We have been allocated £1.5 billion for the Adult Education Budget for each year of the 2015 Spending Review period to engage adults to participate and develop the skills and learning they need up to level 3 to equip them for work, an apprenticeship or further learning.</p><p>We are actively exploring the efficiency and resilience of further education and will be assessing how far existing and forecast funding and regulatory structures enable high quality provision. This work will align closely with the Post-18 Funding Review in particular, to ensure a coherent vision for further and higher education. The National Careers Service provides independent, professional advice on careers, skills and the labour market.</p><p> </p><p>Employers and professional bodies in the creative arts sector can sign up to ‘Inspiring the Future’, run by the Education and Employers charity. This free programme allows volunteers to visit maintained schools to talk to pupils about their job. This will raise the profile of various careers within the creative arts sector.</p><p> </p><p>In addition, the Careers and Enterprise Company is making sure that every young person has access to inspiring encounters with the world of work, including work placements, work experience and other employer-based activities. They are also required to provide a broad and balanced curriculum and to promote fundamental British values, including mutual respect and tolerance of those of other faiths and beliefs.</p><p>We know that the vast majority of schools with a religious character are open and inclusive. We believe that the broad religious literacy, which most promote, is helpful in giving students what they need to navigate our multicultural society.</p><p>In its response to the “Schools that work for everyone” consultation, the department announced the retention of the 50% cap on faith admissions in faith free schools. 	answer	answer is ministerial correction date of answer 25/04/2019 answer text <p>The government’s objective has always been to have a functioning statute book in place by Exit Day and to ensure the most critical secondary legislation was made by this point.</p><p>All of the Department for Education’s essential ‘no deal’ Exit Statutory Instruments (SIs) were made prior to 29 March 2019. Each Exit SI in the department was carefully considered on a case-by-case basis. Exit SIs which were deprioritised were done so because they made very minor technical changes which were not considered essential to be in force for the original Exit Day, and where there would be very little or no material impact from them not being in place for ‘day 1’.</p><p>These considerations and assessments made have meant that the government has been able to lay the critical secondary legislation required before we exit the EU. The department does expect to lay its remaining ‘no deal’ SIs, which were deprioritised ahead of 29 March, shortly. Given the extension to Article 50, the department will consider whether any further Exit SIs will need to be brought forward to amend any EU Regulations which have come into force since the original Exit SI programme was finalised, to ensure a functioning statute book ahead of a potential ‘no deal’ exit. The department will keep this under careful review.</p><p>The laying of Exit SIs allows Parliament to fulfil its essential scrutiny role. The exact nature of this scrutiny, and the steps required before an SI completes its passage, is dependent on the type of SI. The majority of our spend is on the department’s teacher recruitment campaign. In the financial year 2017-18, DfE purchased media space on Facebook, Twitter and Instagram to the value of £1,581,186.99. In 2018-19 to the end of September we spent £640,931.55. Ad hoc spend may not be included in this amount. This, together with feedback from our broader engagement with employers, is informing our ongoing evaluation of the impact of the reforms in England and our work to promote apprenticeships under the Creative Industries Sector Deal.</p><p>In my capacity as the Minister of State for Apprenticeships and Skills, I met the CEO of ScreenSkills in October 2018 to discuss their work to support the take-up of apprenticeships in the UK’s world-leading film and television industries. Officials from the Education and Skills Funding Agency continue to meet representatives of the organisation.</p><p>Levy-paying employers can already transfer funds to an Apprenticeship Training Agency, which acts as the apprentice’s employer. We recognise that this model can provide a valuable opportunity for employers, including those in the film and television industries and the creative sector more generally, to realise the benefits of apprenticeships for their business. 	answer	answer is ministerial correction date of answer 12/03/2019 answer text <p>As at 31 January 2019, there were 200 commitments in England entered into the Apprenticeship Service, where the transfer of funds between apprenticeship service accounts has been approved (a commitment is where a potential apprentice, who is expected to go on to start an apprenticeship, has been recorded with the Apprenticeship Service). Of these transferred commitments as at 31 January 2019, there were 130 transferred commitments that had materialised into apprenticeship starts. Our communications campaign aims to help increase the number of vacancies created by employers and to encourage young people to choose an apprenticeship as a high quality career route, signposting them to new vacancies on offer. We target potential apprentices, employers, parents and teachers using channels such as video adverts for TV, cinema and online channels, a national billboard campaign, digital advertising and social media, as well as through face-to-face engagement activities and events. Our communication continues to support employers to create new vacancies and to publicise them on the Find An Apprenticeship website.</p><p>New apprenticeship standards across all levels are being designed and driven by industry; creating higher quality training that will lead to a more skilled and productive economy. All starts will be on the new, high quality standards by the beginning of the 2020-21 academic year.</p><p>A level 3 Photographic Assistant standard is currently in development. For example, we have introduced legislation which allows the minimum English and maths requirements for apprenticeships to be adjusted to entry level 3 for a defined group of people with a learning difficulty or disability. This change will allow more people to benefit from the opportunities available through apprenticeships and work.</p><p>Our Pacesetter project is working with local partners to test our policy approaches and deliver tangible progress towards growing numbers of apprentices with learning difficulties or disabilities. Pacesetters include councils, a school and the learning disability charity Mencap, who have themselves hired a number of apprentices with learning difficulties or disabilities.</p><p>The Apprenticeship Diversity Champions Network has been developed to provide insight and guidance on best practice in how to make sure that apprenticeships are undertaken by people from a diverse range of backgrounds, and all members make a commitment themselves to increasing diversity when they join. The network aims to inspire and influence the behaviour of other employers to attract, recruit and support more people from underrepresented groups into apprenticeships. This includes people with disabilities, people who identify as LGBT+, women in science, technology, engineering and maths and members of black, Asian and minority ethnic communities. For example, Health Education England, working with members including Northumberland, Tyne and Wear NHS Foundation Trust, have a supported apprenticeship scheme focussing particularly on learners with autism. The National Autistic Society has been invited to attend the network’s next meeting.</p><p>Our funding system is intended to encourage the take-up and likely completion of apprenticeships by particular groups, including people with learning difficulties or disabilities. 	answer	answer is ministerial correction date of answer 29/01/2019 answer text <p>The government wants to encourage more students into science, technology, engineering and mathematics (STEM) education and training at all stages from primary school to higher education, which will equip people with the skills needed for such roles. We are investing an additional £406 million in skills, including maths and digital. This includes the Advanced Maths Premium and an £84 million programme to improve the teaching of computing.</p><p>It is crucial we encourage more young people to consider STEM careers, including careers such as laboratory scientist technicians. We have committed to improving STEM careers advice in schools in the government’s careers strategy which ensures that STEM encounters, such as with employers and apprenticeships, are built into school career programmes by updating school and college statutory guidance.</p><p>The Department for Business, Energy and Industrial Strategy also funds a number of programmes that aim to inspire more young people to study science subjects, such as the STEM Ambassadors programme, and the CREST awards, which engage students in STEM-related projects.</p><p>T levels will also provide alternative routes into laboratory and science technical careers. T levels will be a new gold-standard in technical education, providing a distinctive and rigorous alternative to A levels and apprenticeships. T level panels of employers are defining the outline content for the new programmes and we recently announced that T levels in the Health and Science route, which includes Laboratory Sciences, will be taught by selected providers from 2021.</p><p>Apprenticeships are available in the sector across a range of levels including Laboratory scientist (degree); Laboratory scientist Level 5; and Laboratory technician Level 3. These standards are being developed by employer groups, including groups in the health and science sector such as Pfizer, GSK, Astra Zeneca, Sterling Pharma Solutions, 3M. A full list of standards is available on the Institute for Apprenticeships’ website at <a href="https://www.instituteforapprenticeships.org/apprenticeship-standards/" target="_blank">https://www.instituteforapprenticeships.org/apprenticeship-standards/</a>.</p><p>To stimulate apprenticeships growth across all sectors, we are first and foremost ensuring that apprenticeships are a quality product recognised by individuals and employers – setting individuals on a path to a to great career and providing employers with the home-grown skills they need to grow their businesses and increase productivity.</p><p>We are also currently carrying out a review of higher technical education, looking at how level 4 and 5 classroom based technical education meets the needs of learners and employers. This forms part of our commitment to support routes to higher-earning technical roles and address the skills needs of the economy. Our ambition is to reform higher level technical education so that it delivers the skills employers and the economy need and offers attractive routes to higher earning technical roles. We believe employers will benefit from offering industry placements, but recognise that this is a big change given the scale needed. We also learnt more about these and the type of support that employers need from the industry placements pilot evaluation. As a result, we have invested £5 million into the National Apprenticeship Service to raise awareness and promote industry placements through their employer networks. This will include creating a streamlined ‘matchmaking’ service putting employers in touch with providers in their area.</p><p>We are also considering what additional support employers require on a route by route basis to effectively plan and implement industry placements. In the first half of 2018/19, 47% of apprenticeship starts were by women, which is an increase from 45.8% for the equivalent period in 2017/18.</p><p>However, we also want to make sure that more women are able to access apprenticeships in traditionally male-dominated fields as well as in fields that offer the highest returns. Starts by women in the construction, planning and the built environment sector increased by 36.7% in the first half of 2018/19, compared to the same period in 2017/18, from 790 starts to 1,080 starts.</p><p>Through the Apprenticeship Diversity Champions Network (ADCN), we are championing gender representation in apprenticeships amongst employers in industries where improvement is needed. This includes making sure that more women can access science, technology, engineering and mathematics (STEM) apprenticeships and it is encouraging to see the progress that is being made. For example, ADCN member GlaxoSmithKline are well ahead of their aim to achieve 25% of women representation in their STEM apprenticeships. Women now make up 47% of their UK intake. 	answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>From 2019/20 academic year the Adult Education Budget (AEB) will be devolved to 6 Mayoral Combined Authorities (MCA) (Cambridgeshire and Peterborough, Greater Manchester, Liverpool City Region, Tees Valley, West Midlands and West of England) and delegated to the Greater London Authority (GLA).</p><p> </p><p>49% of the AEB participation budget will be devolved to MCAs/GLA.</p><p> </p><p>51% of the AEB will be administrated by the Education Skills Funding Agency (ESFA) who will continue to be responsible for funding learners that are resident outside devolved areas.</p><p> </p><p>Ministers agreed that the methodology for calculating ESFA/MCAs/GLA budgets will be based on historic provider delivery and learner residence in 2017 to 2018. Residency calculations have been used to determine the percentage share of the budget. Employers are able to access these funds to support the costs of apprenticeship training – we have responded to feedback from employers by extending the amount of time employers have to spend their levy from 18 to 24 months. We don’t anticipate that all levy-payers will use all the funds in their accounts. Income from the levy is also used to fund apprenticeship training for non-levy paying employers.</p><p>The data provided covers funds utilised from employers’ apprenticeship service accounts to cover training costs for learning. 	answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>We recognise that modern slavery is extremely serious, and we strive to ensure that our policies are able to support survivors to move forward in their lives.</p><p> </p><p>While the Home Office is responsible for determining an individual’s immigration status, the Department for Education is responsible for setting the criteria for accessing 16-19 and adult (19+) education and higher education funding.</p><p> </p><p>The criteria for accessing 16-19 and adult education are set out in funding rules, which further education providers refer to when assessing eligibility. Depending on individual circumstances, survivors of modern slavery who meet the eligibility criteria will be able to access further education. Officials at the Department for Education, working with Home Office officials, regularly keep these rules under review. They do everything possible to ensure that those who are entitled to access further education can do so without unnecessary bureaucracy.</p><p> </p><p>Similarly, eligibility for higher education student support is set out in the relevant regulations. It depends on a number of factors, including immigration status. Generally, to be eligible for higher education student support, a student should be resident in England, have ‘settled’ status or have a recognised connection with the UK and have been a resident of the UK and Islands (Channel Islands and the Isle of Man) for the three years prior to the start of the course. 	answer	answer is ministerial correction date of answer 21/02/2019 answer text <p>New apprenticeship standards across all levels are being designed by employers, creating higher quality training that will lead to a more skilled and productive economy. The move away from apprenticeship frameworks’ on-programme assessment via qualifications to the standards’ rigorous end-point assessment gives employers much greater assurance that, at the end of the apprenticeship, the apprentice is fully occupationally competent.</p><p>There were 163,700 starts on apprenticeship standards in 2017/18, which is more than 6 times higher than in 2016/17. This shows that employers are moving quickly to this new higher quality offer. 	answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>Apprenticeships offer businesses of all sizes an opportunity to make a sustainable investment in the training they need to grow and prosper.</p><p>For businesses with fewer than 50 employees who take on apprentices aged 16-18 (or up to the age of 24 for care leavers), the government meets the full cost of training. All organisations who do not pay the apprenticeship levy benefit from very generous funding from government, which will rise to 95% of the cost of training and assessment in 2019.</p><p>The new apprenticeships marketing campaign, Fire it Up, aims to increase the number of apprenticeship vacancies offered by employers, and incorporates a website featuring case studies from small businesses and information on the funding support available. It will continue to support employers to create new vacancies and publicise these on the ‘Find an Apprenticeship’ website.</p><p>Small businesses are also able to benefit from transfers of apprenticeship levy funds, which enable levy-paying employers to use up to 10% of their annual levy funds (up to 25% from April 2019) to support apprenticeship starts in their supply chain or to meet local skills shortages.</p> answering member constituency Guildford answering member printed Anne Milton question first answered 26/02/2019 13:36:13 answering member 1523 label Biography information for Anne Milton

	answer	answer is ministerial correction date of answer 25/02/2019 answer text <p>New, employer-designed apprenticeship standards are at the centre of our reforms to drive up quality and develop the skills businesses need for the future, in every part of the economy. Standards describe full occupational competence, as agreed by employers, and must include a rigorous and independent end-point assessment.</p><p>In the construction sector, 66 standards have already been approved for delivery and a further 33 are in development by trailblazer groups comprising employers of all sizes.</p><p>The move to standards, together with the minimum 20% off-the-job training rule, has already contributed to a 25% rise in expected apprenticeship training hours. The government has committed to all apprenticeship starts being on standards by the end of the 2019-20 academic year.
