Our intention remains to establish a comprehensive and legally binding agreement on internal security which would enable continuing cooperation based on EU measures.</p><p>However, we are preparing for all eventualities. In a no-deal scenario, UK law enforcement agencies will use well-established alternative mechanisms to co-operate with partners on a police-to-police basis. This is the end of our LFFN funding window from HM Treasury. We do not currently have any plans to intervene in such decisions so as not to restrict growth, distort the market or cause other unintended impacts. The Housing, Communities and Local Government Select Committee’s inquiry into High Streets and Town Centres in 2030, made a recommendation to review upwards only rent reviews. This will continue to be the case whether we leave the EU with or without a deal.</p><p>Our Food Security and Resilience team have been meeting weekly with industry and retailers to make sure we are prepared for all scenarios. Furthermore, ministers from my Department are members of the Inter-Ministerial Group on the Serious Violence Strategy.</p><p>The Government’s Serious Violence Strategy, published in April 2018, sets out the action we are taking to address serious violence and in particular the recent increases in knife crime, gun crime and homicide.</p><p>The Strategy outlines an ambitious programme of robust commitments and actions. The Government’s major reforms to the electoral registration system, including the introduction of Individual Electoral Registration have resulted in record levels of electors registering to vote in Wales and participating in our democracy.</p><p> </p><p>The Government set out its priorities for democratic engagement for 2019 and beyond in its report <em>Democratic Engagement: Respecting, Protecting and Promoting Our Democracy</em>, published in January. The report highlights the Government's commitment to ensuring everyone can make their voice heard free from abuse, making voting easier and more accessible for vulnerable and under-registered groups, and introducing measures to protect electors’ votes.</p><p> </p><p>The Wales Act 2017 devolved powers over National Assembly elections and local government elections in Wales. That is why at Autumn Budget 2018, as part of Our Plan for the High Street, we committed to piloting a register of empty commercial properties and supporting communities to make use of empty properties as part of broad plans for the regeneration of our high streets and town centres. The Housing, Communities and Local Government Select Committee’s inquiry into High Streets and Town Centres in 2030, made a recommendation to review existing policy on vacant commercial properties. If adopted, the HCPC’s annual registration fee will rise from £90 to £106 a year from October 2019. The HCPC registration fees will remain the lowest of any of the United Kingdom-wide health and care regulators. Registration fees are tax-deductible and this fee rise will amount to just over £1 a month extra for most of the HCPC’s registrants.</p><p> </p><p>The Government has made no assessment of the potential effect on staffing levels of the changes to the HCPC’s registration fees from October 2019. Our joint document, ‘Transforming children and young people’s mental health provision: a green paper’, includes a commitment to build a new national strategic partnership with key stakeholders to improve the mental health of 16 to 25 year olds in schools, colleges and universities, by facilitating coordinated action, experimentation and robust evaluation on leadership, prevention and improved data collection.</p><p>To support this, the NHS Long Term Plan commits to a comprehensive expansion of mental health services, including a new approach to mental health services for people aged 18-25, supporting transitions to college and to adulthood, with services being adapted to create a comprehensive offer for 0-25-year olds.</p><p>NHS England is working closely with Universities UK through the Mental Health in Higher Education programme to build the capability and capacity of universities to improve student welfare services and improve access to mental health services for the student population, including focusing on suicide reduction, and improving access to psychological therapies to support treat students suffering from stress and anxiety.</p> answering member constituency Thurrock answering member printed Jackie Doyle-Price question first answered 18/03/2019 14:21:04 answering member 4065 label Biography information for Dame Jackie Doyle-Price
