	answer	answer is ministerial correction date of answer 27/02/2019 answer text <p>The Government is committed to ensuring that zoos are safe places to work and visit, and that there are high standards of welfare for all animals.</p><p> </p><p>The Zoo Licensing Act 1981 sets out comprehensive licensing and inspection requirements for zoos. Responsibility for administering these requirements rests with local authorities. Defra supports this by providing the Secretary of State’s Standards of Modern Zoo Practice, which sets out minimum standards that zoos are expected to meet, covering welfare and safety.</p><p> </p><p>The standards are kept under review by Defra’s Zoos Expert Committee, a group of independent experts that advises Defra on zoo issues. For example, recent reports show that some 62% of girls are missing school every month and 5% drop out completely due to menstruation. The Government of Zimbabwe has sought to address this through suspending import duty and value added tax on sanitaryware. Through our programmes in Zimbabwe we are currently supporting over 12,000 girls to stay in secondary school by providing a package of essential items including sanitaryware. We do not publicise our partners to avoid putting them at risk.</p><p>The UK does not support any candidate or political party in Zimbabwe. We have made clear to the Government of Zimbabwe that opposition parties should be free to campaign peacefully. UK diplomats hold regular meetings with political leaders from all main parties. British Embassy officials last met with Vice President Chiwenga in September 2018.</p><p>We have made our views clear to the Government of Zimbabwe following the January 2019 violence. Her Majesty's Ambassador to Zimbabwe last met Foreign Minister Moyo on 20 February and I spoke to him on 30 January. In 2017 2,535,000 tonnes were produced, in an unusually good agricultural season. In 2018, this dropped to 1,937,000 tonnes. The current season has been negatively affected by economic crisis and poor rainfall. The British Embassy in Harare regularly raise the rights of protestors in their meetings with the Government of Zimbabwe.</p><p>I summoned the Zimbabwean Ambassador on 17 January to urge the security forces to stop using disproportionate force and reinforce the right of the people of Zimbabwe to protest. We will seek to secure a meeting to discuss this issue with the Government of Zambia, and other key states, at the 4th session of the UN Environment Assembly in Nairobi, which will take place from 11th-15th March.</p><p>We are aware of the proposal for a cull of hippos on the Luangwa River in Zambia. Our High Commissioner has raised the matter with the Zambian Government.
