star this property answer text <p>My Department works closely with a range of partners including local authorities, key stakeholders and colleagues in other Government Departments - including the Department for Education, Department for Media, Culture and Sport and HMT - to set common objectives on how we deal with the future challenges around youth employment and monitor how we are providing support.</p><p> </p><p>From September 2020 we started the implementation of the new DWP Youth Offer for all 18 to 24 year olds. This includes the introduction of our Youth Employment Programme, during which young people will be referred to the most appropriate support. We have also implemented DWP Youth Hubs and DWP Youth Employability Coaches.</p><p> </p><p>We have launched the Kickstart Scheme, dedicated to helping those young people at risk of long term unemployment develop their skills and experience through thousands of 6-month job placements.</p><p> </p><p>We will continue to monitor our policies and processes to ensure young unemployed people are effectively supported during this unprecedented time.</p>

star this property answer text <p>An initial assessment of a sample of the first 20,000 claimants who started a Kickstart job placement from the commencement of the scheme up to 6th May 2021, found that 51% were male and 49% were female. The Department for Work and Pensions will be monitoring and evaluating the Kickstart scheme throughout its implementation, and will continue to evaluate the longer term outcomes for Kickstart participants after they have completed their six-month job placements. This will include an examination of the demographic make-up of participants, including gender.</p><p> </p><p>Although care is taken when processing and analysing Kickstart applications, referrals and starts, the data collected might be subject to the inaccuracies inherent in any large-scale recording system which has been developed quickly. The management information presented here has not been subjected to the usual standard of quality assurance associated with official statistics, but is provided in the interests of transparency. Work is ongoing to improve the quality of information available for the programme.</p>

star this property answer text <p>Young people with a disability or health condition on Universal Credit who wished to take up the opportunity of a Kickstart job were able to discuss the roles they were interested in and if required, reasonable adjustments could be put into place to enable them to take up a Kickstart job. In October 2021, the decision was taken to extend the delivery of the Kickstart Scheme for an additional three months, to 31 March 2022, so that many more young people at risk of long-term unemployment (including those with disabilities) could benefit from the opportunities of the scheme. The final Kickstart job starts took place on 31 March 2022 and the last jobs will come to an end on 30 September 2022.</p><p> </p><p>The Kickstart Scheme was introduced as part of the Government’s Plan for Jobs, a range of other support is available to provide support to job seekers of all ages, regardless of disadvantage or disability.</p> more like this

star this property answer text <p>The calculation of child maintenance liability by the Child Maintenance Service can include an allowance for maintenance payments made in respect of a child in another country. In order to be taken into account these payments must be made under either a court order or under the powers of that country’s child maintenance service. A Paying Parent will be asked about this at the point their case is set up or can report such an arrangement at a later date, they will be expected to provide documentary evidence such as a copy of the court or payment notice.</p><p> </p><p> </p> more like this

star this property answer text <p>As a principal part of the service design the Department uses data from HM Revenue &amp; Customs (HMRC) and its own benefits data to assess 91% of Paying Parents earned income and benefit status, which are key parts of the maintenance calculation.</p><p> </p><p>Additionally, the Child Maintenance service allows both paying and receiving parents to request a change to the assessment if they believe that the paying parent’s income has changed by more than 25% compared to the most recent figures provided by HMRC. This can be done online, over the telephone or in writing. Customer communications highlight the obligations of parents to provide information and the consequences of failure to comply or misrepresentation.</p><p> </p><p>Where a paying parent receives unearned income which can be legally considered in assessing child maintenance either parent can request a variation to the normal maintenance calculation. Cases involving suspected misrepresentation or fraudulent behaviour can be looked into by the Financial Investigation Unit (FIU). This is a specialist team which can request information from financial institutions to check the accuracy of information the CMS is given.</p>

star this property answer text <p>The Government is committed to reducing poverty, including child poverty, and supporting low-income families. We will spend around £276bn through the welfare system in Great Britain in 2023/24 including around £124bn on people of working age and children.</p><p> </p><p>From April 2023, we uprated benefit rates and State Pensions by 10.1% and, subject to Parliamentary approval, working-age benefits will rise by 6.7% from April 2024, in line with inflation.</p><p> </p><p>In 2021/22 there were 1.7 million fewer people in absolute poverty after housing costs than in 2009/10, including 400,000 fewer children.</p><p> </p><p>With almost one million job vacancies across the UK, our focus remains firmly on supporting people, including parents, to move into and progress in work. This approach which is based on clear evidence about the importance of employment - particularly where it is full-time - in substantially reducing the risks of poverty. The latest statistics show that in 2021/22 children living in workless households were 5 times more likely to be in absolute poverty, after housing costs, than those where all adults work.</p><p> </p><p>To help people into work, our core Jobcentre offer provides a range of options, including face-to-face time with work coaches and interview assistance. In addition, there is specific support targeted towards young people, people aged 50 plus and job seekers with disabilities or health issues.</p><p> </p><p>In addition, the voluntary in-work progression offer started to roll-out in April 2022. It is now available in all Jobcentres across Great Britain. We estimate that around 1.2m low-paid benefit claimants will be eligible for support to progress into higher-paid work.</p><p> </p><p>To further support parents into work, on 28th June 2023, the maximum monthly amounts that a parent can be reimbursed for their childcare increased by 47%, from £646.35 for one child and £1,108.04 for two or more children to £950.92 and £1,630.15 respectively. Importantly, we can now also provide even more help with upfront childcare costs when parents move into work or increase their hours.</p><p> </p><p>To support those who are in work, on 1 April 2024, the Government will increase the National Living Wage for workers aged 21 years and over by 9.8% to £11.44 representing an increase of over £1,800 to the gross annual earnings of a full-time worker on the NLW.</p><p> </p><p>This government understands the pressures people are facing with the cost of living which is why we are providing total support of £104bn over 2022-25 to help households and individuals.</p><p> </p><p>Included within this, to support low-income households with increasing rent costs, the government will raise Local Housing Allowance rates to the 30th percentile of local market rents in April 2024. This will benefit 1.6 million low-income households, who will be around £800 a year better off on average in 2024-25.</p>

star this property answer text <p>The Department is doing all we can to deal with exceptional levels of demand. Our priority is ensuring people get their benefit payments and that we can continue to support those who need them most. The Department has mobilised robust business continuity plans to ensure we can do just that.</p><p>We have introduced new processes to ease pressure on waiting times for identity verification over the phone and other processes. People making new claims for Universal Credit no longer need to call the Department as part of the process. Once they have completed their online application we will call them if we need to check any of the information they have given us.</p><p>Jobcentres have remained open throughout, providing support to our most vulnerable customers. In line with the easing of restrictions in England, from 1<sup>st</sup> July, people will be able to make an appointment with their Work Coach if they can’t get the help they want online or over the phone. Work Coaches, as part of the individualised approach, will be calling all claimants to engage with them. We will continue to be align with current guidance from Scotland and Wales.</p><p> </p><p>The Department is continually assessing the service being offered to customers and we continue to keep staff numbers under review as part of our response to the impact of Covid-19 on the labour market and our support for jobseekers during this difficult time.</p><p>We have already committed to increasing the number of Work Coaches [13500] and Case Managers, and recruitment is already underway.</p>
