The Government made Prevent a statutory duty in July 2015. The Duty requires all local authorities, including Havering, to stop people becoming terrorists or supporting terrorism.</p><p>A Home Office peer review of Havering’s delivery of the Prevent duty in January 2019 found that Havering had a strong approach to delivering the Prevent programme, which aims to prevent vulnerable individuals being drawn into terrorism. The Borough has a wide training and engagement programme for schools, colleges, childcare providers and children’s services. 	answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>The Home Secretary has met with representatives of social media companies both bilaterally at meetings in Silicon Valley and at multi lateral fora, such as the Global Internet Forum to Counter Terrorism summit, where he has continued to press companies to do more to respond to the threat of terrorism online.</p><p>The Security Minister has also met with industry representatives at the G7 Interior Ministers meeting in Toronto in 2018.</p><p>This Government has been clear there should be no safe spaces online for terrorists and extremists to operate. The UK has been at the forefront of the online battle against the threat of terrorist and extremist content. My officials work closely with industry to encourage them to do more to proactively respond, and to develop innovative solutions to tackle this problem.</p><p>But there is still more to do. As such, relevant high-quality protective security advice and guidance is made available to universities and other higher education institutions through the National Counter Terrorism Security Office (NaCTSO) and via police Counter Terrorism Security Advisors, who operate in every region of the UK.</p><p>In addition, the Colleges and Higher Education Security Standard (CHESS) project, based at the University of Northampton, is working to identify and share effective practice from the further and higher education sectors to improve security, business continuity and resilience across the sector. The best way to guarantee those rights, both for UK nationals in the EU and EU citizens in the UK, is through the Withdrawal Agreement.</p><p>On 27 February, the House of Commons supported a proposal by Alberto Costa MP which requires the Government to seek a joint UK/EU commitment to preserve the citizens’ rights section of the Withdrawal Agreement, whatever the outcome of negotiations.</p><p><del class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. This letter has also been copied to Guy Verhofstadt, the European Parliament’s Brexit coordinator and shared with the Secretary-General. Copies of the letter have been placed in the libraries of both Houses and it has been published online at <a href="https://www.gov.uk/government/publications/costa-amendment-letter-to-the-eu-institutions" target="_blank">gov.uk</a>.</del></p><p><ins class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. The UK NSC will be reviewing the proposal at its meeting at the end of the month and to agree next steps.
