they are sent to hospitals and released into the supply chain. If any blood donation tests positive for infection it is not released into the blood supply chain.</p><p>NHS Blood and Transplant and the other UK blood services are subject to regular inspections by independent regulators and NHS Blood and Transplant safety policy is formulated by two independent advisory committees; the Joint United Kingdom Blood Transfusion Services Professional Advisory Committee and the Advisory Committee on the Safety of Blood, Tissues and Organs. NHS Blood and Transplant, along with the other UK Blood Services, established a UK blood supply surveillance scheme where all hospitals in the UK report, as a condition of their registration, any recognised or unexpected reactions to blood products. This allows constant vigilance to any possible threat to the safety of the blood supply.</p>

This can include subsiding a service so that its hours of operation are extended. The majority of public funding for local bus services is provided via block grant to local authorities in England from the Ministry of Housing, Communities and Local Government. The Department for Transport provides £250 million annually through the Bus Service Operators Grant to support bus services and supports local authority spending of £1 billion a year for free bus travel for older and disabled people.</p><p> </p> more like this

star this property answer text <p>Last year, the Government initiated a discussion on payment methods through a Call for Evidence on Cash and Digital Payments in the New Economy. This sought to gather evidence from industry and the public alike on how changing preferences for cash and digital payments impact on different sectors, regions and demographics.</p><p> </p><p>A formal Summary of Responses to this Call for Evidence was published in May 2019. This response set out the Government’s commitment to supporting digital payments, whilst safeguarding access to cash for those who need it. It also highlighted that the Treasury would set up and chair a Joint Authorities Cash Strategy Group, made up of regulators and the Bank of England, to facilitate further co-ordination between the authorities and provide comprehensive oversight of the overall cash infrastructure.</p><p> </p><p>The Government-established Payment Systems Regulator (PSR) is closely monitoring developments in ATM provision, including those that are free-to-use. The PSR regulates LINK, the scheme which runs the UK’s ATM network, and has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of free-to-use ATMs.</p><p> </p><p>LINK has put in place specific arrangements to protect free-to-use ATMs more than 1 kilometre away from the next nearest free-to-use ATM. LINK has also enhanced its Financial Inclusion Programme by tripling the funding available for free-to-use ATMs in the most deprived areas of the UK.</p>
