star this property answer text <p>The Romford constituency falls within the remit of the London Borough of Havering. The Government made Prevent a statutory duty in July 2015. The Duty requires all local authorities, including Havering, to stop people becoming terrorists or supporting terrorism.</p><p>A Home Office peer review of Havering’s delivery of the Prevent duty in January 2019 found that Havering had a strong approach to delivering the Prevent programme, which aims to prevent vulnerable individuals being drawn into terrorism. The Borough has a wide training and engagement programme for schools, colleges, childcare providers and children’s services. Those deemed most at risk of radicalisation are supported through Havering’s Channel Panel, with holistic needs addressed through the Multi-Agency Safeguarding Hub (MASH).</p> more like this

star this property answer text <p>The Home Secretary has met with representatives of social media companies both bilaterally at meetings in Silicon Valley and at multi lateral fora, such as the Global Internet Forum to Counter Terrorism summit, where he has continued to press companies to do more to respond to the threat of terrorism online.</p><p>The Security Minister has also met with industry representatives at the G7 Interior Ministers meeting in Toronto in 2018.</p><p>This Government has been clear there should be no safe spaces online for terrorists and extremists to operate. The UK has been at the forefront of the online battle against the threat of terrorist and extremist content. My officials work closely with industry to encourage them to do more to proactively respond, and to develop innovative solutions to tackle this problem.</p><p>But there is still more to do. A White Paper will be published shortly, setting out measures to tackle online harms, including terrorist content.</p> more like this

We will never enter into arrangements under which the people of Gibraltar would pass under the sovereignty of another state against their wishes, nor enter into a process of sovereignty negotiations with which Gibraltar is not content. We are proud that Gibraltar is British and our position on sovereignty has not, and will not, change.</p> more like this

star this property answer text <p>From the very beginning the Prime Minister has been clear that safeguarding the rights of EU citizens living in the UK and UK nationals living in the EU was her first priority for negotiations. The best way to guarantee those rights, both for UK nationals in the EU and EU citizens in the UK, is through the Withdrawal Agreement.</p><p>On 27 February, the House of Commons supported a proposal by Alberto Costa MP which requires the Government to seek a joint UK/EU commitment to preserve the citizens’ rights section of the Withdrawal Agreement, whatever the outcome of negotiations.</p><p><del class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. This letter has also been copied to Guy Verhofstadt, the European Parliament’s Brexit coordinator and shared with the Secretary-General. Copies of the letter have been placed in the libraries of both Houses and it has been published online at <a href="https://www.gov.uk/government/publications/costa-amendment-letter-to-the-eu-institutions" target="_blank">gov.uk</a>.</del></p><p><ins class="ministerial">The Secretary of State Steve Barclay has now written to the EU’s lead Brexit negotiator Michel Barnier, on ring-fencing the Citizens’ Rights part of the Withdrawal Agreement. star this property answer text <p>No assessment has been made on adding a test for 22q11 deletion syndrome to the newborn blood spot test as the United Kingdom National Screening Committee’s (UK NSC) had not previously been asked to look at this condition.</p><p> </p><p>However, as part of the UK NSC`s annual call for topics 2018, a proposal was received to consider adding the condition of 22q11 deletion syndrome (also known as DiGeorge syndrome) to the new born blood spot programme.</p><p> </p><p>This is the first time the UK NSC has been asked to consider screening for 22q11. The UK NSC will be reviewing the proposal at its meeting at the end of the month and to agree next steps. star this property answer text <p>NHS England established the United Kingdom Antimicrobial Resistance (AMR) Diagnostics Collaborative in 2018 to deliver the UK’s diagnostic ambitions for AMR. The Collaborative has played a valuable role in developing the diagnostic elements of the new five-year UK AMR national action plan, published in January this year.</p><p> </p><p>The work of the Collaborative contributes directly to the Government’s commitments on AMR, and the Collaborative’s secretariat communicates with the Department on a regular basis and it has been represented by its secretariat and former chair in the UK AMR Programme’s governance groups.</p><p> </p><p>The Collaborative’s chair remains vacant while NHS England develops detailed plans to support the implementation of the new national plan on AMR. As part of this work, the membership of the Collaborative is under review.</p><p> </p><p>Current membership is drawn from a range of stakeholders across Government and its agencies, the devolved administrations, the health system, veterinary medicine, professional bodies, academia, the research community and industry. star this property answer text <p>Additional deaths in winter months cannot with certainty be attributed to specific causes but the strains of flu circulating, in particular A/H3, together with very cold weather, as seen in some areas last winter, are likely to be important contributing factors as both affect the elderly and those with underlying health conditions.</p><p> </p><p>The seasonal flu vaccination programme aims to provide protection to those who are at higher risk of flu associated morbidity and mortality. Under this programme the vaccine is available to everyone over the age of 65 years, those who are at particular risk from flu, carers, and pregnant women. In addition, in 2018/19 we extended the children’s programme by an extra school year, so all children between 2 - 9 years, were offered the nasal spray vaccine to help protect them and their families against flu. In 2019/20 this programme will be extended to include all primary school children. The vaccine is also available to all frontline healthcare and social care workers to protect them from flu, and this was extended to hospice workers for the first time this winter. This season we offered those over 65 a newly available adjuvanted flu vaccine.</p><p> </p><p>We are also providing the National Health Service with an extra £420 million this year to re-develop accident and emergency departments, improve emergency care and help get patients home quicker. In addition, NHS England and Public Health England (PHE) launched a series of winter campaigns, under the brand ‘Help Us Help You’ to advise people how to stay well this winter.</p><p> </p><p>PHE is conducting a detailed analysis of the excess winter deaths over the 2017-18 winter period. These findings will be used to target public health messages as part of our plans for winter 2018/19 and 2019/20. PHE is also supporting local authorities, the NHS and other frontline staff through the Cold Weather Plan, and is working with the Department for Business, Energy and Industrial Strategy to improve energy efficiency and reduce fuel bills for the most vulnerable groups.</p>
