I will correspond directly with the noble Lord.</del></p><p><ins class="ministerial">The Government has not undertaken work to assess the impact should EU businesses decide to move supply chains away from the EU.</ins></p><p><ins class="ministerial">The Government is seeking a comprehensive, ambitious future partnership with the European Union including a best in class Free Trade Agreement. The UK and the EU have a long standing and close trading relationship, with our businesses operating across borders to service clients and customers in the UK and the EU. The new FTA will seek to create new benchmark for trade liberalization and economic co-operation. It will aim to establish both zero tariffs and effective customs arrangements for goods, negate any need for EU businesses to change suppliers, and enable UK companies to continue to participate in pan-European supply chains.</ins></p>

star this property answer text <p>A response to the noble Lord’s Parliamentary Question of 6 June is below and attached.</p><p>Professor Sir Ian Diamond | National Statistician</p><p>The Lord Birt<br>House of Lords<br>London<br>SW1A 0PW</p><p>17 June 2022</p><p>Dear Lord Birt,</p><p><br>As National Statistician and Chief Executive of the UK Statistics Authority, I am responding to your Parliamentary Question asking what estimate has been made of the percentage of British businesses that have stopped trading with the EU since 1 January 2021 (HL603).</p><p>Unfortunately, the Office for National Statistics does not hold or publish data on the percentage of British businesses that have stopped trading with the EU since 1 January 2021.</p><p>Through the Business Insights and Conditions Survey (BICS), however, we do collect some data on the changes businesses have made to how and where they import and export since 1 January 2021.</p><p>Estimates from early May 2022 show that 4% of trading exporting businesses changed from exporting their goods and services to EU countries to nations from outside the EU. The percentage of trading importing businesses who changed from importing from within the EU to outside the EU was 2%. Table 1 provides the estimates from BICS at the start of 2021 and May 2022, where we asked businesses that have exported or imported in the last 12 months if they have changed where they have exported/imported goods or services to in the last three months.[1]</p><p>In early March 2022, estimates from BICS show that 7% of businesses made changes to supply chains due to the end of the EU transition period. Table 2 provides the time series from BICS, where we asked businesses if they made changes to supply chains due to the end of the EU transition period.</p><p>The UK leaving the EU and the subsequent transition period, along with the impact of the coronavirus (COVID-19) pandemic, global recession and supply chain disruption, have caused higher levels of volatility in trade statistics in the past two years. We have investigated the impacts of EU exit and COVID-19 on UK trade in goods [2] and UK trade in services [3] in recent articles, and have also examined the extent to which supply chains have shifted following theend of the EU exit transition period in UK trade in goods, year in review: 2021. star this property answer text <p>As set out in the Political Declaration, both the EU and the UK will aim to provide for visa-free travel for short-term visits, and agree provision on temporary entry and stay of natural persons, allowing businesses to move their talented employees and provide services.</p><p> </p><p>The temporary movement of goods and equipment is a priority for cultural, creative and sport sectors - this includes instruments used by touring musicians, objects and collections loaned between museums, and sporting equipment taken to competitive events.</p><p> </p><p>Cultural, creative and sporting organisations from all over the world regularly bring their goods and equipment into the UK on a temporary basis, and UK organisations do the same all over the world too.</p><p> </p><p>Arrangements for moving goods and equipment between the UK and EU will not change before the end of the Transition period in December 2020. During the Transition period, until the end of 2020, there will also be no changes to rules to provide services or work temporarily in the EU and UK Nationals can continue to travel to the EU as now.</p><p> </p><p>The scope and detail of this will be subject to negotiations with the EU.</p><p> </p>

star this property answer text <p>At the end of this year the UK will have recovered its economic and political independence. The question is whether we can agree with the EU a deeper trading relationship or whether we have a trading relationship based on the 2019 deal, without a free trade agreement (FTA), on the lines of Australia’s.</p><p> </p><p>On leaving the EU on February 1<sup>st</sup> 2020 the UK took up its independent seat at the World Trade Organisation (WTO). The UK’s independent schedules were submitted to the WTO for certification in 2018 in July (Goods) and December (Services), and when the transition period ends at the end of this year they will form the basis of the UK’s independent trade policy.</p><p> </p><p>GATT Article XXIV permits the establishment of FTAs and Customs Unions as an exception to the most favoured nation principle, but it has no relevance without an agreement between the WTO members in question.</p> more like this
