star this property answer text <p>The Government recognises that to improve conviction rates, there needs to be an increased pipeline of cases under investigation. Her Majesty’s Inspectorate of Constabulary and Fire &amp; Rescue Service (HMICFRS) carried out an inspection of the police response to fraud in 2019. The review found that significant improvements are required to ensure the model works more effectively and efficiently, including the need for a much more co-ordinated national approach with clear roles and responsibilities.</p><p> </p><p>In August 2021, a follow up review from the HMICFRS established that the majority of their initial recommendations had been met, citing improvements across numerous areas of the law enforcement response. Despite this, we know that more needs to be done to ensure law enforcement has the capacity and capability to respond effectively to fraud. We will continue to work with partners to act on outstanding HMICFRS recommendations and improve the law enforcement response at all levels moving forward.</p><p> </p><p>We are also considering all routes, including legislation, to ensure that law enforcement have all the tools they need to go after fraudsters and crucially to protect those who are vulnerable to these harmful crimes</p>

star this property answer text <p>Victims will continue to be able to report frauds centrally to allow us to best tackle the frauds that affect millions of people across the country. The Home Office is working with the City of London Police (CoLP) on plans to replace the current Action Fraud service. The new service will improve the service to victims, provide greater intelligence and insight to policing on fraud and cybercrime affecting communities, and allow for greater prevention and disruption at scale. Home Office officials are engaging a wide range of partners ahead of publication of a Fraud Action Plan after the Spending Review is finished.</p><p>In the meantime, we continue to work closely with the City of London Police, who manage the service, and a number of improvements to the existing system have been put in place over the last year to ensure a smooth transition to the new service.</p><p>Reports submitted to Action Fraud are considered by the National Fraud Intelligence Bureau (NFIB). Where enough evidence is available and viable leads are identified, the case is sent to the appropriate local police force to consider whether enforcement activity should take place. Reports not deemed viable for investigation by local police forces are not closed but remain under constant consideration for links to newly reported crimes. The intelligence is also used to identify opportunities to disrupt offenders, protect victims, and prevent further frauds.</p><p>It is important that victims of fraud receive the support that they are entitled to. The Action Fraud Economic Crime Victim Care Unit delivers services to vulnerable victims of fraud and cyber crime to help them recover and prevent them from becoming victims in the future. Including those whose cases are not disseminated for investigation. Action Fraud also provides protective advice to individuals who contact the service. star this property answer text <p>Based out of the City of London Police, Action Fraud is the UK’s national reporting centre for fraud and cyber crime and works alongside the National Fraud Intelligence Bureau who are responsible for the assessment of the reports.</p><p>In light of advances in technology and growing demand on the service, as well as reports such as Sir Craig Mackey’s independent review of Action Fraud (<a href="https://www.cityoflondon.gov.uk/assets/About-us/action-fraud-report.pdf" target="_blank">https://www.cityoflondon.gov.uk/assets/About-us/action-fraud-report.pdf</a>), we are working with the City of London Police on plans to refresh and upgrade the current Action Fraud service. We are working to make continuous improvements to the service to make it easier for victims to report fraud, including increasing the number of staff in the call centre.</p><p>At the same time City of London Police have launched a competitive procurement for a new service, to be operational by 2024. This will improve the service to victims, provide greater intelligence and insight to policing on fraud and cybercrime affecting communities, and allow for greater prevention and disruption at scale.</p><p>We are spending an additional £400 million over the next three years to tackle economic crime including fraud, which follows the extra £63m investment prioritised in 2021. Some of this funding will be used in the programme to refresh and upgrade the Action Fraud service.</p>
