star this property answer text
The Government recognises the importance of effective and timely handling of correspondence with members of the House of Lords. Government departments should aim to provide a substantive response to routine correspondence within a maximum of 20 working days. However, sometimes circumstances dictate that it will not be possible to provide a response within this timeframe. In such instances, departments are advised to issue a ‘holding’ response until a more substantive response can be provided.

The Cabinet Office publishes an annual report detailing departmental performance in the handling of correspondence from members of both Houses. Lord Young of Cookham set out the 2017 performance figures in a Written Statement on 26 June 2018 (HLWS771). The 2018 performance figures will be published in summer 2019.
more like this

star this property answer text
I have asked the Independent Parliamentary Standards Authority to reply.

Letter from Marcial Boo, chief executive of IPSA, 10 October 2018:

The Independent Parliamentary Standards Authority (IPSA) provides Family Leave Guidance in relation to staff employed by MPs, a copy of which can be found on our website at: http://www.theipsa.org.uk/ipsa-for-mps/guidance.

This document provides guidance on maternity leave, paternity leave, adoption leave, shared parental leave, KIT/SPLIT days and caring leave. This is not a policy, but guidance to MPs on the statutory entitlements. As the legal employers of their staff, MPs are responsible for matters of individual staffing arrangements, such as approving instances of family leave and ensuring that they comply with relevant employment legislation.

As the document is guidance rather than a policy, and relates only to the statutory entitlements, we have not undertaken any specific assessment of its effects. However, IPSA encourages responsible employment and any necessary expenditure by MPs on the health and welfare of their staff, including their mental health. MPs can claim the cost of staff health and welfare costs, such as occupational health assessments, from their staffing budgets. We also undertake Equality Impact Assessments (EIA) in relation to major changes to our Scheme of MPs’ Business Costs and Expenses. We last undertook an EIA in March 2017 which concluded that changes proposed to our Scheme were likely to have a small positive impact on MPs’ staff in relation to pregnancy and maternity. A copy of that report can be found on our website at: http://www.theipsa.org.uk/publications/consultations/review-of-the-mps-scheme-of-business-costs-and-expenses.

star this property answer text
All ministers on common tenure – whether women or men - have the right to request time off work or adjustments to be made to the duties of their office in order to care for a dependant. As clergy office holders do not have defined hours of work, they already have greater flexibility than most employees over how they carry out their duties, which can often enable them to carry out their duties whilst caring for dependants without the need to request time off or adjustments.

As office holders, clergy are responsible for arranging their own cover while they are absent for any reason, (although the area dean or a member of the Bishop’s staff may assist clergy to arrange such cover where necessary). Support for caring for dependants and assistance with cover is not provided for centrally, as arrangements for this are best made locally – whether within the parish, or arranged with the assistance of the area dean or archdeacon. The Church Commissioners do not, therefore, have details of the level of support provided locally.

Women clergy are also supported at diocesan level by Deans of Women’s Ministry whose role is to promote the full inclusion of women in their diocese at every level of church life. As well as supporting female clergy with caring responsibilities, they are advocates for the ministry of women clergy in the diocese, listen to ordained women, identify the gifts, skills and potential among women clergy, and encourage these to be developed, used and fulfilled.

This is an issue on which bishops, most notably the Bishop of St Albans, have spoken frequently on and campaigned for. The Church has therefore welcomed the Government’s announcement of the reduction in stakes, and the decision to implement the change in April 2019, as well as the increase in Remote Gaming Duty. The Bishop of St Albans continues to spearhead the Church’s activity in this area and has recently raised in the House of Lords the high quantity of gambling advertisements, increases in child gambling, the voluntary levy paid by gambling firms, and the socio-economic cost to society of problem gambling.
more like this
