star this property answer text <p>We closely followed the October 2018 detention in Thailand of approximately 100 people, mainly from Pakistan, whom the Thai authorities considered illegal immigrants. This followed arrests and refoulment of Cambodian and Vietnamese nationals in August 2018.</p><p>On 2 November 2018, the Minister of State for the Commonwealth and UN, Lord Ahmad of Wimbledon, spoke to the Thai ambassador in London to raise our concerns over the detention of foreign nationals, including nationals of Pakistan, in Thailand. The British Embassy Bangkok also raised the issues with the Ministry of the Interior. We believe that the actions of the Thai authorities are not aimed at any specific group or groups, but apply to anyone whom they deem an illegal visa over-stayer. The UK has repeatedly urged Thailand to sign the 1951 UN Convention on Refugees. The UNHCR are working closely with the Royal Thai Government over asylum, resettlement issues, and improving conditions for genuine claimants, for example by giving them documentation that allows them to access services and protected them from persecution. We are also working with the Thai authorities to improve conditions of detention.</p><p>​</p>

star this property answer text <p>There is a significant body of evidence that demonstrates that systematic phonics is a highly effective method for teaching early reading. According to the Education Endowment Foundation, phonics approaches have been consistently found to be effective in supporting younger readers to master the basics of reading, with an average impact of an additional 4 months’ progress. Research suggests that phonics is particularly beneficial for younger pupils (4 to 7 year-olds) as they begin to read. Teaching phonics is more effective on average than other approaches to early reading (such as whole language or alphabetic approaches).</p><p>The Department is investing £26 million in a national network of English hubs to support local schools in developing their teaching practice, with a focus on systematic phonics. We are also funding 6 Phonics Partnerships and a series of Phonics Roadshows, to spread good practice and improve phonics teaching.</p> more like this

star this property answer text <p>The department launched its review of children in need (CIN) of help and protection in March 2018.</p><p>In December 2018, we published interim findings, summarising what makes a difference to and what is needed to improve these children’s educational outcomes, alongside new data giving more insight into their experiences. Leaders and practitioners working with CIN can use the evidence in the report from now.</p><p> </p><p>For the final stage of the review, we are:</p><ul><li>working to bridge the gap between what is needed to improve outcomes for CIN and the current reality, including policy change where the evidence shows this is what is needed;</li><li>building more robust evidence of what interventions work to improve the educational outcomes of CIN;</li><li>continuing to develop our data and analysis of what influences the educational outcomes of CIN.</li></ul><p>We currently expect to have finished this work by the end of spring and will publish thereafter.</p><p>Through the review, we are also undertaking ongoing work to build on existing cross-government action to improve outcomes for vulnerable children – including to tackle domestic abuse which is the primary need for children requiring support from children’s social care, and to improve mental health support for all children and young people.</p>

star this property answer text <p>Our Early Intervention Youth Fund of £22 million is already supporting 29 projects in England and Wales. Over £17 million has already been allocated to projects delivering interventions to young people at risk of criminal involvement, gang exploitation and county lines.</p><p>We will shortly be appointing an independent evaluation partner who will support projects with their monitoring arrangements and will gather qualitative and quantitative data. This work will contribute to a programme wide evaluation, including an overview of what we have learnt about good practice. The projects will also be required to provide regular updates on their progress as part of their grant agreements.</p> more like this

star this property answer text <p>The Government’s Serious Violence Strategy, published April 2018, summarises the risk and protective factors for violence identified by research.</p><p>The Strategy suggests that school exclusion is a marker for increased risk both in terms of victimisation and perpetration. Whilst this does not mean there is a causal link, the Government recognises there are complex and multiple vulnerabilities that can impact on children’s outcomes and is accordingly taking action to address this.</p><p>The Home Office and Department for Education continue to work together to deliver the commitment in the strategy to consider support for pupils at risk of exclusion as well as for those who have been excluded, to reduce the risk of them being drawn into crime and associated pathways.</p> more like this
