	answer	answer is ministerial correction date of answer 22/10/2021 answer text <p>Attendance Allowance (AA) is intended to help those with a severe disability who have long term care or supervision needs where those needs arise after reaching State Pension age. Entitlement is based on the on-going need for frequent personal care and attention, or supervision to ensure personal safety. A mobility component for those whose needs arise after State Pension age is not provided as it is expected that many older people will develop mobility issues as part of the ageing process. This is a long standing policy continued by successive Governments. There is no constraint on what the benefit can be used for, and individual recipients can choose to use their Attendance Allowance to fund mobility aids.</p><p> </p><p>Latest published figures at end of February 2021, show that nationally there were 1.49m claimants of AA, of which 2,222 were in the Barnsley Central Parliamentary Constituency. In November 2019 there were more than 1,900 carers in the Barnsley Central constituency that were receiving Carer’s Allowance (CA) and in 2018/19 we spent approximately £6.7 million on CA there.</p><p><strong> </strong></p><p>We have focussed on ensuring carers do not inadvertently stop receiving CA because of changes to patterns of care during the current emergency. This includes allowing emotional support to count towards the 35 hours of care being provided by the carer as well as relaxing the rules around breaks in care. These changes aim to support carers whose role has, in many cases, become harder due to the need to self-isolate or shield the person they care for.</p><p> </p><p>The rate of CA was also increased in early April as part of the annual uprating process. Since 2010, the rate of Carer’s Allowance has increased from £53.90 to £67.25 a week, meaning nearly an additional £700 a year for carers. We continue to support those carers in most need through additional amounts (premiums) in means-tested benefits and have also announced increases to the standard allowance in Universal Credit. 	answer	answer is ministerial correction date of answer 11/02/2021 answer text <p>The Department does not measure timings as described in the question and to determine this request, we would need to examine each individual case, which the Department considers to be cost prohibitive to provide.</p><p> </p><p>The Department has a 15 working day target for MP to Director General Correspondence and a 20 working day target for Private Office correspondence. These timescales are in line with Cabinet Office directives.</p><p> </p><p>As part of our response to the COVID-19 pandemic, the Department had to make changes to its complaints and MP correspondence model to allow staff to be deployed to support processing benefit claims and payments. This approach is consistent for all clients regardless of their employment type and ensures the calculation process is fair, simple and efficient.</p><p>The scheme is designed so that liabilities remain consistent over the year, with limited changes. 	answer	answer is ministerial correction date of answer 02/04/2019 answer text <p>Under the Compliance and Arrears strategy we are writing to clients with CSA debt above certain thresholds to ask if they want us to try to collect their arrears. These thresholds provide a reasonable cut off point to ensure that we do not pursue cases at disproportionate cost to the taxpayer. 	answer	answer is ministerial correction date of answer 24/05/2021 answer text <p>We have no plans to amend the National Insurance (NI) contributions conditions for contributory Employment and Support Allowance (ESA).</p><p>Clinically extremely vulnerable individuals advised to ‘shield’ in line with public health guidance were eligible for ESA and would have received NI credits as part of their award. Where an individual required further financial assistance they may have been eligible for Universal Credit.</p><p>In addition, employers could and still can furlough clinically extremely vulnerable employees, who remain eligible for the Coronavirus Job Retention Scheme (CJRS) even whilst shielding guidance is not in place.
