Her Majesty’s Inspectorate of Constabulary and Fire &amp; Rescue Service (HMICFRS) carried out an inspection of the police response to fraud in 2019. The review found that significant improvements are required to ensure the model works more effectively and efficiently, including the need for a much more co-ordinated national approach with clear roles and responsibilities.</p><p> </p><p>In August 2021, a follow up review from the HMICFRS established that the majority of their initial recommendations had been met, citing improvements across numerous areas of the law enforcement response. Despite this, we know that more needs to be done to ensure law enforcement has the capacity and capability to respond effectively to fraud. The Government takes the supply of substances for their psychoactive effect very seriously. There are legitimate uses for nitrous oxide, such as in medicine, dentistry and as a propellant for whipped cream canisters, but those who supply nitrous oxide who know, or who are reckless as to whether, it will be used for its psychoactive effect may be subject to a maximum sentence of seven years’ imprisonment, an unlimited fine, or both under the Psychoactive Substances Act 2016. The Government is investing £220 million in early intervention projects to steer young people away from getting involved in serious violence and make positive life choices.</p><p>The Early Intervention Youth Fund of £22 million is supporting 40 projects endorsed by Police and Crime Commissioners across England and Wales. These projects include work with children and young people at risk of criminal involvement, organisations safeguarding those at risk of gang exploitation and county lines, or who have already offended to help divert them into positive life choices.</p><p>The £200 million Youth Endowment Fund (YEF) is a long-term fund to prevent children and young people at the highest risk of involvement in serious violence, from becoming involved in crime and violence, including reoffending. Operating independently of government, the Youth Endowment Fund will robustly test and evaluate every intervention it funds to develop a strong evidence base showing the interventions that are most effective in making a positive difference to the lives of young people. The first successful 22 bids were announced earlier this month.</p><p>The anti-knife crime Community Fund has supported 115 projects in local communities to tackle knife crime in 2017/18 and 2018/19. The third year of funding (2019-20) of £1.5m is supporting 61 projects in England and Wales this year.</p><p>The Government recognises that local youth services are an important partner in tackling violent crime. On 30 September the Government reiterated a commitment to young people, confirming £500 million investment through the new Youth Investment Fund over five years. This vital investment, the cornerstone of the Government’s offer for young people, will help build 60 new youth centres across the country, refurbish around 360 existing youth facilities, and provide over 100 mobile facilities for harder to reach areas. The Home Office service standard is to answer 80% of calls within 30seconds.</p><p>Last week we answered 77% within 30 seconds with an average wait time of 1 minutes 9 seconds.</p><p>We continue to work with our service provider to regularly review their performance to ensure service standards are maintained. We are working with our service provider to increase the number of staff operating the customer helpline. To protect and maintain that independence, Ministers do not intervene in individual cases, complaints or operational decisions made by the police and nor should MPs.</p><p>Allegations against the police are handled under a comprehensive legislative framework, which includes the role of the independent police “watchdog”, the Independent Office for Police Conduct (IOPC). The IOPC is responsible for investigating the most serious and sensitive cases and, by law, forces must refer certain matters to them – including any allegation of serious corruption. The Government strengthened the police complaints and discipline systems in February 2020 making them more timely, proportionate and accountable. It is for Chief Constables and elected Police and Crime Commissioners or Mayors to decide how to handle communications with the public, based on their experience and knowledge of the communities they serve.</p><p>However, the Home Office is clear that any call to the 101 number should be answered in a timely manner, and after providing details of the incident the caller should be given a crime reference number to track progress or request an update from the police on the case. In its Beating Crime Plan the Government committed to improving the responsiveness of local police to 101 and 999 calls by developing league tables for call answering times and ensuring that the public know how responsive their local force is when they call them for help.</p><p>On 31 May we published national data on answering times to 999 calls and later this year we are planning to publish performance data for all forces showing responsiveness to 101 calls.</p><p>The Home Office is making sure that the police have the resources they need to beat crime, which remains one of the Government’s top priorities.</p><p>This includes £14m in funding to the NPCC’s Digital Public Contact Programme to support delivery of the Single Online Home national policing digital platform. Calls are free from payphones.</p><p>The public have always paid to contact the police by telephone for non-emergencies and the 15p charge per call is a transparent rate that fully funds the 101 non-emergency service. Police non-emergency numbers (such as 0845 numbers) which were used before 2011 could cost members of the public up to 40p per minute. While it may not be an option for everyone, the public can also report non-emergency crimes online via forces’ websites, free of charge.</p><p>The Home Office is supporting the digital transformation of policing through programmes such as the Digital Policing Portfolio (DPP), led by the NPCC.
